Moin Uddin Ahmed Appointed as CEO of Bangladesh Public Procurement Authority

Dhaka: S. M. Moin Uddin Ahmed, Additional Secretary to the Government, has assumed the role of Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA) as of Sunday.

According to Bangladesh Sangbad Sangstha, prior to his current appointment, Ahmed held various significant positions within the government. He served as Additional Secretary to the Energy and Mineral Resources Division and Joint Secretary to the Ministry of Public Administration. His extensive experience also includes roles as General Manager of the Bangladesh Forest Industries Development Corporation, Deputy Secretary to the Technical and Madrasa Education Division, Ministry of Education, and Secretary to the Land Appeal Board.

Ahmed has a notable history of working on public financial management initiatives. He was on lien as Program Executive and Coordinator for the Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS) of the Finance Division for two years. Furthermore, he was depute
d as Additional Program Director (Deputy Secretary) to the Public Expenditure Management Strengthening Program (PEMSP) of the Finance Division under the Ministry of Finance from June 2017 to October 2019.

His expertise in the field of Public Financial Management (PFM) reforms is well recognized. Between November 2007 and October 2012, he contributed significantly to strengthening the PFM system in Bangladesh, particularly in the implementation of the Integrated Budget and Accounting System (iBAS++). He played a crucial role in the formulation and implementation of the new Budget and Accounting Classification System (BACS) and was instrumental in implementing iBAS++ across various governmental departments, including SAEs, CGDF, Railways, and the Postal Department.
