Dhaka: The Government of Bangladesh has entered into a three-year Memorandum of Understanding (MoU) with the Office of the United Nations High Commissioner for Human Rights (OHCHR). This agreement aims to establish a mission in Bangladesh focused on supporting the promotion and protection of human rights within the country.
According to Bangladesh Sangbad Sangstha, the mission's primary goal is to provide training and technical assistance to government institutions and civil society organizations. The initiative is designed to help Bangladesh meet its national and international human rights obligations through capacity-building, legal support, and institutional strengthening. This move signifies a commitment to reform and accountability, particularly in light of serious human rights violations that occurred during July-August 2024.
The press statement issued by the Chief Adviser's Press Wing acknowledges that some groups in Bangladesh have expressed concerns regarding the perceived ideological orientation of UN human rights bodies. It emphasizes that any international partnership should respect Bangladesh's cultural and religious values. The OHCHR mission is set to focus on addressing and preventing serious human rights abuses, ensuring accountability for violations, and operating within the country's legal, social, and cultural framework.
The statement further highlights that the mission is expected to demonstrate transparency and maintain cooperation with local stakeholders. The UN has pledged to operate in full respect of Bangladesh's cultural and religious reality. The government retains the authority to withdraw from the agreement if it finds the partnership misaligned with national interests.
It is noted that the presence of such an office during the previous administration could have led to proper investigations and prosecutions of crimes like extrajudicial killings and public massacres. The government views this partnership as a chance to strengthen institutions and enhance protections for citizens, guided by national values and laws.
