Govt to give Tk 33.20cr incentive to increase Aman paddy production

The government will give an incentive of Taka 33.20 crore to increase the cultivation and production of Aman paddy this year.

"A total of 4.90 lakh small and marginal farmers from across the country will get free seeds and fertilizers under this incentive," said an Agriculture Ministry press release here today.

Under this incentive, each farmer will get five kgs of seeds, and 10 kgs of DAP and 10 kgs of MOP fertilizers free of cost for cultivating high-yielding verity of Ropa Aman paddy on one bigha of land, it said.

The incentive will be given from the regular budget of Agriculture Ministry for agricultural rehabilitation assistance, and seed and sapling sector, the release said, adding that a government order has already been issued in this regard.

Incentive distribution activities will begin at field level soon, the release said.

Two die after inhaling toxic gas in city

Two construction workers died after inhaling

toxic gas in a septic tank in the city's Uttarkhan area this morning.

The deceased were identified as Md Samad, 55, and Md Modhu Mia,42, hailing

from Gaibandha District.

Both the workers died when the shutter of a septic tank shut off as they

entered to clean the tank of a under construction building, Officer-in-Charge

(OC) of Uttarkhan Police Station Md Kazi Abul Kalam told BSS.

Being informed, firefighters rushed to the spot and rescued the duo

unconscious and sent them to Dhaka Medical College Hospital (DMCH) where on-

duty doctor declared them death.

The bodies were kept at the hospital (DMCH) morgue.

A case was filed with concerned police station in this connection.

RAKUB accelerates agro-based economy in northwest region

Rajshahi Krishi Unnayan Bank (RAKUB) has been

playing a vital role towards bolstering the agro-based economy through

financial investment in the country's northwest region.

The specialized state-owned commercial bank has been providing loans to the

grassroots farmers to supplement the government efforts of making the country

self-reliant in food production.

The Board of Directors of the bank revealed this while sharing their views in

the 563rd board meeting with its Chairman Roisul Alam Mondal in the chair

here today.

Through its 383 branches at present, RAKUB has been operating its activities

as the largest development partner in all the 16 northwest districts of

Rajshahi and Rangpur divisions targeting the agricultural sector and all its

sub-sectors.

As the largest development partner in agriculture as well as agro-based

industrial sector of northwest Bangladesh, currently, the bank has adopted

the effective work plan which is being implemented at the grassroots-level to

attain all the targets within the stipulated time.

RAKUB has not only developed the agricultural sector in the country's

northwest region but also played a vital role towards its industrialisation.

Niranjan Chandra Debnath told the meeting that their bank has attained

operational profit worth Taka 44.8 crore in the last 2021-2022 financial year

overcoming the loss of Taka 3.10 crore incurred in the previous 2020-2021

fiscal year.

It has also attained operational profit worth Taka 22.95 crore during the

first six months of the current 2022-2023 financial year up by Taka 19.31

crore in corresponding period of the previous 2021-2022 fiscal year.

Niranjan Debnath said they disbursed agricultural loans of around Taka

1,954.17 crore aimed at increasing crop production and boosting rural economy

during the first six months of the current fiscal year.

Target has also been set to recover loans of Taka 3,526 crore, including

classified loans with Taka 500 crore, and raise deposit collection to Taka

3000 crore.

The bank is bringing all existing agricultural potential sectors and sub-

sectors under qualitative and quantitative investments to make the region's

agro-based economy more vibrant.

BNP is trying to impede electoral process by creating instability: Quader

Awami League (AL) General Secretary Obaidul Quader today said BNP is trying to obstruct the process of holding fair elections by creating an unstable situation in the country.

"BNP has repeatedly caused damage to Bangladesh, while Prime Minister Sheikh Hasina is repairing those. Today, by creating instability in the country, they (BNP) want to impede the process of holding fair elections," he told a joint meeting at the AL's Bangabandhu Avenue central office here this afternoon.

The joint meeting was held among the secretaries of the party and the presidents and general secretaries of Dhaka North and North City units of the AL and its affiliated bodies.

Quader, also the road transport and bridges minister, said BNP men created chaos in various places of the country, including Keraniganj and Khagrachari, and staged drama to put its responsibility on the ruling Awami League.

"Through all these, they are giving wrong message. But I will ask the AL leaders and activists to deal with the situation calmly. We will not do anything in advance. But, if any attack on AL men takes place, they (BNP) will not be spared," he warned.

The AL general secretary said no sanction will stop the elections and the government has no headache about sanctions.

"Foreigners are our friends, not masters. The BNP is involved in ill politics. If the ruling Awami League remains united, BNP will be defeated," he added.

He said as the country's constitution does not allow the caretaker government system, the BNP will be affected by the US visa policy if it demands restoration of this system.

"Now it is a matter to see what the US's position will be about those who will impede the process of free and fair elections. The Awami League wants free and fair elections, but BNP is hatching plots to disrupt the elections," Quader said.

Claiming that BNP traditionally pracitses ill politics and that is why the country is safe under its reign, he said that all should pledge to resist the BNP, a patron of militants and communal forces.

"Prime Minister Sheikh Hasina has made the Election Commission independent. We are in the process of holding fair elections but BNP is obstructing it. BNP is walking in the opposite direction of organising fair elections. So, they are under pressure due to the US visa policy," the road transport minister said.

Noting that the country is moving forward under the leadership of Prime Minister Sheikh Hasina, he said the story of Bangladesh's progress has been lauded all over the world.

"The British Prime Minister said he and his family follow Sheikh Hasina and she is an inspiration to them," Quader added.

Gazipur City AL President Azmat Ullah meets PM

Gazipur City Awami League (AL) President Advocate Md Azmat Ullah Khan today paid a courtesy call on Prime Minister Sheikh Hasina at her official residence Ganabhaban.

During the meeting this afternoon, Azmat Ullah Khan handed over two books written by him to the premier, Prime Minister's Deputy Press Secretary Hasan Jahid Tusher told BSS.

The two books are: Rajnitir Mahakabi Swadhin Bangladesh Er Swapnadrasta Jatir Pita Bangabandhu Sheikh Mujibur Rahman and Bangabandhu'r Netrittogun, Adarsha Bekti O Jati Gathane Anusaranio Dristranto.

Liton to lead Bangladesh in Afghanistan Test

Liton Das will lead Bangladesh in their upcoming one-off Test against Afghanistan, beginning from June 14 in absence of regular skipper Shakib Al Hasan.

As a designated vice-captain, he in fact was due to captain the side but confusion arose when it was reported in some media that the best batter at this moment was reluctant to do the job to concentrate on his batting.

Neither Liton nor the team management did confirm the news. However in a programme on Friday, Bangladesh Cricket Board (BCB) president Nazmul Hassan Papon, made it clear that as the vice captain, Liton would have to lead the side in absence of Shakib.

The ace all-rounder was ruled out of the Test with a finger injury which he sustained during the ODI series against Ireland this month in Chelmsford.

"Shakib was ruled out of the team due to injury and so very naturally Liton will lead the side since he is the designated vice captain," Papon said in a programme, arranged by the Bangladesh cricket supporters association.

"As far as I know, Liton will lead the side. I don't hear anything else in this regard."

BCB announced Shakib and Liton as captain and vice-captain of the Test team after Mominul Haque stepped down last year. Liton is yet to lead the side in longer version format but he led the side in three-match ODI series against India in absence of injured Tamim.

Bangladesh beat India by 2-1 in that series, making Liton's captaincy debut series a memorable one.

The Nepal Press Union is working in different sectors including trade union rights of journalists, press freedom, rights of working journalists and capacity development of journalists.

Nepal Egypt to collaborate for tourism development

Secretary at the Ministry of Culture, Tourism and Civil Aviation Suresh Adhikari has expressed the commitment to provide necessary support for the development of bilateral tourism between Nepal and Egypt.

During a discussion program between the travel and tour operators of both countries held in Cairo, Egypt, he said that the government is ready for development and expansion of the tourism sector, which is a priority sector for the country's development.

Likewise, Nepali ambassador to Egypt, Sushil Kumar Lamsal, said there is huge potential for partnership in the tourism sector between the two countries that have ancient civilization and adorned with cultural and natural beauty.

General Manager of Egypt Tourism Authority, Ahmed Ali, said that the authority is willing to welcome Nepali travel agents on an informational tour.

Senior Manager of Nepal Tourism Board Sunil Sharma and General Secretary of Nepal Association of Tour and Travel Agents Kumarmani Thapaliya made a presentation of Nepal's tourism heritage and Nepal-Egypt tourism potential.

More than 20 representatives of travel and tour companies from Nepal and Egypt took part in the program.

NEWS COMMENTARY: Avoid contradiction, build public trust to cement federal republic

"Only 15.03 per cent of National Human Rights Commission (NHRC) recommendations are fully implemented by the government while 39.02 per cent enforced partially and 44.05 per cent not implemented. All victims have not been able to get compensation due to lack of adequate budget allocation and dedicated funds".

It was what NHRC Chairperson Top Bahadur Magar said during a programme organized in the federal capital on the occasion of the 23rd anniversary of the NHRC on Friday. He added despite continuous commitment of the government to fully implement the NHRC's recommendations, no satisfactory result was achieved.

In the same programme, Prime Minister Pushpa Kamal Dahal 'Prachanda' viewed, "The government is effortful to ensure effective enforcement of the Constitution which is adjudged unique in the perspective of human rights." He added the implementation of the people's fundamental rights and advancement towards the social, economic and cultural transformations in the society were the priorities of the government.

As pointed out by NHRC Chair Magar, government's practical adherence to enforcement of human rights is still lacking. Similarly, as the supreme institution in the country regulating entire state affairs, government's positive role is sought to respect, protect and promote human rights. It is imperative because we are a democratic country and have commitments to human rights in the national legislation and international human rights instruments.

The NHRC is a constitutional body monitoring human rights violations and making recommendation to the government for action. But, negligible implementation of NHRC's recommendation paints government's indifference to address the plights of the victims of human rights violation.

At a time when we are on the eve of Republic Day (May 29 this year) and celebrating the Day over the achievements we have made through various struggles till the announcement of Republic and the rights we have been enjoying since then, it serves as a reminder we should not ignore.

Achievements

Yes, the empowerment of women, marginalized and backward communities, restructuring of state with federalism, progressive constitution, inclusive, proportional and participatory governance and elections are remarkable achievements of the Federal Republic we have. On May 28, 2008, the first meeting of the Constituency Assembly elected in April 2008 announced the country a federal democratic republic, thereby abolishing 240-year plus old monarchy.

Since the announcement of federal republic, Nepal wrote and promulgated a new constitution on September 20, 2015 which laid a solid legal foundation for the implementation of federalism. Two elections held for three-tiers of governments- local, provincial and federal- since the promulgation of constitution are further steps to consolidate federalism. The legal, financial, and administrative powers have been devolved to the local and provincial levels, which ended the unitary system.

The new system has been much appreciated with the hope that it would usher in good governance and development in the country. However, the system in its very early stage is dented much by several factors as corruption, slow development activities and slump economy.

Curb corruption

Once we listen to political parties and their leaders, one of the common things they mention is- they are fully committed to good governance and they would not protect corrupt persons but eliminate corruption. To sheer contradiction, the recent mega corruption scams, organized crime, and fraud- fake Bhutanese refugee scam- implicating multiple parties and their leaders have exposed the parties' failure to control corruption. Saying a thing and doing otherwise is blatant treachery to the people.

Undoubtedly, the incident has been a blot on country's image. It has direct impact on public trust on political parties and system. The frustration and anger among people over the scam has mounted distrust on political parties, which is evidently a bad omen in a multi-party system. Political parties and leaders are major actors in multi-party system, so their clean image and honest behaviour is essential. It is high time our political parties stopped erosion of public trust and contradiction to prop up federal republic.

It is worrying that for some days, the political parties are exposing each other with cases of corruption they are involved in and fomented, and denuding their images. At the same time, they are vowing: they are against corruption! The federal system needs utmost transparency, accountability and responsiveness of public agencies including parties. In addition to the general public, the behaviour of political actors has an impact on country's legislature, executive and judiciary. In order to nurture fledgling federal republic, improved culture is warranted from the parties.

Similarly, it is time to see how our political parties and public agencies will be able to maintain rule of law and good governance so that people, the ultimate beneficiaries of federal republic, would be ensured rights and justice as aspired by the constitution.

Boost economy

According to a recent news story the National News Agency (RSS) disseminated, Nepal’s public debt liability has exceeded Rs 2,150 billion. The Public Debt Management Office maintained that Nepal has been obliged to pay its public debt amounting over to Rs 2154 billion and 123.9 million, including Rs 1083 billion 473.9 million towards internal debt and Rs 1070 billion 649 million towards external debt as of 14 May 2023.

It shows every Nepali citizen now has the loan of around Rs 73,000. Equally worrying is the ballooning trade deficit plaguing national economy. Nepal's trade deficit was recorded at Rs 1.2 trillion in the first 10 months of fiscal year 2022/23. It was the trade statistics released by the Department of Customs (DoC) a week back.

It is difficult to deny these facts which paint sorry state of economy. In order to run the new system, better economy must be guaranteed. While observing the Republic Day, we should seriously review the lapses and weaknesses that troubled national economy.

Moreover, it is urgent to intensify construction of projects as Fast Track, ensure smooth operation of mega projects as two international airports- of Pokhara and Bhairahawa, create jobs within country and stop exodus of Nepalis, restore image of public institutions, and take ahead three pillars of federalism together- political, fiscal and administrative. If is fair to say that paying adequate attention to these fronts builds foundation for institutionalizing and cementing federal republic.

Bangladesh’s eyes are on regional tourists

Dhaka today hosted a tourism promotion networking session inviting nearly 100 tour operators from India, Nepal, Bhutan and Sri Lanka as Bangladesh wants to attract regional tourists, especially from landlocked neighboring countries, showcasing its sandy beaches.

"We would like to attract more regional tourists to give a boost to our pandemic-hit leisure industry through expanding our inbound tourism spectrum," Bangladesh Tourism Board (BTB) Chief Executive Officer (CEO) Abu Tahir Muhammad Zaber told BSS at a city hotel.

The BTB, under the aviation and tourism ministry, has arranged the endeavor for the first time titled "Mujib's Bangladesh: Tourism Promotion and B2B Exchange Programme".

A total of 97 tour operators - 52 from India, 19 from Sri Lanka, 14 from Bhutan and 12 from Nepal - have joined the programme and interacted with 125 local tour operators, tourism service providers and airlines to find the best way to bring tourists from their countries to Bangladesh.

BTB CEO said all the tour operators of India are from bordering West Bengal and north eastern seven sisters - Assam, Meghalaya, Nagaland, Monipur, Tripura, Mizoram and Arunachal as Dhaka's focus in on regional tourists.

"Our longest unbroken sandy sea beach in Chittagong and Cox's bazaar would be a good tourism product for the travelers from landlocked seven Indian northeastern states, Nepal and Bhutan," Zaber said.

He said Bangladesh's tour operators also discussed how Nepal and Bhutan can send foreign tourists to Bangladesh by making extended tour plans.

Under the tourism master plan, the BTB chief said, Bangladesh government would focus to improve tourism connectivity and to ease visa process for making regional tourism circuit to benefit the country's tourism sector.

On Sunday, the BTB will bring all foreign tour operators to beach town Cox's Bazar to show them the existing facilities and tourism products there.

The BTB chief said the BTB made a plan to organize such exchange programme targeting the Chinese tour operators in future.

54 cases filed against corporate companies for illegal hoarding

Directorate of National Consumers Right Protection (DNCRP) Director General AHM Shafiquzzaman today said that 54 cases have been filed against some corporate companies as they were found to be involved in irregularities like illegal stockpiling of products and stopping production to increase commodity prices.

"Some corporate companies were found to be involved in irregularities like illegal stockpiling of products and stopping production to increase commodity prices. Fifty-four cases have already been filed against these companies by the Competition Commission," he said.

The DNCRP chief said these while speaking as the chief guest at a 'shadow parliamentary debate' held at Bangladesh Film Development Corporation (BFDC) in the city, said a press release.

Debate for Democracy organized the debate competition on the 'institutional management for ensuring consumers' right with its Chairman Hasan Ahmed Kiran in the chair.

Noting that existing Consumers' Right Protection Act has some limitations and the work of modernizing the act is underway, Shafiquzzaman said the maximum punishment for illegal hoarding should be death penalty.

"Political commitment is very important to protect consumers' rights. Political parties can include the issue of consumer rights in their manifestos before the next elections," he said, adding that during the upcoming Eid-ul-Adha, the DNCRP has a plan to conduct operations in sacrificial animal markets to control the price and prevent the artificial crisis.

Speaking at the function, Hasan Ahmed Kiran placed a 10-point recommendation for getting the fruits of institutional management in ensuring consumers' rights.

The suggestions are: political commitment for keeping commodity prices stable and making pledge in the manifestos for the next Jatiya Sangsad election for protecting consumer rights, giving magistracy power to the DNCRP for conducting drives, assigning responsibility for market monitoring through a single agency, ensuring presence of business representatives during conducting mobile courts, making death penalty as the highest punishment for illegal hoarding, dismissing complaints within possible quickest time including holding online hearings, exhibiting the punishments for increasing commodity prices through syndicate and black marketing in front of large markets through TVC and billboards, launching orientation courses on consumers' rights for businessmen and including consumers' rights in trainings for elected local public representatives, establishing regional offices of DNCRP and creating social awareness involving civil society for realizing consumer rights.

In the debate competition, Dhaka International University team became champion defeating Eastern University team. The winning team was given trophy and certificate.

FBCCI donates Tk 1cr to Bangabazar fire-affected traders

The Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) today handed over a cheque for Tk one crore as grants to rehabilitate the traders who were affected by the recent fire incident at Bangabazar clothing market in the capital.

FBCCI President Md. Jashim Uddin handed over the cheque to the BangaBazar Complex Dokan Malik Samity today at the FBCCI Icon in Dhaka.

Speaking on the occasion, the FBCCI president said, "Any kind of fire incident is unfortunate for any businessman. I was out of the country when the fire incident happened in Bangabazar. The fire was so fierce that everything was burnt to ashes, nothing was left there. I felt that we should contribute even a little in this crisis. That's why we decided to help with Taka 1 crore to the affected traders."

Jashim, also the new SAARC Chamber President said, "We're handing over this cheque today as per our commitment. I think all capable businessmen should stand beside small businesses in various natural calamities and fire incidents."

He said that businessmen must follow compliance. However, blame should not be put on the businessmen only, but all those concerned should be brought under question, including the companies that issue licenses for commercial buildings and factories, said a press release.

To avoid such accidents in the future, the FBCCI President urged the government to take steps to build permanent and modern buildings for the affected traders. He also urged the business leaders and market committees to be aware of the risky markets and to do the necessary reforms.

FBCCI is working with the government to ensure fire safety in factories across the country, he said adding, "We've formed the Fire Safety Council to increase the awareness about fire safety in the private sector."

So far, some 5000 companies have been inspected through this safety council. This safety council will visit a total of 44,000 companies across the country. Apart from this, fire-fighting training is being given in every factory.

He directed Bangladesh Dokan Malik Samity and FBCCI Fire Safety Council to work together to ensure fire safety in shops and shopping malls.

FBCCI senior vice president Mostofa Azad Chowdhury Babu said that the fire service unit had earlier marked Bangabazar as risky and warned several times, but the matter was not given importance by the market committee. He urged everyone to be more responsible instead of blaming the government.

Bangladesh Dokan Malik Samity President Helal Uddin said that the existing markets in the capital are being inspected. If any type of risk is noticed, they will be warned as well as instructions will be given to reform them within the stipulated time.

FBCCI vice presidents Md Amin Helaly, Md Habib Ullah Dawn, directors, secretary general Mohammad Mahfuzul Hoque, head of the FBCCI Safety Council Brigadier General Abu Nayeem Md.
