Dhaka: The Election Commission (EC) has initiated a comprehensive campaign across the country in preparation for the 13th Jatiya Sangsad Election and Referendum scheduled for February 12. The EC is utilizing a wide array of banners and leaflets to engage the public in the upcoming electoral process.

According to Bangladesh Sangbad Sangstha, the EC is preparing approximately 80.42 lakh leaflets and 57,000 banners for distribution nationwide. The leaflets are slated for distribution throughout the country, while banners of varying sizes will be prominently displayed in public areas and polling centers. Md. Ruhul Amin Mallik, the EC Secretariat’s Director (Public Relations) and information officer, indicated that the printing process is ongoing at BG Press, with distribution set to commence on January 5.

The campaign materials, approved by the EC, focus on the critical question of the referendum: “Do you express your consent to the proposals related to the implementation of the July National Charter (Constitutional Amendment), 2025, and the constitutional reforms recorded in the July National Charter? (Yes/No).” This central question is supported by key proposals outlined in the leaflets and banners.

The proposals include the formation of the caretaker government during elections, the structure of the Election Commission, and other constitutional institutions as detailed in the July Charter. Additionally, the next National Parliament will feature a two-chamber structure, with a 100-member upper house formed based on proportional votes. Any constitutional amendments will require a majority approval from the upper house members.

The materials also emphasize the implementation of 30 specific measures agreed upon in the July Charter, aimed at enhancing representation of women in Parliament, electing Deputy Speaker and parliamentary committee chairs from opposition parties, and upholding fundamental rights. Other proposed reforms include the independence of the judiciary, local government, and specifications regarding the Prime Minister’s tenure and the President’s powers.

The campaign materials provide voters with the option to express their stance by selecting “Yes” or “No” in response to the referendum question.
