Resolution Reached to End NBR Reform Stalemate

Dhaka: Three critical issues have been resolved following a two-and-a-half-hour dialogue with top officials from the revenue department on Thursday evening, aimed at addressing the impasse created by the ongoing movement under the NBR Reform Unity Council. Finance Adviser Dr. Salehuddin Ahmed led the meeting, which took place at the Ministry of Finance within the city’s secretariat.



According to Bangladesh Sangbad Sangstha, the Ministry of Finance released a statement noting the presence of key figures such as the Finance Secretary, the Secretary of the Financial Institutions Division, the Chairman of the National Board of Revenue (NBR), and 16 NBR members. The meeting concluded with an agreement on three pivotal points aimed at resolving the ongoing issues.



Firstly, a decision was made to withdraw the complete shutdown and the March to NBR programme, which had been announced under the NBR Reform Unity Council. Secondly, there will be a reconsideration of two recent transfer orders issued by the National Board of Revenue. Lastly, a significant discussion meeting is scheduled for Tuesday, July 1, 2025, at 4 PM. This meeting will include leaders from the NBR Reform Unity Council, the Advisory Committee on Board of Revenue Reform, and NBR members to discuss amendments to the Revenue Policy and Revenue Management Ordinance, 2025, in light of a prior press release by the Ministry of Finance dated May 25, 2025.



The government anticipates that the discussion on July 1, 2025, will facilitate the necessary amendments to the Revenue Policy and Revenue Management Ordinance, 2025, by July 31, 2025, incorporating the opinions of all stakeholders. To maintain national interests, the government has instructed that the complete shutdown and March to NBR programmes be withdrawn. Furthermore, all officers and employees of the National Board of Revenue have been directed to remain in their offices and focus on their activities to ensure the continuation of business, trade, import and export, and public service activities.
