Oli recalls Nembang’s posture in time of constitution promulgation

CPN (UML) Chairman KP Sharma Oli has claimed that several efforts were made in the past to prevent from promulgating the constitution.

Returning home after the final rites of Constituent Assembly (CA) Subas Chandra Nembang on Thursday, Oli has recalled the time of eight years ago stating that "Subasji was worried about non-promulgation of the constitution".

"I told him to get ready for September 20 (2015), we will do whatever the situation demands," Oli has posted a Facebook status hinting at external pressure not to issue the constitution.

Oli has also recalled his meeting with late Nembang who shared about the 'dreadful situation of the country if the constitution was not promulgated'.

The UML Chairman has also stated that a huge pressure was piled on top leaders, CA Chairman, Prime Minister and all not to promulgate the constitution.

Likewise, Oli has shared his feelings about how the leaders encountered India's economic blockade on Nepal.

Pokhara Metropolitan City, KOICA sign deal on GVZ

The Pokhara Metropolitan City and Korea International Cooperation Agency (KOICA) on Thursday signed a mutual cooperation project on job creation through Recycle Upcycle (RU) enterprises.

Mayor of Pokhara Dhan Raj Acharya and Deputy Chief KOICA Young-Hyun Lee signed the deal in Pokhara.

Prior to this, Pokhara and KOICA had signed the preliminary draft on the project.

The project is aimed at green job creation through recycling and upcycling in Pokhara Metropolitan City.

The project is expected to create RU enterprises and create green jobs in the city of Pokhara. From the project, capacity enhancement of the officials of the Metropolitan City, government stakeholders and RU enterprises would be carried out and create green employment.

Likewise, Green Venture Zone (GVZ) would be established and business equation assistance would be extended to the new RU enterprises.

The project activities will lead to behavioral change at the community level, where people will adopt waste segregation at household level. This will reduce the burden of Pokhara’s waste dumping site.

Similarly, Pokhara Metropolitan City will provide 5,090 square metres of area at Basundhara Park in Pokhara for the establishment of GVZ.

At the event, Mayor of Pokhara Dhan Raj Acharya said that waste management is a challenging job and the GVZ is being establishment to convert waste into asset. The project would link the youth to the employment and the waste would generate income, according to Acharya.

Remain alert as none can play fouls with people’s voting rights: PM

Prime Minister and Leader of the House today urged the countrymen to remain alert as none can play foul with the voting rights of the people.

"Stay alert so that none can play ducks and drakes with the voting franchise of the people," she told the Parliament while giving valedictory speech in the 24th session of the 11th parliament.

"Another session of the parliament will be in October next. And then, the national election will be held. If the people vote for us, we will come to here (treasury bench) otherwise we will go to there (opposition bench). We have no problem. We are leaving everything to the people," she said.

But, the prime minister reiterated her call upon the nation to remain cautious as none can hinder the country's continued democratic process alongside the progress made by the Awami League government despite economic meltdown and inflation across the globe.

But all will have to remain alert so that this progress won't be hampered, anyone can in no way play ducks and drakes with the voting rights of the people and the democratic trend won't be hampered, she said.

"I call upon all including the countrymen to remain alert to this end," she said.

The prime minister said the people of Bangladesh will march ahead with keeping its head high by maintaining the honour that has achieved by the Bangalees and Bangladesh on the global stage.

"The people of Bangladesh won't bow down their heads to any conspiracy," she continued.

The premier came down heavily on some foreign countries which are out to the election issue in Bangladesh.

She questioned why the countries did not raise voice against the previous farcical elections held in Bangladesh that included presidential election in 1977, parliamentary elections in 1979, 1981, 1986 and on 15th February 1996.

On the other side, all the elections held whether those are by-polls and local body election during the Awami League's regimes were transparent and peaceful ones, she said.

"When was more peaceful election in Bangladesh?" she questioned.

"When we are holding election in fair manner, questions are raised about the election. What does it mean? Why did questions raise about the election when Bangladesh is marching toward in terms of economic progress?" she said.

Former President Md Abdul Hamid gave patient hearing to her speech, sitting Padma Gallery of the Jatiya Sangsad.

Sheikh Hasina said there is no scarcity of essential items in the markets despite the fact that the countrymen have to suffer from inflation to some extent due to global economic downturn caused by Russia-Ukraine war.

"There is no deficit in production and we've taken all required measures for increasing the production," she said.

Coming down heavily on the unscrupulous businessmen for hiking in price of commodities in artificial ways by storing goods in godowns and reduce the price once the government takes measures.

The prime minister said she had already asked the commerce minister to monitor every market and put intelligence agencies on hot pursuit to find out as to why the prices of commodities see abnormal rising trend.

The prime minister said they have already taken necessary steps to check abnormal price hike of commodities.

Sheikh Hasina continued that there is no scarcity of foods in the country as over 17 lakh metric tonnes of foods are in government stock despite Bangladesh needs only 12 lakh metric tonnes of food to meet its demand.

The premier said the world is going through a food deficiency, asking the lawmakers and the countrymen not to leave a single inch of land uncultivated, and encourage others to boost food production so that Bangladesh won't have to depend on others.

About the reserve of foreign currencies, she assured the countrymen that there is nothing to worry about it as her government has maintained enough reserve to meet the three-month import expenditures.

The prime minister said they have already taken various steps to reduce the dollar crisis that arisen out of the ongoing Ukraine-Russia war.

About the universal pension scheme, she instructed the lawmakers to join the pension scheme and encourage the masses about the positive sides of taking part in the scheme.

President’s message on National Children’s Day

Kathmandu, Sept 15: President Ramchandra Paudel has extended best wishes to all Nepali children and their guardians on the occasion of the National Children's Day.

Giving a message of best wishes today, President Paudel reminded that Nepal has been observing the Day, advocating the rights of children. The constitution has ensured right to children as the fundamental rights, President added.

Similarly, there is a Child Rights Act, 2075, President Paudel said, urging all three layers of government to implement the legal and constitutional provisions on children's right.

Present Paudel further viewed all sides concerned including schools, civil society, rights defenders, governmental and non-governmental organizations could extend help in enforcing rights to children.

24th session of 11th parliament prorogued

The 24th session of 11th parliament was prorogued on Thursday after nine sittings as the session started on Sept 3.

The Jatiya Sangsad's fourth session of the current 2023 year was convened aiming to endorse some important bills which were particularly important for the government before holding the next general elections scheduled on January in next year.

Before reading out the prorogation order of the president, Deputy Speaker Shamsul Huq Tuku presented an address of Father of the Nation Bangabandhu Sheikh Mujibur Rahman while attending an inauguration of the Supreme Court of an Independent Bangladesh in Dhaka on December 18, 1972.

The speech of Bangabandhu was collected from the Bangladesh Betar as the duration of the address was 18 minutes 32 seconds.

Jatiya Sangsad Leader Prime Minister Sheikh Hasina delivered her valedictory speech at the closing of the session. Leader of the Opposition Begum Raushan Ershad also spoke.

Three parliamentary standing committees were reconstructed during the session.

Notices of thirty-five treasury bills were received and seventeen parliamentary standing committees' reports also were placed during the session.

Along with the legal procedure, a total of 23 important notices were adopted under section 71.

A total of 25 questions where 11 were available for the prime minister's question and answer session and 739 for other ministers were received and 526 were answered by the ministers of the different ministries during the session.

Before reading out the prorogation order, the deputy speaker thanked all MPs of treasury and opposition benches.

Deputy Speaker Shamsul Huq Tuku also thanked all MPs, officials, journalists, law enforcers and fire service and civil defense personnel for their services for smoothly holding the parliament session.

Public services will be smart in Smart Bangladesh: Palak

State Minister for Information and

Communication Technology (ICT) Zunaid Ahmed Palak, MP, has categorically said

all the public services will be smart in Smart Bangladesh envisioned by Prime

Minister Sheikh Hasina.

"None will need to go to government offices for public services. All

concerned will get services in Smartphone," he added.

State Minister Palak made the observation while addressing the closing

ceremony of the Micro Course on 'Intellectual History of Startup' at Sheikh

Kamal IT Training and Incubation Centre auditorium at Bangabandhu Sheikh

Mujib Hi-tech Park here today as the chief guest.

Around 240 learners from five universities in the district joined the course

for developing startups.

Zunaid Ahmed Palak said the Bangabandhu Sheikh Mujib Hi-tech Park has been

established for flourishing latent talents of intellectuals and generating

new employment scopes.

He urged the new generations for best and proper uses of the scopes for

cherished development of the nation.

Palak told the meeting that a target has been set to build Smart Bangladesh

on the basis of four pillars- Smart Citizen, Smart Government, Smart Society

and Smart Economy-by 2041.

Managing Director of Bangabandhu Hi-tech Park GSM Jafarullah, Commissioner of

Rajshahi division Dr Dewan Muhammad Humayun Kabir, Project Director of

State Minister Palak also hinted that the government is ready to facilitate

they can develop the future of the country with an indomitable mind to

innovate ideas for social changes.

PM Dahal sees off players for 19th Asian Games

Kathmandu, Sept 14: Prime Minister Pushpa Kamal Dahal 'Prachanda' has extended best wishes to the team of Nepali players while seeing off at his office, Baluwatar, on Thursday.

The players are leaving for 19th Asian Games to be held in Guangzhou, China from September 23 to October 8.

On the occasion, PM Dahal admitted that the distribution of prize declared earlier for the players was delayed due to technical reason. But, the Cabinet meeting being held on Friday would allocate the amount for the announced prize.

The PM also informed that government had made adequate arrangement for the players during the games in China. "I believe you will earn further esteem to the country and it will be a glorious moment. I'll be attending the inauguration of the Games," he said to the team, adding that the Asian Games would be enjoyable to him as well.

PM Dahal is slated to reach China before the inauguration of Asian Games after his visit to the USA.

Similarly, Minister for Youths and Sports, Dig Bahadur Limbu, also extended best wishes to the players.

Nepal will be participating in different 29 games with its 253 players. Among them, there are 127 women players.

Basketball, archery, athletics, badminton, boxing, canoeing, cricket, cycling, e-sport, football, gulf, handball, judo, karate, rugby, shooting, squash, swimming, table tennis, taekwondo, volleyball, tennis, wrestling, triathlon, and weight lifting are the games in which Nepal is participating.

Four persons assaulting two doctors arrested

Bagmati, Sept 14: The Makawanpur Police on Thursday have arrested four persons involved in manhandling and assaulting two doctors of Hetauda at hospital chamber.

Dr Bikas Thapa and Dr Prashant Biradi of Hetauda-based Sancho Hospital were beaten up yesterday while they were providing treatment to patients at HDU Ward in the Hospital.

Police arrested four persons involved in assaulting the doctors after wider protests from the public and health fraternity.

According to the accident details, the doctor duo was beaten up on Wednesday evening citing doctors' negligence behind the demise of Rajesh Pradhan, 41, of Hetauda-12, Padampokhari.

It may be noted that a group of people trashed doctors for their ignorance in providing treatment to dengue-infected Pradhan a month ago.

Patient Pradhan was referred to the Chitwan Medical College in Bharatpur after his treatment was not possible at Sancho Hospital.

Pradhan succumbed to dengue infection in the medical college. An irate group had manhandled the doctors.

Police today arrested Pradhan's wife and daughter along with two other persons for their involvement in beating up doctors.

Meanwhile, investigation into the incident was underway, police said. ---

Momen suggests reading Cyber Security Bill before criticizing

Foreign Minister Dr AK Abdul Momen today

suggested all to read the Cyber Security Bill, passed in the parliament on

Wednesday, first before criticizing it as all concerns were addressed into the

new act.

“Someone may criticize the new act to get compassion from the foreigners,” he

told reporters when responding to a question at a media briefing at the

foreign ministry here.

The foreign minister said that though people criticise the law, they usually

come forward to seek help if they get in any trouble.

“What would you do when someone write something bad about your mother or

sister on internet?” he raised the question.

State minister for foreign affairs Md Shahriar Alam also spoke at the

briefing.

Alam said there were some observations by some foreign countries regarding the

previous Digital Security Act while the new act addressed those observations

and accommodated all concerns.

"We truly expect, all will accept it in a good spirit," he said.

The State Minister said there are more notorious laws in the Western world

compared to Bangladesh and due to lack of knowledge proper comparison are not

seen in practice.

The Cyber Security Bill 2023 was passed in parliament on Wednesday with a

provision making offences under four of its sections non-bailable while the

previous Digital Security Act made offences under 14 sections were non-

bailable.

Meanwhile, the European Parliament moved a joint non-legislative resolution

expressing concerns over the deterioration of the human rights situation in

Bangladesh.

Regarding the proposed EU resolution, the state minister expressed hope that

the European Parliament would refrain from interfering in Bangladesh's

internal matters, particularly those under legal proceedings in our courts.

He said that the government cannot sit idle closing eyes if there is any

propaganda against Bangladesh.

"We hope common sense (in EU parliament) will prevail," he added.

In a statement this afternoon the US embassy here said Washington regretted

that the Bangladesh government did not give stakeholders adequate opportunity

to review and provide input to the new law to ensure it meets international

standards.

“Unfortunately, the CSA (cyber security act) retains many aspects of its

predecessor, the Digital Security Act. The new legislation continues to

criminalize freedom of expression, retains non-bailable offenses, and too

easily could be misused to arrest, detain, and silence critics,” read the

statement.

Month long registration for Sheikh Russel online quiz competition begins

Online registration for Sheikh Russel Online

Quiz Competition 2023 for children and juvenile aged 8-18 years in two

categories began on September 1 and it will continue till September 30.

The competition will be arranged nationally to mark Sheikh Russel Day 2023 on

October 18 to make new generation children and juvenile able to be ideal

citizens of developed Bangladesh and keep intact the memories of Sheikh

Russel among them, youngest son of Father of the Nation Bangabandhu Sheikh

Mujibur Rahman.

Children aged 8-12 years can participate under Group A and 13-18 years under

Group B, said an official handout today.

Registration can be done online (quiz.sheikhrussel.gov.bd) till 11.59pm on 30

September, 2023.

Online Competition for Group A will be held on October 2 for any 10 minutes

between 7pm and 8pm and Group B on October 3 for any 10 minutes between 7pm

and 8pm.

Total 10 winners under the two groups will get laptops (Core i7, 11th Gen).

As per the rules of the quiz competition, a contestant can participate only

once.

The allotted time for participation in the competition is 10 minutes,

All questions carry the same value, no number will be deducted for the wrong

answer.

To answer all the questions one has to choose the correct answer from the

four options (MCQ).

Winners will be selected from the participants answering most of the

questions in the least possible time.

Prizes will be awarded after verifying the ages of the winners and

contestants who participate with false or incorrect information will be

disqualified.

Another competition named Smart Bangladesh Quiz Competition will be arranged

nationally marking the Smart Bangladesh Day 2023.

Deadline for online registration is September 20 to contest the competition.

People above eight years old can contest the competition under three groups.

Competition for Group A will be held on September 24, Group B on September 25

and Group C on September 26. The competition will be held anytime between 7pm

and 8.10pm.
