Government Unveils Five-Year Strategic Framework for Economic Recovery

Dhaka: Finance and Planning Minister Amir Khosru Mahmud Chowdhury announced that the government has implemented a five-year strategic framework aimed at economic recovery and development through various reforms and growth initiatives. This plan, titled “Five-Year Strategic Framework for Reform and Development,” was revealed during a press briefing following a meeting of the National Economic Council (NEC), chaired by Prime Minister Tarique Rahman in Sher-e-Bangla Nagar.

According to Bangladesh Sangbad Sangstha, the framework is designed to act as a roadmap for Bangladesh’s development over the next five years, focusing on reforming state structures, expanding investment, and promoting employment-oriented growth. Minister Khosru emphasized that the framework aligns with the electoral promises of the current government, reflecting the aspirations and needs of the populace.

A critical aspect of the framework is the reform of the state governance system, prioritizing the expansion of judicial and legal services, administrative digitalization, and the strengthening of law enforcement agencies. The government aims to introduce a multi-year public program mechanism to enhance public spending’s continuity and efficiency. The Taka 3 lakh crore Annual Development Programme (ADP) for FY 2026-27 has been formulated in accordance with this strategic framework.

The government is also reassessing inherited projects to eliminate those lacking economic justification, with the minister highlighting the need to focus on projects that offer tangible benefits to the economy and the people. Future development planning will prioritize job creation, human resource development, and investment in health, education, and technical training sectors to ensure productive and employment-generating growth.

The framework is structured around five major pillars: reforming state governance, discrimination-free socio-economic development, reconstruction and recovery of the fragile economy, balanced regional development, and promoting society, sports, culture, and solidarity. These pillars address various sectors, including energy security, renewable energy, transport infrastructure, and social safety nets, among others.

In summary, the government’s strategic framework aims to position Bangladesh on a sustainable development path by reforming governance, enhancing regional balance, and fostering economic recovery through coordinated efforts in key sectors.
