Dhaka: Software-driven transfer of four lakh MPO-listed teachers and staff is set to begin in July. Officials said the automation tool is in the works and slated for rollout within the same month. A policy in this regard was published on June 26, signed by Dr. K M Kabirul Islam, Secretary of Technical and Madrasah Education Division of the Ministry of Education.
According to Bangladesh Sangbad Sangstha, the policy outlines that since teachers are working in private technical educational institutions across the country after being recommended by the Non-Government Teachers Registration and Certification Authority (NTRCA), the transfer process of MPO-listed teachers needs to be implemented under a policy through automated software. Therefore, the Transfer Policy, 2025 has been formulated for NTRCA-recommended MPO-listed teachers working in private technical educational institutions.
The policy states that MPO-listed teachers and employees can apply for transfer online using the software, enabling the transfer process to be completed automatically. Teachers can apply for transfer to a maximum of three desired institutions after completing two years of service. Upon joining a new workplace, they can apply for another transfer after two more years of service.
A teacher is allowed a maximum of three transfers during their career. Two teachers from an educational institution can be transferred each year, with priority given to women in cases of multiple applications for a vacant post. The workplace of a spouse will also be considered.
The Ministry of Education published the transfer policy for teachers under MPO on December 18 of the previous year, stating that only the Director General of the Directorate of Secondary and Higher Education (DSHE) can settle mutual transfer applications. The policy emphasized that transfers would be conducted through automated software, with the software currently under development.
The general conditions of transfer in the policy stipulate that NTRCA will publish details of institution-based vacancies online by September 15, with DSHE inviting transfer applications between October 1 and 30. Transfer orders will be issued by November 30, and new workplace joinings will be completed by December 30.
Teachers will apply for transfers to their own district as stated in their job application, but if no vacancy exists, they can apply for a post in any district within their division. The entire transfer process will be managed through the software, with DSHE responsible for its development and the format of the online application. The index of the transferred teacher will be updated online from the previous to the new institution.
For mutual transfers, the authorities may handle the transfer based on a written application. The MPO, financial benefits, and seniority of the transferred teacher will remain unchanged.
DSHE Director (Secondary) Professor Dr. Khan Moinuddin Al Mahmud Sohel informed BSS that a dynamic website for government high schools and special software for the transfer of private teachers are set to be launched in July. The private teacher transfer policy entails using information from the software for transfers, and teachers will need to acquire effective IT skills to meet current demands.
