Govt Completes Budget Preparation for 72 Institutions Using SABRE+: Salehuddin

Dhaka: Finance Adviser Dr. Salehuddin Ahmed today officially announced the successful completion of the budget preparation for 72 institutions for the current year using the State-Owned Enterprises (SoE) and Autonomous Bodies (AB) Budget, Reporting and Evaluation Database (SABRE+) at his office in the Finance Division.



According to Bangladesh Sangbad Sangstha, the Finance Division previously prepared the budgets for 49 organizations using offline methods, as stated in a press release. The transition to using SABRE+ is part of the government’s efforts to ensure transparency and accountability in the financial and institutional management of State-owned Enterprises and Autonomous Bodies.



The SABRE+ software is essential for budget preparation and managing the accounting of debt and contingent liabilities. It also plays a crucial role in fiscal risk analysis and evaluating the overall management of these institutions. The government is now working towards integrating approximately 400 state-owned and autonomous institutions into the SABRE+ database via this online system.



Developed by the Monitoring Cell of the Finance Division, SABRE+ is an online database system designed to streamline the budget preparation process for State-owned Enterprises and Autonomous Bodies. It facilitates accurate accounting of assets and liabilities while providing a comprehensive platform for evaluation and reporting.



Launched on a trial basis in September 2023, SABRE+ initially piloted in 12 institutions in the previous fiscal year. In the current 2024-25 fiscal year, it has significantly contributed to data-driven decision-making for budget preparation across 72 organizations, debt and contingent liabilities calculations for 101 organizations, fiscal risk assessments, and performance evaluations for 20 organizations.



The integration of SABRE+ with iBAS++ through an Application Programming Interface (API) ensures automatic data exchange within national financial records. This integration enhances coordination, reduces duplication of work, and enables real-time financial monitoring.



In the current fiscal year, the shift from an offline to an online system through SABRE+ has made the budget process more accurate, thereby enhancing transparency and accountability in financial operations for 72 State-owned Enterprises and Autonomous Bodies.
