Dhaka:The Department of Narcotics Control (DNC) has announced a comprehensive modernization plan aimed at addressing current challenges in its anti-drug operations. The initiative seeks to mitigate manpower shortages, upgrade enforcement technology, and expedite the prosecution of drug-related cases throughout Bangladesh.
According to Bangladesh Sangbad Sangstha, the proposed plan focuses on improving the DNC's operational capacity through increased recruitment, enhanced logistics, and advanced detection equipment. The strategy also emphasizes specialised training and closer coordination with other law enforcement agencies.
Currently, the DNC operates with 2,272 personnel, falling short of its approved workforce of 2,943 by 671 positions, which impacts field operations and enforcement activities. The department faces logistical challenges, such as the lack of official vehicles in 13 districts and a shortage of modern detection equipment like X-ray scanners and handheld drug detectors. The absence of specialised facilities, including a canine squad and a digital forensic laboratory, further hampers its efforts.
Additional Director General of the DNC, Mohammad Golam Azam, highlighted that the plan aims to transform the DNC into a more technologically equipped and professionally trained agency. The roadmap includes constructing office buildings at district levels, establishing prosecution offices at Chief Metropolitan Magistrate courts, and providing modern equipment to field personnel.
The DNC also plans to set up a dedicated dog squad and a Cyber Security and Money Laundering Unit to enhance drug detection and combat technology-facilitated drug trafficking. The development of a digital forensic laboratory is also a key component, reflecting the importance of electronic evidence in investigations.
Human resource development is a priority, with plans to establish a training academy and recruit specialised public prosecutors. The strategy includes stronger public engagement through hotlines and anti-drug awareness campaigns. A proposed memorandum of understanding with the Armed Police Battalion aims to improve security at key entry points through joint operations.
The DNC's proposal to empower departmental prosecutors is intended to improve case presentation and reduce judicial delays. The success of these measures depends on timely funding, recruitment, and effective implementation. Filling vacant positions and addressing transport shortages are critical first steps in enhancing the DNC's capacity to disrupt drug trafficking networks and improve case handling.
