Smaller parties and independent lawmakers complain of neglect in parliament

Lawmakers have complained that the draft of the Federal Parliament Joint Meeting and Joint Committee Regulations has neglected the small parties and the independent legislators in the Parliament.

They expressed this view in course of the clause-wise deliberations on the draft report (with amendments) of the Business Operations Regulations of the Joint Committee of the Federal Parliament-2080 BS in the joint sitting of both houses of parliament today.

Lawmaker Khim Lal Devkota viewed that the Regulation needed to be amended as it was being brought in a way to bypass the small parties and independent lawmakers in parliament.

"The draft of the Regulation has come in such a form that it overlooks the independent lawmakers and the smaller parties. It does not take into account the National Assembly as well. This revised regulation should have been better than its previous version, but I don't see that," he commented.

Lawmaker Devkota also suggested amending the Rule 26 of the Regulation, saying it has retained the same provision as in the previous regulation which goes something like the appointment of office-bearers of the Constitutional Council would automatically be endorsed without the parliamentary hearing.

He contended that this provision of the regulation that the office-bearers of the Constitutional Council can also be appointed without hearing has made our governance system weak. "This provision was the most-discussed one in the past. It seems the parties have not paid attention to this weakness at present," Devkota said, adding that the parliamentary activities should be carried out in such a manner that they reflect the effectiveness of the implementation of federalism.

Lawmaker Amaresh Kumar Singh demanded that the opinion of all individuals and ideologies should be represented in parliament. He said the 'big parties' in parliament sometimes barred raising in parliament issues like the government's presence and providing services and facilities to the people as if it is only their 'monopoly' on these issues.

"The parliament is not just the venue to represent people on the basis of a number. It is indeed the place for the representation and recognition of people's opinion, ideas and needs. I know pretty well how political parties prevent their lawmakers for telling the truth before the House. The situation makes us the representatives of parties not of the people," he said. He sought the representation of all ideologies while forming parliamentary committees.

Putting an amendment proposal over the regulations draft report, Jitendra Narayan Dev the proposal presented on behalf of all members in the National Assembly aimed to make the document more democratic, inclusive, serving the spirit of the Constitution to the highest level.

"Federal Parliament is the integrated form of the House of Representatives and the National Assembly and the regulations be applicable to the entire business operations of the House," he said, adding the participation of 12:3 ratio in the Parliamentary Hearing Committee is not mathematically appropriate. "That is not appropriate politically and in terms of cluster-wise, too. He presented an idea of 11: 4 ratio in the Committee."

He was of the view that chairing of the joint sessions of the Federal Parliament by the NA Chairperson and the Speaker on a rotational basis would send a message that both assemblies in the bi-cameral parliament are of equally importance. This provision should be incorporated in the regulations, too, he asserted.

Prabhu Shah said the provisions relating to the draft committee failed to recognize the issues of small parties.

Federal Parliament starts deliberations on report

A joint session of the Federal Parliament today began clause-wise deliberations on the draft report (with amendments) of the Business Operations Regulations of the Joint Committee of the Federal Parliament-2080 BS.

Prior to that, Regulations Draft Committee President Dhruba Bahadur Pradhan proposed the meeting to begin clause-wise deliberations on the report and the proposal was accepted unanimously.

The House of Representatives on May 15 passed a proposal for constituting a draft committee. Devendra Paudel was the initiator of the proposal and Ishwori Devi Neupane and Yogesh Kumar Bhattarai seconded it. The proposal was brought with the objective of forming a committee to prepare the draft of the Business Operations Regulations of the Joint Committee of the Federal Parliament.

Sixteen members from the HoR were there in the Committee formed with the purpose of drafting the regulations. Similarly, the National Assembly on May 19 inducted three more members on its behalf on the committee giving it full shape.

The drafting committee had been given seven days to prepare the draft of the Federal Parliament Joint Committee (Business Operation) Regulations, 2075 BS to revise it so as to make it timely.

Nepal secure third place in CAVA Women’s Volleyball

Nepal has defeated Uzbekistan 3-1 to book the third place in a match held under the Central Asian Volleyball Association (CAVA) Women's Volleyball at the Covered Hall of the National Sports Council (NSC) in Tripureshwor, Kathmandu, today.

Nepal beat Uzbekistan 25-16, 25-15 and 25-13.

India and Tajikistan are meeting today at 4:15 pm for the title of the tournament. Organised by the Nepal Volleyball Association with assistance from the NSC, the tournament was participated by various eight teams.

Earthquake jolts Sindhupalchok

An earthquake took place with its epicentre at Golche of Sindhupalchok.

The National Earthquake Monitoring and Research Center, Lainchaur said a tremor measuring 3.9 on the Richter scale and with epicentre around Golche of Sindhupalchok occurred at 1.19 pm today.

An earthquake measuring 4.5 on the Richter scale with its epicentre around Daulichaur of Bajhang was recorded on May 24 before this. Earthquakes have been frequently taking place in the western and eastern parts of the country of late. The mountainous and hilly regions of the country are considered to be earthquake-prone regions.

Manang still awaits illumination under ‘Bright Gandaki’ scheme

Mountainous district Manang has not been yet connected to the national grid.

The district which is solely dependent on micro hydroelectricity projects for the electricity now faces a power crisis. Floods have damaged structures of 13 micro hydropower projects based in the trans-Himalyan district. The damaged structures are yet to be restored and it is indeed concerning for the locals who are living in darkness for so long.

It is said materials meant for the repairing for the damaged projects are put on the streets haphazardly.

Local social worker Chekman Gurung said they are waiting the moment to see their localities illuminated, but are not sure when it will happen. Only few micro hydropower projects are in operational providing electricity to some settlements.

The Sodikhola Hydropower Project based at Naso rural municipality-8 damaged by the floods remains unrepaired despite the continuous pressure on the part of people's representatives and intellectuals, according to rural municipality chair Dhan Bahadur Gurung.

"It would be easy if the damaged portions of this project were reconstructed and repaired, but works have not been carried out despite prodding for the same frequently," he said. Some of the damaged micro-hydel projects have been repaired with the voluntary labour contribution by locals and they have started operation.

However, several micro-hydel projects have neither been unable to bring the equipment nor the workers able to start work.

The locals' reading is that the delay is because of the problems to do with the timely transportation of equipment due to the rugged terrain and remoteness of the place.

Manang was first connected to the national grid in 2077 BS. Less than a year of this, the district was hit by massive floods and landslide which caused widespread damage to most of the micro-hydroelectricity projects and also cut it off from the central grid.

Ever since, the people in this mountainous district are living in darkness.

The people of the district were elated after the Gandaki Province Government headed by Chief Minister Prithvi Subba Gurung introduced a special programme of 'Bright Gandaki' with the plan of carrying out massive electrification in the province.

But their enthusiasm has been dampened due to the delay in repair and maintenance of the damaged power infrastructure in the district.

Some of the tourism and hotel entrepreneurs of Manang have been operating hydroelectricity plants with their personal investment after the government's delay in restoring the broken power supply, said Bhujung Gurung, a tourism entrepreneur of Manang Nisyang rural municipality-8. He is also the ward chairperson of Manang Nisyang rural municipality-8.

Nepal Electricity Authority (NEA) has said works are ongoing for installing electric poles and cable up to Tilicho Lake. It is however not known how long this initiative of illuminating Manang up to Tilicho Lake will take.

Bangladesh Private Sector Working Committee to be established

Bangladesh Private Sector Working Committee will

be established to support the country's private sector to work together with

the government, the UN, as well as national and international development

organisations.

This initiative will facilitate advancement of the 2030 Agenda for

Sustainable Development and the achievement of the Sustainable Development

Goals in Bangladesh.

The establishment of the Bangladesh Private Sector Working Committee (BPSWC)

was jointly announced today by President of the Federation of Bangladesh

Chambers of Commerce and Industry (FBCCI) Md. Jashim Uddin, President of

Bangladesh Employers Federation (BEF) Ardashir Kabir and United Nations

Resident Coordinator in Bangladesh Gwyn Lewis, said a press release here

today.

The signing ceremony to establish the committee took place at the UN Resident

Coordinator's Office in Bangladesh and was attended by representatives of the

private sector, international organisations, and the government of

Bangladesh, including the country director of the International Labour

Organisation (ILO) Tuomo Poutiainen, resident representative of the United

Nations Development Programme (UNDP) in Bangladesh Stefan Liller, Additional

Secretary of SDG Affairs at Prime Minister's Office Mohd. Monirul Islam,

Adviser of Safety Council, FBCCI Brig Gen (Retd) Abu Nayeem Md. Shahidullah,

Adviser of trade and tariff policy, FBCCI Manzur Ahmed and the Secretary

General of BEF Farooq Ahmed.

Welcoming the establishment of BPSWC, the UN resident coordinator in

Bangladesh Gwyn Lewis highlighted the committee's potential to further the

2030 Agenda for Sustainable Development and its plan to link its work with

the 2022-2026 UN Sustainable Development Cooperation Framework, signed by the

UN and the Government.

"When it comes to the UN Sustainable Development Goals, Bangladesh's private

sector has so much to gain, and so much to give. The UN welcomes the creation

of a Bangladesh Private Sector Working Committee, because private sector

action on the SDGs is essential to realise the 2030 Agenda, and enable

Bangladesh to achieve inclusive sustainable development that leaves no one

behind" the UN resident coordinator in Bangladesh said.

President of FBCCI and the Chairman of BPSWC Md. Jashim Uddin, President of

the Bangladesh Employers Federation (BEF) and the Co-chairman of BPSWC

Ardashir Kabir shared their views on the BPSWC's plans to help private

companies and support the implementation of SDGs.

ILO country director for Bangladesh Tuomo Poutiainen and UNDP resident

representative in Bangladesh Stefan Liller welcomed the establishment of the

committee, adding that the UN agencies are looking forward to working

together with the BPSWC for the sustainable development of the country and

ensuring smooth transition towards the LDC Graduation.

A total of 19 representatives of the Bangladeshi private sector companies

have been selected to be members of the committee, while the UN resident

coordinator or delegates of the UN agencies may participate in BPSWC meetings

as guests and observers or on the invitation of the committee's Chairman.

7 new fistula patients identified in Gaibandha

The Department of Family Planning (DFP)

completed the observance of Fistula Week-2023 on Saturday with identification

of seven new obstetric fistula patients in Gaibandha district.

"The week was observed to create awareness among people about the curable

obstetric fistula disease, identify patients and bring them under cost-free

treatments marking the International Day to End Obstetric Fistula-2023," a

press release said here today.

The Directorate General of Health Services, UNFPA-funded LAMB Elimination of

Genital Fistula by Capturing, Treating, Rehabilitating and Reintegrating in

Bangladesh (FRRei) project and Community Health and Development Programme

extended support to observe the week.

As per the direction of Rangpur Divisional Director of the DFP Dewan Morshed

Kamal, the DFP of Gaibandha observed the Fistula Week through a meeting

titled "Planning Meeting on Fistula Week Observation" held in Gaibandha on

May 15 last.

Accordingly, Deputy Director of the DFP, Gaibandha Prasenjit Prannoy Mishra

engaged 371 family planning health service providers who visited 20,740

households door-to-door in seven upazilas of Gaibandha to identify fistula

patients and disseminate information about fistula.

During the weeklong door-to-door visits, seven new fistula patients were

identified, including four patients in Gaibandha Sadar upazila and three were

identified in Shaghata upazila.

"During the last two years, 43 obstetric fistula patients were identified in

Gaibandha, 35 of them were referred to LAMB Hospital at Parbatipur in

Dinajpur where all of the 35 patients recovered after undergoing surgeries,"

the release added.

Talking to BSS, Program Manager of the LAMB FRRei Project Mahatab Liton

narrated the activities of LAMB in eliminating obstetric fistula from Rangpur

and Rajshahi divisions as a part of the government's efforts to end obstetric

fistula from the country by 2030.

"Under the FRRei project, potential fistula patients are initially identified

and referred to fistula corners in upazila and district hospitals and

patients with fistula are fully assisted in operation and rehabilitation,"

Liton added.

Deputy Project Manager of FRRei project Dr. Tahmina Khatun Soniya said

obstetric fistula is a devastating injury in which an abnormal opening forms

between a woman's bladder and vagina resulting in urinary incontinence,

chronic health complexities, depression and social isolation.

"The DFP of Gaibandha observed the Fistula Week for more publicity involving

field-level health and family planning workers on prevention of obstetric

fistula and inspiring fistula patients to avail cost-free treatment

facilities," she added.

Mother, her 2 kids burnt to death from mosquito coil in Ctg

A mother and her two kids were burnt to death and another critically injured in a fire from a mosquito coil at Syedpara area in city’s East Shahidnagar-Oxygen More under Bayazid Thana here today.

The deceased were identified as Nurunnahar Begum, 35, wife of Md Manik hailed from East Shahidnagar area, her son Md Maruf, one year and daughter Fariza Akter(3).

Nurul Alam Ashik, Assistant Sub-Inspector, posted at Chattogram Medical College Hospital (CMCH) said, the injured persons succumbed to their injuries while undergoing treatment at the burn unit of the CMCH this noon.

Ferdous Jahan, Officer-in-Charge of Bayezid Bostami police station said the fire originated from a mosquito coil in a slum house of Tota Miah around 4.30am and it engulfed two other adjacent shanties within few minutes.

Having information, police rushed to the spot, rescued four people and sent them to the CMCH, he said.

Md Kamruzzaman, Senior Station Officer of Bayazid fire station said that the fire broke out from a mosquito coil at about 4.30 am at the tin-shed slum house. Two firefighting units rushed to the spot and doused the fire at about 5.20 am.

Another injured Imam Uddin Md Emon was discharged after giving first aid, Dr Rafiq Uddin, Head of CMCH burn unit said.

Dr Rafiq Uddin Ahmed told BSS that Nurunnahar and her two children died from their injuries while undergoing treatment with 90 percent burnt injury at the hospital at about 1.30pm.

DMP arrests 35 for consuming, selling drugs in city

As part of the anti-drug drives in the capital, the members of the Dhaka Metropolitan Police (DMP) has arrested a total of 35 people on charges of selling and consuming drugs during the last 24 hours till 6am today.

According to a release issued by the DMP, police conducted these operations against the drug sellers and consumers in different areas under various police stations of the metropolis. They also detained a total of 35 drug traffickers and recovered huge drugs from their possessions from 6am of May 27 to 6 am today.

During the anti-drug raids, police seized 14,114 pieces of contraband yaba tablets, 7 grams and 1,000 puria (small packets) of heroin and 6.440 kilograms of cannabis (ganja) from their possessions, the release added.

Police filed 22 separate cases against the arrestees in these connections with respective police stations under the Narcotics Control Act.

OIC SG calls member states helping Gambia to run Rohingya case

Organisation of Islamic Cooperation (OIC)

Secretary General Hissein Brahim Taha today called all OIC member states to

help the Gambia with funds to run the case in the International Court of

Justice (ICJ) on Rohingya genocide.

"We call upon all OIC member states to join them (The Gambia) in this case

and give support to this fund created by the OIC. This case is a top priority

for us," he said.

The OIC Secretary General told reporters after holding meeting with Foreign

Minister Dr AK Abdul Momen at state guest house Padma in the capital.

Dr Momen said Prime Minister Sheikh Hasina, OIC Secretary General and the

President of Gambia sent a joint letter to the member states recently seeking

support for the fund created by the OIC.

"They (OIC) have taken a leading role. Tomorrow they will visit the Rohingya

camps," Momen said, adding that they discussed the Rohingya crisis and the

necessity of unity among the Muslims.

The OIC Secretary General said in fact Bangladesh is a very important country

for the OIC member states.

"Rohingya is one of the top priority issues for OIC," he said.

The Foreign Minister said they discussed the issues to maintain peace

stability and development in the member states.

"We are here to convey our thanks for the tremendous efforts done by

Bangladesh government. These Rohingya people are suffering. They deserve

peace, security and better life," said Hissein Brahim.

During the visit, the OIC Secretary General will pay a courtesy call on Prime

Minister Sheikh Hasina later this evening.

As the Chancellor of the Islamic University of Technology (IUT), the OIC

Secretary General will join the 35th Convocation of the IUT to be held on May

30, according to the Ministry of Foreign Affairs.

RNPP officials get training on nuclear facilities

A team of officials of Bangladesh Army were imparted two-week training on "Physical Protection of Nuclear Facilities" in Moscow recently.

The officials involved in the Physical Protection of Rooppur Nuclear Power Plant (RNPP) received the training conducted by the specialists from Global Nuclear Safety and Security (GNSSI) Institute of the Rosatom Technical Academy, according to a message received here today.

During the course, participants learned about organising and building physical protection of nuclear facilities systems and got acquainted with the major international documents.

In addition to lectures, participants got involved in extensive practical work with various means and devices of physical protection at a special training ground complex in the Technical Academy of Rosatom.

They received necessary knowledge and experience that allowed them to understand specific features of each stage in building a physical protection system for a nuclear power plant.

"We have received precise theoretical and practical information on those issues that are important to us at the moment during the construction of the Rooppur NPP, and we will also be useful in the future", said Brigadier General Irfanul Islam Khan, leader of the Bangladesh team.

Bangladesh army has been creating a physical protection system for the RNPP since 2020. Russia is actively supporting Bangladesh in this regard.

The GNSSI of the Rosatom Technical Academy is the leading educational institution of the Rosatom State Corporation for advanced training and retraining of specialists of nuclear facilities, federal executive authorities, military and special departments, and other organisations on anti-terrorist support, integrated global security, including physical protection, protection of state security secrets, economic and information security.

Right to information a tool to make public institutions transparent, accountable

The experts working in the field of right to information have argued that right to information could become a strong tool to hold the public institutions accountable and run them in a transparent manner.

Speaking at the two-day Trainers' Training organized by RTI Federation in the capital today, lawmaker Laxmi Tiwari said that irregularities and corruption would be minimized by seeking information from the public institutions by the use of Right to Information Act.

She also asked the activists to pay attention for making public institutions accountable and transparent.

Likewise, former Chairman of Federation of Nepali Journalists Suresh Acharya said that the public position holders could be made more responsible and accountable by seeking information that are needed for the citizens.

Acharya, however, said that the information seekers should be clear on what the information is sought.

Journalists Babita Basnet and Krishna Sapkota, Dr Pawan Shah, and socialist Dipesh Ghimire facilitated the training as the trainer in the event on different topics including women's rights and RTI, health rights and RTI, youth's rights and RTI, and public finance and RTI.

Earlier on Saturday, Chief Information Commissioner of the National Information Commission (NIC), Mahendra Man Gurung attended the event and highlighted the benefits of RTI law to hold the governance system to account.

Federation Chair Umid Bagchand stated that 25 participants from all seven provinces in the country are taking part in the training.
