Dhaka: The Ministry of Land has mandated the installation of biometric digital attendance devices at all upazila and union land offices nationwide. This decision aims to enhance efficiency, transparency, and accountability in grassroots-level land services.
According to Bangladesh Sangbad Sangstha, the directive was outlined in a circular by the ministry's Field Administration-2 on September 14, as noted in an office order released today. The circular instructs all deputy commissioners to install and ensure the regular use of biometric attendance devices at every upazila and union land office within their districts.
The ministry emphasizes the importance of regular and timely attendance by officials and employees in land service delivery to guarantee smooth and timely public services. The government has initiated several measures, including the adoption of e-governance, to foster transparency, accountability, and a conducive working environment within government offices.
As part of these efforts, specific actions are being taken to make grassroots-level land administration more dynamic and accessible to the public. Authorities have been tasked with overseeing the consistent use of the biometric devices by officials and employees.
The circular primarily addresses all deputy commissioners, with copies distributed to divisional commissioners, upazila nirbahi officers, assistant commissioners (land), pertinent ministry officials, and system analysts. This initiative is anticipated to bolster attendance discipline, technology-driven monitoring, and accountability in grassroots land administration, thereby enhancing the delivery of land services to the public.
