Lottery System Introduced for Sub-Registrar Transfers to Combat Syndicates

Dhaka:The Law, Justice and Parliamentary Affairs Minister, Md Asaduzzaman, announced a new initiative to transfer sub-registrars through a lottery system. This measure aims to dismantle syndicates in sub-registrar offices, which are perceived negatively by the public due to corruption concerns.

According to United News of Bangladesh, Minister Asaduzzaman expressed that the government cannot instantly transform the current negative situation but must begin somewhere. The first lottery for highly sought-after postings in Dhaka was conducted as part of this effort. From 131 Category-A sub-registrars across the country, 18 were selected via the lottery for posting in various areas.

The minister addressed criticisms of the lottery system, acknowledging the need for skilled officials in Dhaka. He assured that the competence of officials chosen through the lottery would be evaluated before assigning responsibilities. While recruitment cannot be done through a lottery, the minister indicated that this method would gradually be used for postings to help break syndicates in corruption-prone areas.

Minister Asaduzzaman expressed optimism that the initiative would help reduce corruption. He noted that sub-registrars generally serve for two years, but those involved in corruption would not be retained. Currently, there are 372 sub-registrars in service, with 139 positions vacant.

The minister highlighted that the ministry has thoroughly reviewed media reports of corruption involving sub-registrars and has sought explanations and conducted investigations. However, no allegations have been conclusively proven due to insufficient evidence.
