JS body discusses BARD Bill, 2016

DHAKA, Jan 04, 2017(BSS)- The parliamentary standing committee on the Ministry of Local Government and Rural Development and Cooperatives today held a detailed discussion on the Bangladesh Academy for Rural Development (BARD) Bill, 2016.

It has suggested placing the bill in the Jatiya Sangsad (JS) with amendment and addition after through scrutiny by authorities concerned.

The decision came at the 15th meeting of the committee held at the JS Bhaban here with its Chairman Abul Hasnat Abdullah in the chair,

Among others, committee members LGRD and Cooperatives Minister Khandker Mosharraf Hossain, State Minister Moshiur Rahman Ranga, Alhaz Advocate Rahmat Ali, Fazle Hossain Badsha, and KM Selim Osman attended the meeting.

The bill was placed in parliament on September 28 last for further

strengthening the legal framework of the academy as a national organization.

It was introduced with a proposal for continuation of the BARD, which was established under the Bangladesh Academy for Rural Development Ordinance 1986.

According to the bill, the head office of the Bangladesh Academy for Rural Development would be established at Kotbari in Comilla district.

For a smooth functioning of the academy, the bill has made provisions for setting up and shifting branches of the academy at any places of the country along with abolition of the organization.

The bill said since its inception the Bangladesh Academy for Rural

Development has been contributing to the development of the rural sector.

The bill proposed formation of an 18-member board under the chairmanship the minister for local government, rural development and cooperatives.

The bill sought annulment of Bangladesh Academy for Rural Development Ordinance, 1986.

The cabinet approved the draft of the law on April 27, 2015.

Later, the House sent the bill to the parliamentary standing committee for scrutiny and reporting back within one month.
