Chief Minister of Gandaki Province Surendra Raj Pandey said the province governments have not been endowed with adequate rights as per the spirit of federalism.
Inaugurating a two-day Gandaki provincial level conference of public and community libraries in Pokhara today, he said political and financial federalism is yet to be implemented in the country.
He complained that the limited resources accompanied by inadequate legal arrangement have affected developmental activities in the provinces.
Similarly, Minister for Energy, Water Resources and Social Development, Bindu Kumar Thapa, expressed the commitment of the Ministry to support the operation of public libraries in the province.
President of Pokhara Public Library Prada Vishwa Shrestha presided over the event.
