Officials Must Act as Servants, Not Rulers: Speaker

Dhaka: Speaker of the Jatiya Sangsad, Hafiz Uddin Ahmad, Bir Bikram, today emphasized that bureaucrats must serve the people rather than act as rulers to ensure the effectiveness of democracy. Addressing the ‘Deputy Commissioners’ Conference 2026′, organized by the Cabinet Division at the oath room of the Jatiya Sangsad, he underscored the role of deputy commissioners in facilitating free and fair elections.



According to Bangladesh Sangbad Sangstha, the Speaker highlighted the historical context of the election system under the Awami League government, noting the significant corruption and irregularities during the past 16 years. He urged deputy commissioners, who serve as returning officers in national elections, to uphold their duty in securing transparent electoral processes, thereby strengthening democratic practices in the nation.



The Speaker called for a service-oriented mindset among officials, asserting that the state bureaucracy’s proper functioning is crucial for meaningful democracy. He paid tribute to the unwavering commitment of the Bangladeshi people to democracy, forged through decades of sacrifices from 1971 to 2024, and emphasized the unparalleled contributions of ordinary citizens in every democratic movement.



The event commenced with a welcome address by the Secretary of the Jatiya Sangsad Secretariat, Barrister Md Golam Sarwar Bhuiyan. Additionally, Deputy Commissioner of Rangamati Nazma Ashrafi, Deputy Commissioner of Bogura Md Toufiqur Rahman, and Divisional Commissioner of Rajshahi A.N.M. Bazlur Rashid shared their insights.



Cabinet Secretary Nasimul Ghani extended the vote of thanks, while Deputy Speaker Barrister Kayser Kamal reiterated the significance of democratic debate in parliament, emphasizing that it fosters, rather than hinders, democratic processes. Chief Whip Nurul Islam highlighted the pivotal role of deputy commissioners as intermediaries between the government and the populace in executing central policies and programs at the grassroots level.



The conference concluded with the Speaker engaging in discussions with deputy commissioners and divisional commissioners from various districts, followed by a photo session. The event saw the participation of senior officials from the Cabinet Division, Jatiya Sangsad Secretariat, and other key stakeholders.
