Government is ready to form high-level mechanism for improving economy: PM Dahal

Prime Minister Pushpa Kamal Dahal 'Prachanda' has said that the government is ready to form a high-level mechanism for addressing problems seen in the economy at present.

The Prime Minister said this while addressing the 'National Economic Debate' organized by the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) here today. On the occasion, the PM said the government was ready to form such a mechanism as proposed by the private sector.

"It is required that all sectors are at one place and there is a centralized expression for improving the economy. We need this kind of mechanism as we need suggestions and guidelines to initiate a new dimension for economic reforms," the PM said, adding that the efforts for improving the economy could be started from this very point. He asserted that the government is ready to make such a mechanism as proposed by the private sector.

Chairperson of the Dialogue and FNCCI president Chandra Prasad Dhakal had proposed to making the high-level mechanism for improving the country's economy and the PM, who addressed the programme after this, agreed to the proposal.

Stating that the government is about to take a 'bold decision' for economic reforms, PM Dahal opined that improvement of the overall economy would not be possible through 'minor operation'.

"The main problem of the economy is not resolved despite taking the path of reform. Pathwork-type reform are not adequate and there needs to be a policy shift," he reiterated. The PM also shared on the occasion that the government has made long efforts to have a synchronization of the finance policy and the monetary policy.

He also claimed that the overall economic situation of the nation could not improve if the government did not facilitate the private sector in their business enterprises. The PM reiterated that Nepal itself will take decision as to how the problems seen in the country's economy are addressed.

The Prime Minister said the government would restructure the nation's economy through the next fiscal year's annual policies and programmes.

Minister for Industry, Commerce and Supplies Ramesh Rijal said that the citizen's morale has been down due to the narrative that is being fomented forcefully that the economy is in the doldrums. He said this narrative should be shattered.

According to him, although the economy is not growing at present, it is not slumping either. "It would create even more problem if the narrative that the country is crisis-hit is spread," he said and called for the united efforts of all sectors, including the private sector in improving the economy.

FNCCI president Dhakal spoke at length highlighting the condition of the economy, calling for urgent action with the government and the private sectors working together to improve it.

Chief economic advisor of the Ministry of Finance Poshraj Pandey said the current critical economic problem was a continuation of problems that piled up in the past.

Stating that there was no uniformity about the present economic situation (the private sector points out economic problems, but the government denies it), economist Dr Achyut Wagle stressed the need for bringing out fact about the current economic situation.

President of the Nepal Chamber of Commerce Rajendra Malla called for the government to bring the monetary police that suits the goals of economic growth.

Vice President of the Confederation of Nepalese Industries Birendra Raj Pandey said the time has come to restructure Nepal's economy.

Similarly, President of the Federation of Nepalese Industries and Commerce Khimlal Bhandari pointed out structural problems in Nepal's economy.

President of the Federation of Nepali Cottage and Small Industries Umesh Prasad Singh rued that there was not recognition of the contribution of cottage and small to the country's economy.

Also, General Secretary of the Federation of Nepalese National Industry and Enterprises Bhagirath Sapkota viewed that the state should recognise the role of cottage and small industries for building socialism-oriented society as envisioned by the constitution of Nepal. Industry friendly laws are also required, he added.

G20 Parliamentary Speakers’ Summit begins tomorrow in New Delhi

A two-day 9th G20 Parliamentary Speaker's Summit begins here tomorrow with the theme "Parliaments for One Earth, One Family, One Future."

Indian Prime Minister Narendra Modi will formally open the summit at Yashobhoomi, New Delhi around 11 am, official sources said.

Parliament of India under the broader framework of India's G20 Presidency is hosting the summit.

However, prior to the inauguration of the G20 Parliamentary Speakers' Summit, a pre-summit event namely the Parliamentary Forum on LiFE (Lifestyle for Environment) was held today.

Apart from G-20 countries, 10 other specially invitee countries and international organizations will participate in the Summit, among others.

Bangladesh Jatiya Sangsad Speaker Dr Shirin Sharmin Chaudhury is leading the Bangladesh delegation to the summit.

The thematic sessions during this P20 Summit will focus on the following four subjects - Transformation in People's Lives through Public Digital Platforms; Women-led development; Accelerating SDGs; and Sustainable Energy Transition, said an official statement issued here today.

Meanwhile, Jatiya Sangsad (JS) Speaker Dr Shirin Sharmin Chaudhury held a meeting with Indian Lok Sabha Speaker Om Birla at the latter's office here today.

During the meeting, the Speakers of both the parliaments discussed issues relating to Bangladesh-India ties, their socio-economic and political conditions, P-20 summit, G-20 summit and Parliamentary Friendship Groups.

Dr Shirin Sharmin Chaudhury stressed that the parliament members of Bangladesh and India can work together to tackle the adverse effects of climate change as socio-economic and political conditions of the both countries are almost similar.

Noting that as a delta, Bangladesh is the most affected by the adverse impact of climate change, she said, adding that Prime Minister Sheikh Hasina has taken all necessary steps to combat this adverse effect.

PM presides Bangabandhu Memorial Trust meeting

Prime Minister Sheikh Hasina today presided over the regular general meeting of Father of the Nation Bangabandhu Sheikh Mujibur Rahman Memorial Trust at her official Ganabhaban residence here.

Younger daughter of the Father of Nation Sheikh Rehana was present at the meeting.

The management committee of the board of trustees has approved the minutes of the previous meeting.

Different issues of Father of the Nation Bangabandhu Sheikh Mujibur Rahman Memorial Museum alongside the report of the sub-committee and other important issues were discussed in the meeting.

Nepal beats Iran by 274 runs in ACC Men’s U19 Premier Cup 2023

Nepal has defeated Iran by 274 runs in the first match of the ACC Men's U19 Premier Cup 2023 underway in Malaysia today.

Chasing the 354 runs target posted by Nepal, Iran was restricted to only 79 runs in 30.5 overs losing all wickets. For Iran, Amer Khorsand smashed highest 37 runs off 22 balls. His scores included five sixes and one four. Similarly, Saber Ebrahimipour remained unbeaten on 11 off 43 with one four. However, other players did not have double digits score.

For Nepal, Dipesh Kandel and Subas Bhandari took three wickets each. Similarly, Hemanta Joshi and Aakash Chand bagged two each. Losing and batting first, Nepal made 353 runs in 40.1 overs at the loss of all wickets. For the winning country, Captain Dev Khanal scored a century and Dipak Bohara and Dipak Prasad Dumre a half century each. Khanal, who came to the crease at number third contributed 100 runs off 50 balls. His score included 12 boundaries and four sixes. Bohara hit 65 off 59 with four boundaries and two sixes. Similarly, Dumre, who batted at number five, made 69 off 44. Likewise, Kandel hit 29, Hemanta Dhami 23, Aakash Chand 19 and Subhash Bhandari 18.

On the bowling side for Iran, Dadrahman Raeisi and Salman Niazmand took three wickets each. Likewise, Sheikhi and Zeid Raeisi claimed two each. Now, Nepal is taking on with Bahrain on coming 15 October in its second match. Top three winning teams will be qualified for the U19 Asia Cup to be held in Pakistan in coming December.

Various 16 associate teams have participated in the ACC Men's U19 Premier Cup 2023. The tournament has been divided into various four groups. Nepal is placed into Group 'A' alongside Bahrain, Saudi Arabia and Iran. Similarly, Group 'B' includes UAE, Oman, Qatar and China. Singapore, Kuwait, Thailand and Maldives are placed into Group 'C', and Hong Kong, Malaysia, Japan and Indonesia into Group 'D'.

Parliamentary committee directs suspension of TERAMOCS installation

The Public Account Committee under the House of Representatives has directed the concerned authority to stall the installation of the Telecommunication Traffic Monitoring and Fraud Control System (TERAMOCS) for the time being.

The Committee's meeting today directed the Ministry of Communications and Information Technology and the Nepal Telecommunications Authority (NTA) in this regard reasoning that it requires additional discussion on the sale of the licence of Smart Telecom and the implementation of the rural telecommunication development fund.

The NTA is at work to install the TERAMOCS to monitor traffic and network, and fraud of telecommunication service providers. The technology helps in controlling fraud and regulating the quality of telecommunication service, claimed the NTA. Similarly, the technology is expected to reduce frauds on customers and control revenue leakage.

In the meeting, Nepali Congress lawmaker Arjun Narsingh KC stressed the need for the regulator to be serious about the service of the telecommunication service providers. "Telecommunication providers have charged fees on customers for the service. The NTA should monitor whether the fees charged are actual or not. Communication has become an integral part of our life. Rural telecommunication has been limited to only slogan. This should be made effective," he said.

Similarly, CPN (UML) lawmaker Gokul Banskota underscored the need for the monitoring of whether or not consumers have got quality telecommunication service. "The NTA is a regulatory body. It should monitor telecommunication service," he said.

CPN (Maoist Centre) lawmaker Janardan Sharma called for providing credible and quality telecommunication service to remote districts and for the regulator to focus on the service of mobile and internet.

Finance Minister urges Korean companies to invest in Nepal

Finance Minister Dr Prakash Sharan Mahat, who is in Marrakesh of Morocco in connection with participating in the World Bank (WB)'s annual meeting, has urged the Korean companies to invest in Nepal, as the foreign companies investing in Nepal have been making earning.

In a meeting with the Deputy Prime Minister and Finance Minister of Korea, Choo Kyung-ho, today, Finance Minister Mahat urged the Korean companies also to mobilize their capital in investments in Nepal as it is an appropriate opportunity for them, the Ministry of Finance stated.

"Not only the Indian multinational company Dabur, the American multinationals Coca-cola and Pepsi, and Indian company ITC India have been earning profits by investing in Nepal, the Malaysian telecom company has also been making profit," Minister Mahat shared on the occasion.

He informed his Korean counterpart that the government is effortful to further facilitating the private sector investment through the current fiscal year's budget, adding that it plans to provide such facility to the private sector in the coming days as well. "We are eager to welcome Korean investors to Nepal," he reiterated.

Stating that the trade and investment climate is continuously improving in Nepal, Finance Minister assured that the Korean investors will not have any hassles investing in Nepal. He also informed that the Government of India has already decided to buy 10,000 megawatts electricity from Nepal.

He suggested that investing in the hydropower production, construction of transmission and distribution line, digital, agriculture and tourism sectors in Nepal would pay off well.

The Finance Minister urged the Korean government to support Nepal in capacity development through concessional loans and grants for building the tourism infrastructures.

The Korean deputy prime minister and finance minister said that Korea is ready to provide assistance for the development of infrastructure in Nepal. Stating that there was the problem of dual taxation in some Korean investments, he urged Minister Mahat to address this problem. Finance Minister Mahat said he was ready to resolve the problem related to double taxation and also expressed commitment to protect the Korean investment.

Finance Minister Mahat also invited his Korean counterpart to visit Nepal. The Korean Deputy Prime Minister and Finance Minister said he was eager to visit Nepal and urged Minister Mahat to set the agenda of the visit at the earliest.

Minister Mahat lauded the Korean government for providing employment opportunity to 12,000 Nepalis in South Korea. He also requested the Korean Minister to stake initiation for providing permission to Nepal Airlines to operate direct flights to Korea.

A member of a looters’ gang injured in police fire, two others apprehended

A member of a gang of looters has been injured by police fire at Bouddha of Kathmandu today. Two other members of the gang have been apprehended by police.

Spokesperson for Kathmandu Valley Crime Investigation Office, Superintendent of Police Rabindra Regmi, said Santosh Ghalan of Sindhuli has been injured due to live bullet fired in self-defence by police.

"Ghalan was injured when the police team opened fire in retaliation after the looters' gang attacked our police team," he said. The injured Ghalan is being treated at ANMS Hospital, Jorpati.

Police have nabbed Shanta Lama and Jiten Lama in connection with the incident, and have also confiscated seven bullets, one pistol and two motorbikes from them, according to SP Regmi.

Cinephiles wait for Mujib biopic finally ends

Long wait for Shyam Benegal’s movie “Mujib: The Making of a Nation” which depicts the life and political odyssey of Father of the Nation Bangabandhu Sheikh Mujibur Rahman comes to an end as the biopic is going to hit over 200 cinema halls in Bangladesh simultaneously tomorrow.

“The film, acted by young film stars, depicting the life and works of architect of independent Bangladesh will deeply connect the new generation with the historical accounts,” said Habiba Rahman, chair of television, film and photography (TFP) department of Dhaka University.

Film is a powerful medium and the youths will get the opportunity to visualize the time and history watching the movie, she said.

“It’s a very tough job to entirely portray a towering personality like Bangabandhu in a single film. We are very much hopeful about the film directed by Shyam Benegal and produced under the supervision of Prime Minister Sheikh Hasina, elder child of Bangabandhu,” said Durjoy Chakrabarty, a copywriter and Bangladeshi student of Film, TV and New Media Production at Mumbai University.

Durjoy said a good number of eminent Bangladeshi and Indian artistes contributed to the film for a long time as no other film saw such a large number of film stars in a single movie.

“So I am very much eager to watch the film on the very first day,” he added.

“Our expectation over the film is much higher than mountains. The film depicts a political icon whose personality, philosophy and entity are intertwined with our national hopes and aspirations. Hopefully Shyam Benegal, a talented filmmaker, has received best works from the artistes,” said film activist Sami Al Mehedi, a Bangladeshi TV show anchor on film.

Making a film on a celebrated political personality is very tough as a filmmaker must have to think of different dimensions and perspectives, he said.

A thorough research and portraying the actual time, history and dialogues is also very important to make all contents of the film agreeable to all quarters, he added.

“The initial trailer of the film was released in May 2022. To make it more accurate and perfect many corrections have been made before giving final touch. So, we are very much hopeful about the film,” he said.

Talking to BSS, Khandaker Rubyat Mursalin, a faculty of TFP at Dhaka University, described Bangabandhu and Bangladesh as intertwined saying this message will be portrayed to the new generation through the film.

“Of course Mujib biopic will remain as a historical document and it will largely contribute to disseminate the spirit and ideology of Bangabandhu to the people especially the new generation,” he said.

Dhaka University Cultural Society general secretary Anik Dhar said many films were produced on Liberation War in Bangladesh but no one on Bangabandhu.

‘Mujib-Making of a Nation’, first ever movie on the architect of Bangladesh, will be the best work on the great leader, he hoped.

“We are hopeful that all artistes ranging from actors, directors, music directors, cinematographers, and choreographers have given their best to depict life and works of Bangabandhu, and other historical accounts,” he said.

“The biopic reflects the real history of the country and it will end all disinformation of the anti-liberation force to demean Bangabandhu,” said Tonmoy Ahmed, a youth leader and coordinator of Centre for Research and Information (CRI).

Premiere show of the biopic was screened at the Bangladesh Film Archive, Agargaon here today as Prime Minister Sheikh Hasina watched it.

Before watching the premiere show, Sheikh Hasina said the nation would learn a lot of unknown information and new chapter of the history through the much-awaited biopic.

Numerous attempts had been made to erase the name of the Father of the Nation after his assassination on August 15 in 1975, she said.

"The history speaks. Many attempts were made to distort the history (of the Liberation War). But, it is proved that the history can never been wiped out," she said.

‘Mujib-Making of Nation’ a Bangladesh-India joint venture is also scheduled to be released across India on October 27.

The film has already received censor certificates from the film censor boards of the both countries and initial trailer of the film was released in the 75th Cannes Film Festival in France on May 19, 2022.

On October 1, final trailer of the Mujib biopic was formally released in Bangladesh by Information and Broadcasting Minister Dr Hasan Mahmud. The film made its debut at the 48th Toronto International Film Festival (TIFF) on September 14 last in Canada.

Bangladeshi artiste Arifin Shuvoo played in the title character of Bangabandhu Sheikh Mujibur Rahman while Nusrat Imrose Tisha played the role of Mujib’s spouse Sheikh Fazilatun Nesa Mujib. Actress Nusrat Faria played in the role of Sheikh Hasina.

Popular actors Tauquir Ahmed, Chanchal Chowdhury, Prarthana Dighi and other acted in different characters.

Music of the film is produced by acclaimed Indian music director Shantanu Moitra, and the Bengali dialogues are penned by Sadhana Ahmed, Gias Uddin Selim, Shihab Shaheen and Anam Biswas from Bangladesh.

Shooting of the film started in Mumbai, India in January 2021 and concluded in December of the same year.

Three-day int’l conference begins at RUET

A three-day international conference began at Rajshahi University of Engineering and Technology (RUET) in Rajshahi on Thursday.

RUET's Faculty of Civil Engineering is hosting the conference titled "Planning, Architecture and Civil Engineering (ICPACE 2023)" which aims at creating a unique opportunity for the academics, researchers, professionals and students from home and abroad to present and share their latest research findings and experiences.

Chairman (additional charge) of University Grants Commission (UGC) Prof Muhammad Alamgir addressed the opening ceremony as chief guest with Civil Engineering Faculty Dean Prof Niamul Bari in the chair.

RUET Vice chancellor (VC) Prof Jahangir Alam, Chief Engineer of Northwest Zone of Bangladesh Water Development Board Jahirul Islam and Chairman of the Department of Civil Engineering Prof Mahmud Sazzad also addressed on the occasion.

In his remarks, Prof Muhammad Alamgir said planners, architects and civil engineers in addition to information and communication technologists should come forward and work together for building Smart Bangladesh envisioned by Prime Minister Sheikh Hasina.

He also said the conference will play a pivotal role towards promoting intellectual and practical development in the field of Civil Engineering, Architecture and Urban and Regional Planning.

RUET VC Prof Jahangir Alam viewed that there is a need for more research on the working fields of planning, architecture and civil engineering for ensuring quality in infrastructural development.

They mentioned that quality assurance in the field of infrastructure development is very much important towards substantial and sustainable reduction of financial loss and casualty.

As the working pressure on the fields is gradually mounting with rising population there is no alternative to generating a competent workforce to meet up the demands.

Over 250 reputed educationists, professors, researchers and engineers concerned from home and abroad are taking part in the conference being held for the fourth consecutive time.

The main feature of the event is the presentation of six keynotes and 234 technical papers.

Int’l Day for Disaster Risk Reduction tomorrow

The International Day for Disaster Risk Reduction 2023 will be observed in the country tomorrow like elsewhere in the world.

The International Day for Disaster Risk Reduction is being observed since 1989, after a call by the UN General Assembly (UNGA) for a day to promote a global culture of risk awareness and disaster reduction. In 2009, the UNGA officially designated October 13 as the date to commemorate the day.

The 2023 edition focuses on "Fighting inequality for a resilient future".

The Ministry of Disaster Management and Relief has chalked out different programmes in observance of the day in a befitting manner.

President Mohammed Shahabuddin and Prime Minister Sheikh Hasina today issued separate messages marking the day.

In his message, President Mohammed Shahabuddin said the intensity of natural disaster has increased due to influence of global warming and climate change.

Bangladesh as a disaster prone-country has been facing big natural disaster every year due mainly to climate change and geographical location, he added.

The President said the government has already included disaster risk reduction strategy in its policy and plan to save the life and property of the people.

He said immediately after the independence Father of the Nation Bangabandhu Sheikh Mujibur Rahman launched a forestation programme first across the country's coastal belts to reduce the disaster risks.

Construction cyclone shelters and 'Mujib Killa' was launched at that time to save people's life and property, Shahabuddin added.

The present government has taken various programmes to reduce the risks of disaster, he said, adding that the government's different activities in managing disaster have established Bangladesh as a role model in the world. The number of volunteers for cyclone preparedness is 76, 000 and of them, 50 percent is women, the President said.

Prime Minister Sheikh Hasina, in her message, said the theme of this year's International Day for Disaster Risk Reduction is a time-befitting one and the present government following the path of Father of the Nation Bangabandhu Sheikh Mujibur Rahman has been implementing various programmes to reduce disaster-related losses.

The government has introduced mobile service 1090 (toll free) as Interactive Voice Response (IVR) to give people early warning about disaster and daily weather forecast, she said, adding that public and private employees, people's representatives, volunteers, teachers and media persons have been given training to increase their capacity to face the disaster situation.

She said Bangabandhu Sheikh Mujibur Rahman launched Cyclone Preparedness Programme (CPP) in 1973 to give people early warning about disaster in the coastal area. Bangabandhu also established 172 'Matir Killa" which were known as "Mujib Kella" in the coastal area to save life and property of the people from cyclone, Sheikh Hasina added.

The premier said there are 76,140 trained volunteers under CPP and the number of casualties in disaster has drastically come down recently.

Disaster management gets special priority in the Delta Plan 2100, she added.

"I hope, we will be able to establish a disaster-resilient, poverty-hungry free developed Smart Bangladesh by 2041 in cooperation and involvement of all," she added.

The 15th founding anniversary of Begum Rokeya University, Rangpur (BRUR) was celebrated here with the slogan "Foundation anniversary's initiation: Fair environment, Quality education" today.

He also placed wreaths at the portrait of the great woman Begum Rokeya on the campus.

Teachers, students, officers and employees of the university participated in the colorful procession at the beat of music after circling the nearby Parker Mour Intersection as it ended on the campus.

Later, the Vice-chancellor with high officials, teachers, students, officials and employees participated in a cake-cutting function.

Professor Dr. Md. Hasibur Rashid planted a tree sapling on the campus as a commemoration of the 15th founding anniversary of the university.

Marking the 15th anniversary of the university, a sports competition was held in the playground number-1 with the participation of students, teachers, officers and employees of the university.

Later, a discussion meeting was arranged followed by unveiling cover of the Annual Report of the University, prize distribution and a colorful cultural function at the Independence Memorial Square on the campus.

Vice-chancellor Professor Dr. Md. Hasibur Rashid addressed the discussion as the chief guest with Convener of the 15th founding anniversary celebration committee and Dean of the Faculty of Business Studies Professor Dr. Md. Matiur Rahman in the chair.

Pro Vice-chancellor of BRUR Professor Dr. Sarifa Salwa Dina and its Treasurer Professor Dr. Mojib Uddin Ahmed addressed the occasion as special guests.

Dean of the Faculty of Life and Earth Science Dr. Abu Reza Md. Toufikul Islam, Dean of the Faculty of Engineering and Technology Professor Dr. Abu Kalam Md. Farid Ul Islam, Dean of the Faculty of Sciences Professor Dr. Md. Gazi Mazharul Anwar, Dean of the Faculty of Social Sciences Professor Dr. Md. Morshed Hossain, Dean of the Faculty of Arts Professor Dr. Shafikur Rahman participated in the discussion.

Later, an attractive cultural program was organized in the evening.
