Bangladesh Launches Framework for Locally Led Climate Adaptation to Boost Resilience

Dhaka: Bangladesh has officially launched the ‘National Framework and Action Plan for Locally Led Adaptation (LLA),’ a pioneering initiative aimed at enhancing climate resilience through locally driven measures.



According to United News of Bangladesh, the Environment Ministry’s dissemination of this framework marks a significant step in the country’s commitment to climate adaptation. The initiative is backed by the Asian Development Bank (ADB), the Foreign, Commonwealth and Development Office (FCDO) of the British High Commission, the World Bank, and the United Nations Development Programme (UNDP).



UNDP noted that this dissemination represents a key milestone in translating Bangladesh’s climate commitments into practical adaptation strategies. Environment Adviser Syeda Rizwana Hasan, speaking at the event, stressed the importance of connecting policy with implementation to ensure that climate plans are actionable and effective.



Hoe Yun Jeong, Country Director of ADB, highlighted the framework’s role in integrating adaptation into national systems while addressing local needs. He mentioned ADB’s commitment to improving access to climate finance, particularly for vulnerable groups like smallholder farmers and women entrepreneurs. UNDP’s Stefan Liller expressed pride in contributing to the framework’s formulation and emphasized its alignment with national systems.



The LLA Framework, approved in May 2025, aims to empower local governments to drive community-focused climate action. The launch event featured key stakeholders discussing how this framework will enhance community-centered climate resilience across Bangladesh.
