Now ‘extreme anarchy’ everywhere: Fakhrul

BNP Secretary General Mirza Fakhrul Islam on Saturday said an ‘extreme level of anarchy’ has been prevailing in all sectors for lack of good governance in the country.

“Seventeen files have gone missing from the Health Ministry’s Medical Education and Family Welfare Division and a general diary has been filed with Shahbagh Police Station in this connection. This is the condition of the current governing system,” he said.

The BNP leader also said, “An extreme level of anarchy has been there not only in the health sector, but also in every sector and everywhere as their (ruling party leaders’) main goal is to make money.”

He made the remarks while launching a book on former Dhaka University VC Dr Anwarullah Chowdhury at a city hotel.

Fakhrul said when people were dying and passing through a horrible time due to the spread of coronavirus, the ruling party men and government employees were busy making a quick buck taking advantage of the situation.

“Even, a driver of the health directorate DG owns Tk 400 crore. This is the situation created in the country now,” he said.

The BNP leader said a Rajshahi University VC appointed 169 people in one night to make money. “It’s very difficult to expect anything good from the current society we’ve built.”

He said the government does not give adequate allocation for the development of the education sector as its main intention is to indulge in corruption by taking mega projects. “They make allocations for mega projects from which they can get commission and amass wealth.”

Fakhrul also alleged that the government has no focus on working for the welfare of people and turning Bangladesh into a welfare state.

He, however, urged all not to get disappointed as he believes a positive change will surely come.

“It’s now a big question in the public mind when will actually the change come and when will we be able to get out of this suffocating situation? I would like to say we must overcome this situation as the people of this country have never been defeated,” the BNP leader observed.

He said people have to wake up once again as they did 1971 and 1990 to get rid of the current situation of the country.

Fakhrul bemoaned that Dhaka University students now fail to uphold the long tradition of the country’s premier educational institution as they hardly raise their voice against any misdeed and injustice.

“I don’t see any protest procession on the Dhaka University campus when any of our sisters or daughters are raped at any university or village. I also don’t see a protest procession there when a dam is being built at Tipaimukh or when democracy is destroyed and students are beaten and their blood is shed,” he said.

The BNP leader said the young generation must play a proactive role in bringing a change and restoring democracy in the country.”

BIWTA capable of salvaging MV Shah Amanat: Chairman

Bangladesh Inland Water Transport Authority (BIWTA) is capable of salvaging the Ro-Ro ferry, the Shah Amanat, and if needed the ferry will be rescued using private salvage vessel, said its Chairman Commodore Golam Sadeq on Friday.

“Vehicles that are still submerged in the water need to be salvaged first,” he said.

BIWTA chairman made this remark while inspecting the salvage operation on the 3rd day at the Paturia Ferry Terminal.

“Besides BIWTA salvage vessel Hamza, another vassel ‘Rustam’, instead of ‘Prattoy’, is being brought from Shimulia and it will reach Paturia by Friday evening,” said the BIWTA chairman.

He also said only four trucks are yet to be salvaged. “I hope the vehicles will be salvaged by tomorrow.”

Earlier on Wednesday morning, the MV Shah Amanat capsized near Paturia’s fifth ferry terminal while preparing to dock. It was carrying 14 goods-laden trucks and four motorcycles at the time.

On the following day, the Shipping Ministry and Manikganj Deputy Commissioner formed two separate committees to investigate the incident.

PM’s France visit to elevate Dhaka-Paris ties: FM

Prime Minister Sheikh Hasina will pay a visit to Paris, France from November 9 to 13 which Dhaka says will be a very “extensive and engaging” one and take the relations between the two countries to a newer height.

She will have bilateral meetings with French President Emmanuel Macron and Prime Minister Jean Castex separately during the visit.

“Both the French President and the Prime Minister invited our Prime Minister to visit France,” Foreign Minister Dr AK Abdul Momen told reporters at a media briefing at the Ministry of Foreign Affairs on Saturday.

State Minister for Foreign Affairs Md. Shahriar Alam said the Prime Minister’s engagement in Paris will be very extensive and she will be given guard of honour in three places.

He said many French companies want to invest in Bangladesh and there is interest from both sides to boost export and import to strengthen the trade relations.

Shahriar highlighted the growing relations between Bangladesh and the European countries mentioning that there had been bilateral visits in Italy, Germany and Mexico in the recent past.

Unesco’s 75th birthday has further increased the importance of the Prime Minister’s visit to Paris, said the State Minister for Foreign Affairs.

Asked about the bilateral documents likely to be signed during the visit, the State Minister said they do not want to make a comment on that at this moment as they are still working on those issues. “You know negotiation goes on even at the last moment, let’s wait a bit.”

Dr Momen said French Ministers and lawmakers are likely to meet the Prime Minister during her visit.

He said the chiefs of many French companies and a delegation of the MEDEF (the Mouvement des entreprises de France, or the Movement of the Enterprises of France, is the largest employer federation in France) want to meet the Prime Minister.

“We’re expecting that the visit will take the relations to a newer height,” Dr Momen said, adding that a memorandum of understanding and a letter of intent are likely to be signed to that end.

The Foreign Minister said Prime Minister Hasina is expected to hand over the “Unesco-Bangladesh Bangabandhu Sheikh Mujibur Rahman International Prize for the Creative Economy” to the winner on November 11. “It’s matter of pride for the entire nation.”

Unesco is hosting the programme and the prize is fully managed and administered by Unesco.

“The Unesco-Bangladesh Bangabandhu Sheikh Mujibur Rahman International Prize for the Creative Economy “will create a knowledge-sharing mechanism by capturing, celebrating, and communicating best practice in the development of creative entrepreneurship, according to Unesco documents.

The objectives of the award are in line with strategic objective 8 of Unesco’s Medium-Term Strategy for 2014-2021 and with the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions.

The award will help spread the ideology of Bangabandhu globally with further internationalisation of his work, life and achievements, Dhaka says.

“Bangladesh and Bangabandhu are one and unique which was reflected in the name of the award. This award will play a role in branding Bangladesh and boosting its image globally,” Dr Momen said.

This will be a proud moment for each Bangladeshi, said State Minister for Foreign Affairs M Shahriar Alam.

On November 11, the Prime Minister is expected to join a high-level Paris Peace Forum at the invitation of Pascal Lamy who was the Director-General of the World Trade Organization from 1 September 2005 to 1 September 2013 for 8 years and a former Trade Minister of France.

On November 12, the Prime Minister is likely to attend a high-level meeting marking the 75th birth anniversary of Unesco where she will highlight the achievements of Bangladesh apart from her plan on achieving Sustainable Development Goals.

The Prime Minister is also likely to have a bilateral meeting with Unesco Director General Audrey Azoulay

The Unesco General Conference, which takes place in Paris from the 9th to the 24th of November, will mark the organisation’s 75th anniversary. Several important decisions are expected from UNESCO’s 193 Member States, in particular on cultural heritage, on global education policy, on the ethics surrounding technology and the vital need for greater openness around scientific research.

A special ceremony will be organised and broadcast live from Unesco’s headquarters in Paris on November 12 to celebrate the organisation’s 75th birthday. Heads of state including Prime Minister Sheikh Hasina will attend as well as internationally renowned artists.

The General Conference will elect the president of the General Conference as well as the Director-General of the Organization on November 9.

The Organization’s Executive Board proposed the renewal of Audrey Azoulay’s mandate at a meeting in October 2021. On the occasion of the General Conference, she will present her vision for the future of Unesco.

Prime Minister Sheikh Hasina will leave here for the United Kingdom on Sunday to attend the COP26 and other bilateral meetings.

She will go to Paris after wrapping up her Glasgow and London visit.

The Prime Minister will address the key segment of the COP26 on November 1 hosted by the UK in Glasgow.

All communal violence instigators, attackers identified: Minister

Home Minister Asaduzzaman Khan on Saturday said all those who instigated communal violence and carried out attacks in different parts of the country, including Cumilla, have been identified.

“The kinds of provocation leading to attacks on people and riots, and those who unleashed such incidents have been identified. They’ve been identified,” he said.

He was addressing an event marking the Community Policing Day 2021 at Rajarbagh Police Lines in the capital on Saturday.

Narrating the importance of community policing, he said, “We’ve been able to tackle the recent violence with the help of people. We’ve been able to unearth the mystery of the incident. That’s why our community needs to be more vigilant, to help the police,” he said.

He also said it is not possible to provide security in each house to maintain law and order. “But if people remain vigilant, if they give information to the police at the right time, we can give them security,” the minister added.

Inspector General of Police (IGP) Benazir Ahmed said although community policing is a new concept in Bangladesh, it is an old practice in many Asian countries.

“This practice is also quite common in Singapore. When racial violence broke out in the USA, they successfully introduced community policing,” the IGP said.

“Cybercrimes have increased alarmingly. It is a big threat to the security of the country and people. We’ve to prepare for that,” he added.

Earlier, Home Minister Asaduzzaman Khan, IGP Benazir Ahmed, eminent academic and writer Zafar Iqbal, and DMP Commissioner Mohammad Shafiqul Islam inaugurated the Community Policing Day 2021 by cutting a cake and releasing balloons.

AFC U-23 Asian Cup: Bangladesh suffer 0-6 defeat against Uzbekistan

Bangladesh suffered a humiliating 0-6 goal defeat against hosts Uzbekistan in a Group D match of the AFC U-23 Asian Cup’2022 Qualifiers held at Pakhtakor Stadium in Tashkent on Saturday.

But the results of the match will not make any impact in the Group D standings as the match was earlier given International Friendly status due to pre qualifications of the hosts Uzbekistan in the final round of the meet.

In the day’s match, captain Khoshimov Ulugbek struck twice in the 12th and 16th minutes while Begimov Eldorbek, Toshtemirov Asliddin, Abbosbek Fayzullaev and Odilov Alisher netted one goal each in the 15th, 26th, 63rd and 87th minutes respectively for the home team.

The FIFA Ranking of Uzbekistan is 103 while Bangladesh’s ranking is 187.

In the day’s other, Kuwait U-23 team beat their Saudi Arabian counterpart at the same venue.

Bangladesh, which conceded 0-1 goal defeat against upper ranked Kuwait in the last match, will face another giant Saudi Arabia on November 2 to decide the fate of the Group D.

BAN v WI: Bangladesh Show How to Lose a Winnable Match in T20 World Cup 2021

Prior to their Super 12 match, both Bangladesh and West Indies were in danger of being ousted from contention for a semi-final position in the ICC Twenty20 World Cup 2021 on Friday (October 29). The West Indian team eventually won the match in Sharjah, defeating Bangladesh by 3 runs. The West Indies are still in contention for a top-two finish in the group, whereas Bangladesh will definitely finish outside the top two after losing this match.

The Way Bangladesh Loss against the Windies

Bangladesh had complete control of the contest during the run chase. However, they were unable to reach the target thanks to some outstanding death overs bowling by the Windies bowlers. Liton Das (44) was Bangladesh’s top scorer.

Bangladesh became the first team in the Super 12 Round to tumble out of a quest for a semifinal berth after losing to West Indies. Bangladesh are yet to win a match in this round, and they still have two games left in the ICC T20 World Cup 2021. Bangladesh reports 7 more Covid deaths, 305 fresh cases

Covid-19 killed seven more people and infected 305 more in 24 hours till Friday morning.

The daily-case positivity rate increased to 1.71 per cent from Thursday’s 1.50 per cent.

The fresh cases were detected after testing 17,811 samples, said the Directorate General of Health Services (DGHS).

With the fresh numbers, the Covid-19 fatalities reached 27,847 while the caseload climbed to 15,69,162 in Bangladesh, according to the DGHS.

Among the latest deaths, four were men and three women.

The mortality rate slightly increased to 1.78 from that of Thursday’s 1.77 per cent.

The recovery rate decreased slightly to 97.69 per cent, with 271 more patients getting cured.

Violence, vandalism mar run up to Netrokona UP polls; 25 injured

At least 25 people were injured in clashes between the supporters of rival candidates ahead of the union parishad (UP) polls in Netrokona.

The incidents took place Wednesday and Thursday in Dakshin Bishiura, Lokkhiganj unions of Netrokona Sadar upazila and Singdha and Raipur unions of Barhatta upazila, according to police.

Complaints and counter-complaints were lodged at Netrokona Model Police Station in this connection. The law enforcers visited the spots Thursday.

According to local sources, Mohammad Abu Bakar Siddique, Awami League candidate for the Dokkhin Bishiura union parishad election and also ruling party president of the area, got his party’s “boat” symbol. Rebel candidate Abul Kalam, the former chairman of the union, got the “motorcycle” symbol.

After receiving the symbols, the supporters of the two candidates started electioneering. As they came across each other at the Dokkhin Bishiura Bazaar, a fight broke out between them, resulting in the injury of 15 people.

At that time, chairs, tables, furniture, photo frames with pictures of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and Prime Minister Sheikh Hasina were shattered and posters of ruling party candidates were torn down.

Md Bachchu Mia, a supporter of Abu Bakar, said, “Supporters of rebel candidate [Kalam] carried out the attack and vandalised the office furniture and damaged photos of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and Prime Minister Sheikh Hasina. ”

However, Kalam said: “None of my supporters did that. Supporters of the Awami League candidate planned the incident themselves. The people of the area are well aware of this.”

On the same day, SM Shafiqul Quader Suja, district BNP leader and current chairman, received the “eyeglass” symbol, for the Lokkhiganj union parishad election at 8:30pm. When his supporters went out to persuade people to vote for him in the election, Awami League candidate Azharul Haque Tuhin’s men attacked them at the union’s Sultangati Bazaar, leaving five injured.

During electioneering of Atiqur Rahman Raju, Awami League’s rebel candidate from Barhatta’s Raipur union and incumbent chairman, Thursday morning, supporters of Ali Akbar Talukder, the candidate for “boat” symbol, vandalised their rival’s autorickshaws and mics.

The residence of BNP electoral candidate Sujan Chowdhury was vandalised and looted Wednesday night in Snigdha of Barhatta. The attackers took away Tk3.70 lakh and injured five people.

The BNP leader claimed that the Awami League candidate’s men attacked his house.

Akbar Ali Munsi, Netrokona’s superintendent of police, said: “There have been some isolated incidents [of violence and vandalism] in different parts of the district ahead of the polls. Police already visited the spots. Action will be taken upon completion of investigations into the incidents.”

Netrokona Deputy Commissioner Kazi Mohammad Abdur Rahman said, “We are holding talks with the electoral candidates to prevent violence during and in the aftermath of the elections. However, some unwanted incidents already occurred.”

Paturia ferry accident: Rustom to join rescue ops; one more van retrieved

One more vehicle was fished out of the river Friday as the salvage of the ferry that sank at Paturia dock Wednesday continued.

Around 12.30pm, a van was retrieved from the river. So far, a total of four trucks, six vans and a motorcycle have been recovered from the water.

Meanwhile, Bangladesh Inland Water Transport Authority (BIWTA) chairman Golam Md Sadek said that rescue vessel Prottoy would take some time to reach the dock due to strong currents.

“However, rescue ship Rustom may reach the dock by this evening and assist Hamza in the rescue operations. After retrieving all the vehicles, the ferry will be pulled out of the river through alternative arrangements if Rustom and Hamza fail to do it,” he said.

Meanwhile, the in-charge of the rescue mission unit and joint director of BIWTA, Fazlur Rahman said three more vans and a motorcycle were detected and would be fished out in phases.

Meanwhile none of the recovered vehicles has been handed over to their owners, many of whom gathered at the dock this morning.

The two probe committees formed by the Ministry of Shipping and Manikganj district administration visited the accident spot at Paturia terminal-5 on Thursday evening.

Head of the district probe committee, additional magistrate Sanwarul Haque said that “a report will be submitted within seven working days”.

Around 9.30am on October 27, the ferry — Amanat Shah — capsized near Paturia’s number five ferry terminal with 14 trucks, vans and seven motorcycles on board.

The vessel tilted after water gushed in through a crack in its bottom while it was preparing to anchor at the dock.

Dual disaster management during COVID-19 pandemic underscored   

A three-day annual Disaster Response Exercise and Exchange (DREE) by US and Bangladesh military forces  in cooperation with Bangladeshi disaster management officials ended on Thursday that emphasized dual disaster management during the COVID-19 pandemic.

Bangladesh Armed Forces Division, the Ministry of Disaster Management and Relief, and the US Army Pacific (USARPAC) jointly organized the exercise. 

Foreign Minister AK Abdul Momen, State Minister for Disaster Management and Relief Md Enamur Rahman and US Ambassador to Bangladesh Earl Miller delivered remarks during the closing ceremony at the Army Golf Club in Dhaka.  

This year’s exercise built practical knowledge about international tools for disaster management, mutual understanding and coordination among stakeholders, finalized draft guidelines for the Disaster Incident Management Team (DIMT), and shared experience and lessons about dual disaster management under the theme “Resilience through Preparedness.”

“Exercises like DREE reflect real-world scenarios and offer valuable opportunities to improve civilian-military cooperation,” Ambassador Miller said.  

Together, he said, they enhance their ability to understand each other, complement one another’s strengths, provide support where they identify gaps and, collectively, respond more effectively. 

The Bangladesh DREE is part of Pacific Resilience, which is part of the USARPAC’s Humanitarian Assistance and Disaster Relief Initiative started in 2010.  

The DREE is a comprehensive effort focusing on building multilateral interoperability for disaster response between the United States and Bangladesh along with identifying areas to increase preparation and risk mitigation.  

This is the tenth DREE because it was not held in 2020 due to the COVID-19 pandemic, said the US Embassy in Dhaka on Friday.  

On October 26, state minister Md Enamur and MAJ GEN Reginald Neal from (USARPAC) inaugurated the event.   

Because of the COVID 19 pandemic, officials organized this year’s DREE as a tabletop exercise.

However, participants expected the exercise will return as comprehensive practical exercise next year if the pandemic allows. 

Md. Shah Kamal, Senior Secretary, Ministry of Disaster Management and Relief, Lieutenant General Waker-Uz-Zaman, Principal Staff Officer, Armed Forces Division were present at the occasion.

A total of 285 participants from 130 organizations and 37 countries participated in the event.

Dengue: 130 more hospitalised in 24 hours

Bangladesh reported hospitalisation of 130 new patients with dengue fever in 24 hours till Friday morning.

With no fresh death reported, the number of fatalities from the mosquito-borne disease this year stood at 89, according to the Directorate General of Health Services (DGHS).

Of them 82 people died in Dhaka division alone, two each in Chattogram and Khulna divisions and one each in Rajshahi, Barishal and Mymensingh divisions.

Among the new patients, 126 were undergoing treatment at hospitals in Dhaka while the remaining four cases were reported from outside the division.

Some 823 patients diagnosed with dengue are receiving treatment in the country as of Friday.

Of them, 669 patients are receiving treatment at different hospitals in the capital while the remaining 154 were listed outside Dhaka.

Since January, some 23,357 patients have been admitted to different hospitals with dengue in the country. So far, 22,445 dengue patients have left hospitals after recovery, said DGHS.

In September, the country recorded the highest number of 7,841 dengue cases of the current year with 22 deaths.
