Dhaka:Deputy Speaker of Bangladesh Jatiya Sangsad, Barrister Kayser Kamal, emphasized the importance of responsible roles by both the government and the opposition to ensure an effective and vibrant national parliament. He suggested that the opposition party could form a shadow parliament to enhance parliamentary democracy and stressed the need for effective reforms and accountability in state institutions to deliver desired services to the public.
According to Bangladesh Sangbad Sangstha, the Deputy Speaker addressed these issues as the chief guest at the Autumn Festival and freshers' reception of the 31st batch at the Institute of Education and Research (IER), Dhaka University. He reflected on his student days at the university and highlighted its role as a center for learning, research, and human resource development.
He urged students to aspire beyond merely obtaining degrees, encouraging them to develop as responsible citizens through talent, intellect, and morality, preparing to build a better Bangladesh. He noted the historic role of Dhaka University students in democratic movements and stressed the need to protect civic rights and freedom of expression as fundamental responsibilities of a democratic state.
The Deputy Speaker also pointed out the necessity of structural reforms in various state institutions, including the bureaucracy and civil administration, to ensure that the benefits of government initiatives reach the people effectively. He emphasized the constructive role of the opposition in reviewing government policies and ensuring accountability.
He proposed that an effective shadow parliament, modeled on the Westminster system, would strengthen democracy and increase executive accountability. Such a system would allow for the review of government actions, presentation of alternative proposals, and ensure parliamentary oversight. The Deputy Speaker concluded by urging unity among all Bangladeshis to work towards national development, regardless of political affiliations.
The event was presided over by Prof. Hosne Ara Begum and attended by special guests, teachers, students, and media personnel.
