Dhaka: The committee formed to review applications of deprived retired government officials has submitted its second report to Chief Adviser Professor Muhammad Yunus. Convener of the committee and former Finance Secretary Zakir Ahmed Khan handed over the report to the chief adviser at his office.
According to Bangladesh Sangbad Sangstha, the five-member committee, headed by Zakir Ahmed Khan, completed its tasks in two phases. The committee was tasked with reviewing applications from officers who were deprived of their jobs from 2009 to August 4, 2024, under the Ministry of Public Administration and preparing recommendations.
The committee included representatives from the Cabinet Division, the Ministry of Public Administration, the Finance Division of the Ministry of Finance, and the Law and Justice Division of the Ministry of Law and Parliamentary Affairs. During the first phase, the committee reviewed applications for posts of deputy secretary and above and submitted a report to the chief adviser on December 10, 2024.
In the second phase, applications were invited from the deprived cadre officers, excluding administration cadre, in Grade 3 or above posts. A total of 318 applications were submitted within the timeframe, and of those, 68 were outside the committee's jurisdiction, while 40 were incomplete. Consequently, 108 applications could not be considered, leaving 210 applications for the committee to review. The committee conducted 14 meetings to scrutinize and select these applications.
In each meeting, a representative of additional secretary rank from the Ministry of Administration was present. The committee seriously considered the written recommendations of the administration ministry, opinions of the representatives present, and related matters. The recommendations were formulated through thorough judgment and analysis.
The committee recommended promotions with retrospective effect for 78 officers, including 12 officers in Grade-1, 32 in Grade-2, and 34 in Grade-3. Analysis of the information revealed that the committee recommended three steps for six officers, two steps for 17 officers, and one step for 55 officers. However, promotions were not recommended for 132 officers, as stated in a press release issued by the Chief Adviser's Press Wing. Specific reasons for not recommending promotions were provided for each case.
