Dhaka: The University Grants Commission (UGC) has embarked on a mission to create a standardized plagiarism prevention policy applicable to all public and private universities in the country. This initiative aims to uphold ethics, originality, and accountability within the realms of education and research.
According to Bangladesh Sangbad Sangstha, a stakeholder dialogue was convened at the UGC Bhaban to discuss the draft policy. The meeting saw participation from vice-chancellors and designated representatives of 18 public and private universities. UGC Chairman Professor Dr Mamun Ahmed, addressing the session as the chief guest, emphasized that while some universities have individual policies to combat plagiarism, many lack a comprehensive framework. The proposed uniform policy would provide a guideline that universities could adopt directly or use to develop their own policies, ensuring academic freedom while maintaining ethical standards.
Professor Dr Masuma Habib, UGC Member and session chair, underscored the importance of ethics and accountability in research. She noted that between 2019 and 2026, at least 325 research papers by Bangladeshi researchers were retracted from internationally reputed journals, primarily due to violations of research ethics. She expressed optimism that the establishment of a uniform framework would enhance the quality and international acceptance of research.
The dialogue explored various facets of the proposed policy, including identifying types of plagiarism, the processes for detection and investigation, determining responsibility, punishment provisions, and the appeals process. It also addressed the need for ethics and transparency in using artificial intelligence in research and academics.
Special guests at the event included UGC Members Professor Md Mehedi Hasan Khan, Professor Dr Md Aslam Hossain, and Professor Dr Niaz Ahmed Chowdhury. UGC Secretary Dr Md Fakhrul Islam, along with directors and senior officials from relevant departments, also took part in the discussions.
