Dhaka: The Ministry of Primary and Mass Education has issued a new gazette notification amending the Government Primary School Teacher Recruitment Rules. The notification, signed by Primary and Mass Education Secretary Abu Taher Md Masud Rana, announced the changes.
According to Bangladesh Sangbad Sangstha, the amendment specifically alters sub-rule (2), clause (Kha) of Rule 7, where the expression "other subjects" has been replaced with "science and other subjects with at least," providing an update for candidates with a science background. Initially, the main rules published on August 28, 2025, specified that 93 percent of the posts to be filled through direct recruitment would be merit-based, with 20 percent reserved for science graduates and 80 percent for graduates in other disciplines.
The latest amendment delineates the inclusion of graduates from both science and other fields. Schedule-1 of the rules has also been revised, detailing the recruitment process and eligibility criteria for candidates. Under the new rules, teacher recruitment will occur on an upazila or thana basis, with a five percent quota reserved for the children of freedom fighters, martyred freedom fighters, and Biranganas.
Once recruited, a teacher will become permanent after successfully completing the probationary period and demonstrating satisfactory performance and conduct. However, if performance is unsatisfactory, the appointing authority may cancel the appointment or revert the individual to their previous position.
The rules also stipulate that basic training must be completed within four years of appointment. For teachers aged 50 and eligible for promotion or confirmation, certain examination and training conditions may be relaxed. Additionally, head teachers currently in grade-12 without basic training are required to complete the training within 18 months of their pay scale upgrade, failing which will result in demotion to a lower pay grade, as outlined in the new rules.
