Rules for Buildings Without Approved Plans in Development, Says Minister

Banani:Housing and Public Works Minister Zakaria Taher announced that rules are being developed for buildings constructed without approved plans or in violation of approved designs.

According to Bangladesh Sangbad Sangstha, the minister discussed this initiative while speaking at the Smart City Conclave 2026, organized by Bonik Barta at Hotel Sheraton. He highlighted that six new development authorities have been established in Mymensingh, Sylhet, Cumilla, Narayanganj, Rangpur, and Barishal over the past seven months, in addition to the existing RAJUK. Efforts are also underway to set up a development authority in Bogura.

Minister Taher pointed out the absence of development authorities in certain areas results in city corporations taking on the role of approving plans and implementing projects, which can compromise checks and balances. He emphasized the importance of establishing a comprehensive legal framework for urban development.

Specifically addressing Gulshan and Banani, the minister noted that 70 to 80 percent of houses might lack the required septic tanks and soak wells. The government is holding discussions with local residential societies in Gulshan, Banani, and Baridhara to tackle these issues.

Furthermore, the minister explained that authorities previously focused on approving architectural plans, but there is now a move towards including structural, electrical, and other necessary designs. Post-construction, designers will certify that buildings are correctly constructed before occupancy certificates are issued.

The Urban Development Directorate has launched its first nearly 10-year plan, initially concentrating on metropolitan cities before extending master plans to major cities and eventually upazila levels. Policymakers, planners, engineers, developers, and representatives from both government and private sectors participated in the conclave.
