Dhaka: State Minister for Primary and Mass Education Bobby Hajjaj emphasized today that the true measure of success in primary education will henceforth be defined by educational standards rather than the construction of buildings. Speaking at a training workshop held at Dhaka PTI, Hajjaj stated, "A building does not create a generation. It is a skilled teacher, an effective classroom, and an accountable education system that can change the future of a generation."
According to Bangladesh Sangbad Sangstha, the event was organized by the Office of the Deputy Director, Primary Education, Dhaka Division, and was titled 'Accountability, Effective School Leadership, Team Coordination and Active Participation of Local Communities.' During the workshop, Hajjaj announced the introduction of a nationwide school feeding or midday meal program in government primary schools from next year as part of the government's efforts to enhance primary education.
Hajjaj stressed that accountability is a crucial element that should permeate every level of the primary education system. In a democratic system, he remarked, accountability must be ensured up to the highest levels. He asserted that by strengthening the foundation of primary education, many of the issues plaguing the country's education system could be resolved.
The school feeding program, set to launch next year, is not merely aimed at providing nutritional support to children. It is also a significant test of good governance, transparency, and accountability. Hajjaj assured that strict monitoring would be enforced to maintain quality and prevent irregularities and corruption. Through this program, the government aims to improve children's nutrition, increase school attendance, and establish a transparent, accountable, and people-friendly management system.
Additionally, the state minister announced the introduction of two new books, 'Bangladesh Culture' and 'Sports,' in the Class Four curriculum by 2027. These additions aim to make the curriculum more enjoyable, diverse, and practical, while also providing students with basic knowledge about the country's history, heritage, culture, and sports. This initiative is expected to contribute positively to the children's physical and mental development, while also strengthening their connection to the country's culture and values.
Hajjaj also revealed that an integrated teacher policy and an administrative policy are being formulated for primary teachers and field-level officials and employees, respectively. These policies will clearly define service-related matters such as promotion, transfer, and pay scales, thereby further strengthening transparency, discipline, and accountability in human resource management within the primary education system.
The workshop was attended by Directorate of Primary Education Director General Shahina Ferdousi, senior officials, district primary education officers from all districts of Dhaka Division, PTI superintendents, and upazila primary education officers. The session was chaired by Additional Divisional Commissioner (General) of Dhaka Division Md Azmul Haque.
