Dhaka: The council of advisers today approved the Governance Performance Monitoring System (GPMS) framework as part of the interim government’s ongoing reform activities. The decision was made during the council’s 38th meeting, chaired by Chief Adviser Professor Muhammad Yunus.
According to Bangladesh Sangbad Sangstha, the GPMS framework has been designed to enhance the performance management of government offices. A press release from the Cabinet Division outlined that each ministry or division will develop a three-year plan, set annual financial targets, and implement them, taking into account both output achievement and quality criteria. Expert teams within each ministry or division will review, evaluate, and propose necessary amendments. Additionally, a third-party expert team, comprising retired and serving officials from both the government and private sectors, will assess strategic issue reports from each ministry or division.
The meeting also addressed the progress of implementing recommendations from various reform commissions. Furthermore, the council approved the ‘Reintegration Policy for Returned Migrant Workers, 2025’. This policy aims to create employment opportunities by acknowledging the skills and knowledge of returned migrant workers, foster entrepreneurship through technical advice or training, and provide healthcare and social assistance to the returnees and their families. It also seeks to offer support and protection to abused, harassed, and vulnerable returned migrant workers.
