New Ambassadors present their credentials

Newly appointed ambassadors of five different countries to Nepal have submitted their letters of credence to President Ramchandra Paudel.

Residential ambassadors of Switzerland and the European Union and non-residential ambassadors of the Kingdom of Sweden, Hungary and the Czech Republic presented their credentials at a special ceremony held at the Office of the President on Thursday.

According to the Office of the President, the newly appointed residential ambassadors of Switzerland and the European Union are Danielle Meuwly Monteleone and Lorenzo Veronique respectively.

Likewise, Jan Thesleff, István Szabó and Dr. Eliska Žigová have been appointed as non-residential ambassadors of the Kingdom of Sweden, Hungary and Czech Republic respectively.

Also present at the ceremony were Foreign Minister Narayan Prakash Saud and high-ranking officials of the Government of Nepal.

Officials of Language Commission submit memo to PM Dahal

Office-bearers including the Chairperson of the Language Commission met Prime Minister Pushpa Kamal Dahal 'Prachanda' today.

In the meeting held at the Office of the Prime Minister and Council of Ministers, Singha Durbar, they submitted a recommendation on the subject of some amendments to the previous recommendations regarding the language of official use.

The internal management problems within the commission and their solutions were also discussed.

Also today, office-bearers of Nepal Trust met with Prime Minister Dahal to discuss about the assets under the ownership of the trust and its use.

A delegation including the President of the Federation of Contractors Association of Nepal, Rabi Singh, met with the Prime Minister today. They drew the attention of the Prime Minister saying that there was no hearing on their demand regarding release of their due payment.

On the occasion, Prime Minister Dahal said that his attention has been drawn to the demands of contractors, which will be properly addressed.

World Bank Projects a Rebound in Nepal’s Economic Growth

The World Bank (WB) has estimated expansion of Nepal's economic growth in the coming fiscal year.

Making public the South Asian Development Update and Nepal Development Update 2023 in Kathmandu on Thursday, the World Bank said Nepal's economy is expected to rebound to 3.9 % growth rate in the fiscal year 2024.

However, Nepal's Gross Domestic growth rate will remain at 1.9 percent this year, the World Bank noted.

In collaboration with Society of Economic Journalists Nepal (SEJON) and the Kathmandu University, the World Bank released the South Asian Development Update and Nepal Development Update reports.

The economy is expected to rebound owing to a lagged impact of the lifting of import restrictions, strong rebound in tourism, and the gradual loosening of monetary policy, according to the World Bank’s twice-a-year country update.

Nepal’s economy is estimated to grow by 5% in fiscal year 2025. However, there are multiple risks to the outlook including an erratic monsoon, which could dampen agricultural growth; a renewed spike in commodity prices or continued food export bans by India which would raise prices; and higher inflation which could keep policy rates elevated, increase domestic debt servicing costs, and drag on growth.

The country’s total exports amounted to 6.9% of GDP in FY 2023, representing only a third of the exports of other South Asian middle-income countries on average.

The analysis finds that the real appreciation of the exchange rate and continued low labor productivity are associated with Nepal’s lower exports. As per the report, Nepal suffers from labor productivity deficit across all three sectors – agriculture, industry, and services – compared to peer countries and its main trading partner, India.

“Amid challenges, Nepal is leading the way towards operationalizing its green, resilient, and inclusive development vision to shape the country’s long-term economic recovery,” said Faris Hadad-Zervos, World Bank Country Director for Maldives, Nepal, and Sri Lanka. “Improved external competitiveness is key to driving this recovery and enabling Nepal to compete in export markets, in terms of both prices and quality. This requires emphasis on reforms to help increase domestic productivity and reduce the inflation differential with Nepal’s trading partners.”

He noted that Nepal has higher economic potentials and expressed happiness over Nepal's preparation to graduate to the developing country status.

“South Asia’s energy intensity of output is about twice the global average and the region lags in the adoption of more advanced energy-efficient technologies,” said Franziska Ohnsorge, World Bank Chief Economist for South Asia. “Improvements in energy efficiency, in the context of a rapid global energy transition, are an opportunity for South Asia to make progress toward both environmental and economic goals.”

The Nepal Development Update is a companion piece to the latest South Asia Development Update, Toward Faster, Cleaner Growth, also launched today, which projects South Asia to grow by 5.8% this year—higher than any other developing country region in the world, but slower than its pre-pandemic pace and not fast enough to meet its development goals.

Regional growth prospects are subject to downside risks, including due to fragile fiscal positions. Government debt in South Asian countries averaged 86% of GDP in 2022, increasing the risks of defaults, raising borrowing costs, and diverting credit away from the private sector. The region could also be affected by a further slowdown in China’s economic growth and natural disasters made more frequent and intense by climate change.

Constrained by fiscal challenges, governments have limited room to help their economies fully capitalize on the global energy transition. Though often seen as an additional burden for developing countries, for South Asia, the energy transition could present an opportunity for future growth and job creation—if it leads to more investments by firms, cuts air pollution, and reduces the reliance on fuel imports.

The energy transition will also have significant impacts on South Asia’s labor markets. Almost one-tenth of the region’s workers are employed in pollution-intensive jobs. These jobs are concentrated among lower-skilled and informal workers who are more vulnerable to labor market shifts. While the energy transition can help create more new jobs, it could also leave some workers stranded in declining industries. The report recommends a wide range of policies to protect such workers, including providing better access to high-quality education and training, finance, and markets; facilitating worker mobility; and strengthening social safety nets.

Also on the occasion, presenting Nepal's updates, World Bank's economist Nayan Krishna Joshi said Nepal has made remarkable progress in every sector. Nepal has been exporting electricity to India and preparation for power export to Bangladesh would substantially help economic development.

Joshi shared that sluggish progress in retail and wholesale trade has slowed down the growth of service sector in 2023.

Average consumer price has reached the highest point in seven years in the year 2023, he said low import and high remittance inflow has dropped to the lowest level since six years.

Also speaking on the occasion, National Planning Commission member Dr Ramesh Chandra Poudel said coordination was not being made with productivity of Nepali school education, laying emphasis on reforming education system of Nepal.

SC demands original documents related to decision of paroling ‘Regal’

The Supreme Court on Thursday issued an order, seeking original documents on the decision of awarding amnesty to Yograj Dhakal 'Regal' within October 11.

A single bench of Justice Manoj Kumar Sharma issued an order to this regard. "Entire documents that have the decisions dated September 20 to parole Regal by the President should be produced before the court by October 11 via Office of the Attorney General from the office that keeps it," Sharma stated in the order.

Similarly, Justice Sharma decided to slate the next hearing under full bench on October 12, reasoning that the case warranted smooth and prompt decision. It will be the case prerogative in the full bench on the slated date.

President Ramchandra Paudel had pardoned Regal upon the recommendation of the Council of Ministers on the occasion of the Constitution Day, Asoj 3.

Regal's release not only drew widespread criticism but also prompted the filing of a case against government decision by Bharati Manandhar Sherpa, the spouse of Chetan Manandhar, whom Regal had murdered in Banke.

Regal was serving jail sentence after being convicted of murder by the court.

The Supreme Court issued the order following a preliminary hearing on the case earlier today.

Cricketers from Nepal Police honoured for outstanding performance in Asian Games

Five cricketers of Nepal Police, who played the T-20 Cricket representing Nepal's national team in the 19th Asian Games, have been honoured for their outstanding performance.

Inspector General of Nepal Police and Chair of Nepal Police Sports Committee Basant Bahadur Kunwar feted the cricketers on Thursday amidst a programme.

Those getting honour include captain of Nepal Police Cricket Team Dipendra Singh Airee, Kushal Bhurtel, Sagar Dhakal and Karan KC and Gulsan Jha.

Addressing the ceremony, Chief of Nepal Police Kunwar said that performance of the cricketers from Nepal Police in the international tournaments has helped promote existence and dignity of the police organization.

Kunwar urged the sportsperson from the Nepal Police to further develop and make robust to their sportsmanship.

The Nepal Police chief said that the entire police organization felt pride and pleasure from the best players and also said that the Nepal Police Sports Committee should remain equally active for the capacity building of the players through their training and management.

On the occasion, Captain Airee said he felt pride for his affiliation to the Nepal Police.

NRB removes margin lending of Rs 120 million

Amending the Integrated Guidelines 2080 BS, the Nepal Rastra Bank (NRB) has increased the margin lending. With this, the cap of upper limit of Rs 120 million for margin lending is removed.

As per the new decision, the margin lending is fixed at Rs 150 million for individuals and Rs 200 million for institutional investors, the Nepal Rastra Bank (NRB) said in its amended guidelines.

The investors of the share market were piling pressure on the central bank to remove the existing cap on margin lending adding that this has had a serious impact on the share market.

Likewise, the commercial banks should have to maintain their counter cyclical buffer to 0.5 per cent by the end of this fiscal year.

Bangladesh team director Khaled Mahmud Sujon believes they can expect an expected result in this World Cup as the cricketers' body language and mindset is positive enough.

Terming the team environment is excellent following Tamim Iqbal saga, he said they boys are indeed desperate to achieve something big.

"The dressing room environment looks very good. There is high intensity amongst the players. They are pumped up to play well. Everyone is fit and there is no complain," Mahmud said in Dharamshala during Bangladesh's practice session today.

Mahmud was given the team director role once again Bangladesh cricket fell into a deep trouble following the omission of Tamim Iqbal from the World Cup squad. The off the field issue also seemed to have impacted the dressing room.

Tamim raised a serious allegation that a high up of Bangladesh Cricket Board (BCB) proposed him to sit out or bat at middle order in the team's World Cup opener against Afghanistan.

He didn't disclose who is that big shot of BCB but made it clear he felt so insulted that he decided to skip the World Cup.

Bangladesh players were then given restriction to talk to media and keep them away from social media.

"We want the concentration solely on World Cup and therefore the cricketers are restricted. They are advised to keep them away from social media also. I think the discipline is key to the success," he added.

Mahmud also held some media responsible for embarrassing the players by misquoting them.

"Not all media but there are some who seemed to willingly misquote the players to go viral. They are dangerous for the team."

But the team is united to achieve big goal, he said, adding that Bangladesh are experienced enough to fulfil the goal and it should be in this World Cup.

"If they can't achieve something in this World Cup, then when," he questioned. "We have two players (Shakib Al Hasan and Mushfiqur Rahim) who are playing World Cup from 2007. No team has a single player who played 2007 World Cup."

"We have nice combination of youth and experience and so I think we should achieve our goal. We are capable of reaching semifinal. We have beaten every team, who is playing in this World Cup. So it's the high time for us to bring laurel for the country. We can dream big."

Govt puts emphasis on yielding more crops in short time: Razzaque

Agriculture Minister Dr Abdur Razzaque today said that the government is emphasizing on producing more crops in less time to ensure sustainable food security as the arable land across the country is decreasing gradually.

"We are emphasizing on yielding more crops in less time and harvest crops from the same land for several times in a year," he told a workshop at Faridpur Sadar Upazila Parishad Auditorium.

Bangladesh Institute of Nuclear Agriculture (BINA) and Department of Agricultural Extension (DAE) organized the workshop on the 'Way forward to increase production of oil crops and rice in greater Faridpur and Jashore region' with Agriculture Secretary Wahida Akter in the chair, said a press release here.

Dr Razzaque, also ruling Awami League (AL) presidium member, said, "Our scientists have developed short-duration improved varieties of rice and many other crops, which can be cultivated to produce additional one crop every year. Simultaneously, the yield is also very high. These varieties should be popularized among the farmers quickly".

The government is implementing a three-year action plan to reduce country's dependency on imported edible, he said, adding, "In the first year of the plan, we have produced mustard worth of over Taka 3000 crore.

We hope, as per the plan, we will be able to reduce the import of oil by half through local production within the next fiscal year 2024-25 without reducing rice production. It will save Taka 10,000 crore annually," the minister said.

High-yielding varieties of onion have already been given to the farmers while incentives are also being given for summer onion cultivation, Razzaque said, adding, "If the onion can be stored at model storages, built by the government last year, we will not have to depend on foreign countries for onions, rather we will be able to export abroad".

Bangladesh Agricultural Research Council (BARC) Executive Chairman Dr Shaikh Mohammad Bokhtiar, Bangladesh Agricultural Development Corporation (BADC) Chairman Abdullah Sazzad, DAE Director General Badal Chandra Biswas and BINA Director General Dr Mirza Mofazzal Islam, spoke at the event, among others.

According to the release, scientists have developed high-yielding and short-duration varieties of rice and mustard to produce 40 percent of the country's edible oil demand.

With these varieties, after cultivating short-duration rice in Aman season, short-duration mustard could be cultivated in interim period before cultivating short-duration Boro rice. In this case, mustard production will come as an additional crop.

Earlier, Dr Abdur Razzaque attended a view-exchange meeting with Faridpur district unit leaders and activists of Awami League at the circuit house.

At the meeting, he said, there is nothing to fear about the US visa policy.

"Even during the 1971 War of Liberation, the US sent the 7th fleet, we did not fear of that," Razzaque said, adding that Prime Minister Sheikh Hasina will become the Prime Minister again with the support of the people overcoming all the conspiracies and sanctions.

3.50pc margin to be added with SMART:BB

Bangladesh Bank (BB) has informed that banks can now add 3.50 percent with the reference lending rate which is also known as SMART rate.

Earlier, it was 3 percent.

For pre-shipment export and agriculture loans, banks can add 2.5 percent with SMART rate which is measured by six months moving average rate of treasury bills, as per a BB circular issued today.

It was 2 percent earlier.

67 Navy personnel leave Dhaka to join UN peacekeeping

A total of 67 members of Bangladesh Navy left here today to join Bangladesh Navy's Force Marine Unit-9 in UN peacekeeping mission, South Sudan.

The contingent has been entrusted with ensuring the safe movement of the UN's essential fuel, food, medicine and humanitarian aid barges; monitoring or controlling waterway piracy; gathering all intelligence information; informing the force headquarters, assisting local communities in firefighting; and rescuing wounded military and civilian personnel, according to a press release issued by Inter Services Public Relations (ISPR).

The contingent also provides emergency medical care to local people, essential supplies for transport to military and civilian members of the mission in remote areas, as well as assist in any UN-mandated activity.

For more than two decades, the Bangladesh Navy has been participating in and fulfilling its responsibilities in international peacekeeping operations with great success -- for establishing peace and protecting human rights in various war-torn regions of the world, added the press release.

In addition to South Sudan, the Bangladesh Navy has a warship deployed in Lebanon and the Mediterranean region as the only member of the United Nations Maritime Task Force.
