Dhaka: The Cabinet Committee on Economic Affairs has given its recommendation for the implementation of the ‘Operation and Maintenance of Dhirasram Inland Container Depot (ICD) under PPP modality’ project, aiming to enhance the country’s container handling and logistics management system. This recommendation was made during the 14th meeting of the Committee this year, held at the Cabinet Division Conference Room at Bangladesh Secretariat, with Finance Minister Amir Khosru Mahmud Chowdhury presiding.
According to Bangladesh Sangbad Sangstha, the proposal for the project was presented by the Railways Ministry. The meeting resulted in the recommendation of three proposals: one from the Railways Ministry and two from the Food Ministry. Among other decisions, the committee approved a policy for wheat import under a government-to-government (G2G) arrangement, as per Section 68(1) of the Public Procurement Act, 2006, and Rule 99(2) of the Public Procurement Rules (PPR), 2025.
The committee also advocated for expediting the procurement process through international open tendering by applying Rule 102(1)(Ka) of the PPR, 2025. This proposal was submitted by the Food Ministry. Additionally, the committee granted approval in principle for rice import under the G2G arrangement, again under the provisions of the Public Procurement Act and PPR. It further endorsed the proposal to reduce procurement processing time through international tendering, as proposed by the Food Ministry.
