BSEC Seeks Public Input on Draft Whistleblower Protection Rules

Dhaka: The Bangladesh Securities and Exchange Commission (BSEC) has officially invited public opinions, suggestions, and objections on the draft ‘Bangladesh Securities and Exchange Commission (Capital Market Related Information Disclosure and Whistleblower Protection) Rules, 2026.’ The initiative aims to refine the proposed regulations intended to safeguard market integrity and protect whistleblowers.



According to Bangladesh Sangbad Sangstha, the BSEC has drafted these rules by exercising the powers conferred under ‘Section 33(1) of the Securities and Exchange Ordinance, 1969 (Ordinance No. XVII of 1969)’ and ‘Section 24(1) of the Bangladesh Securities and Exchange Commission Act, 1993 (Act No. 15 of 1993)’. These legislative provisions empower the commission to establish regulations conducive to maintaining transparency and accountability in the capital market sector.



The proposed regulation, titled Bangladesh Securities and Exchange Commission (Capital Market Related Information Disclosure and Whistleblower Protection) Rules, 2026, aims to create a dual-purpose mechanism. It is designed to facilitate the transparent disclosure of capital market information while ensuring legal protection for whistleblowers who report financial irregularities or sector-specific malpractices. The BSEC’s invitation for public opinion underscores its commitment to incorporating diverse perspectives in shaping a regulatory framework that supports market integrity and transparency.
