Patients Receiving Treatment at Govt Hospitals Can’t Be Advised to Go to Private Hospitals: HR Commission

Dhaka: Patients receiving treatment at government hospitals should not be directed to private hospitals for further care, as recommended by the Health Sector Reform Commission (HSRC). This recommendation is part of a broader effort to enhance transparency and accountability in healthcare services.



According to Bangladesh Sangbad Sangstha, the HSRC has submitted a comprehensive report to the Chief Adviser, highlighting the need for transparency in healthcare service delivery. The report includes a proposal to make CCTV cameras mandatory in operation theatres to ensure a complete record of surgical procedures. This measure is expected to improve transparency within the healthcare sector.



The recommendations are detailed in Chapter Three of the report, titled “Health Service Delivery and Physical Infrastructure,” specifically under the section “Transparency in Service Delivery.” The report emphasizes that government healthcare providers must not suggest private hospital treatment to patients, either directly or indirectly. Additionally, it advises against the use of drug manufacturers’ pads for prescriptions and cautions healthcare professionals against prescribing unnecessary medication or tests.



The HSRC report further suggests installing CCTV cameras in all operation theatres, with the head of the surgical team required to clearly pronounce each step of the procedure. All services provided should be documented, and records should be made accessible to patients or their representatives for a reasonable fee upon request. Non-compliance with these directives should lead to appropriate departmental disciplinary actions.



The report also encourages public-private partnership agreements by ensuring risk-sharing with the private sector for building, operating, and providing health services. Public health officials are advised to receive training to efficiently manage such agreements, and accident-management methods should be incorporated into clinical services.



The HSRC, established by the government in November 2024, is led by Professor Dr. AK Azad Khan, President of the Diabetic Association of Bangladesh, and comprises 12 members focused on reforming the country’s health sector.
