NBR Introduces New Sub-Module for Paper VAT Returns in e-VAT System

Dhaka: The National Board of Revenue (NBR) has initiated a significant step to integrate all paper-based VAT returns into the e-VAT System. A new sub-module, titled “Hard Copy Return Entry,” has been introduced to facilitate the entry of monthly VAT returns, previously submitted in hard copy format, into the online system.



According to Bangladesh Sangbad Sangstha, the NBR released a circular detailing the operational procedures of this sub-module. The circular allows taxpayers to independently enter their previously submitted paper VAT returns into the e-VAT System. Under the existing setup, these paper returns are manually processed by the Central Processing Centre of the respective VAT Commissionerates, which is a time-intensive task.



Currently, delays in entering paper returns into the e-VAT System often result in automatic interest and penalties for taxpayers, as the system requires penalty payments before allowing further online VAT submissions. The new sub-module, however, enables taxpayers who have submitted their hard copy VAT returns on time, as per Section 64 of the VAT and Supplementary Duty Act, 2012, to enter these returns into the e-VAT System without incurring any penalties or interest.



Taxpayers will receive notifications with the e-VAT System link via email and mobile phone, allowing easy access to the new sub-module. They can enter all previously submitted paper VAT returns into the system without facing penalties or interest until March 31, 2026. Once all past returns are digitized, the system will allow seamless online submission of all VAT returns.



The NBR is seeking full cooperation from taxpayers in its ongoing effort to digitize tax administration activities, aiming for transparency and accountability within the tax system.
