PM Dahal reiterates Government commitment to maintain social unity, harmony

Kathmandu, Aug 29: Prime Minister Pushpa Kamal Dahal 'Prachanda' has commended contribution and courage of the people of Rolpa district for a political change in Nepal.

Responding to queries addressed to him by MPs in today's meeting of the House of Representatives, he said the government has focused on the development of the district. "The government has prioritised bringing the backward region in terms of development onboard the mainstream. The government has given priorities to social justice, good governance and public service."

On police investigations into various cases recently, the PM said the government had clearly directed the police administration to freely and impartially investigate cases so the guilty should not escape and innocent must not be booked. "There is no need to halt investigations when it comes to investigate cases relating to Prime Minister. Put aside my party in this regard," he said. Those found involved in corruption would face action, he added.

The government is committed to preventing any such activities that would disturb social unity, harmony and social co-existence, the PM said, adding the government would not give exemption in activities that disturb social harmony and go against culture and religion of each others.

While maintaining co-existence of all of us, our national unity will be strengthened through the protection and preservation of our originality thus consolidating our nationality in a true sense, PM Dahal reiterated.

PM seeks more US investment in Bangladesh

Prime Minister Sheikh Hasina today called for larger investment of the US companies in cross sectors particularly power, energy, ICT and infrastructure.

"I believe US companies will take advantage and invest more in potential and productive sectors like power and energy, ICT, infrastructure, light engineering and electronics, automobile industry, agro-processing, pharmaceuticals, and ceramics, among others," she said.

In her introductory speech in a meeting with the visiting executive business delegation from the US-Bangladesh Business Council at her official Ganabhaban residence this evening, she said that currently, Bangladesh has the most open Foreign Direct Investment policies in South Asia.

The premier said that the friendship and partnership between Bangladesh and the USA proved to be mutually beneficial for both the countries and deeply rooted in mutual trust.

"Since independence, the US has been one of our trustworthy development partners, contributing to our socio-economic progress. Being the single largest source of FDI and export market for Bangladesh, I wish the USA would continue to support its growth trajectory," she said.

The prime minister said her government is pursuing a sustainable long-term growth strategy for the citizens as acknowledged by global economists and organizations.

She continued that they are now more united than ever before and have promised to realize the vision of Smart Bangladesh by 2041.

"With such a strong prospect, I would now assure you of the best possible policy framework to ease our business and investment climate and make it friendlier to you," she said.

She said that the US-Bangladesh Energy Taskforce and the US-Bangladesh Digital Economy Task Force will contribute to deepening the cooperation of companies from both the countries to ensure their sustainable development.

Sheikh Hasina said Bangladesh had ensured the most attractive climate for investment that includes a liberalized industrial policy, one-stop service, an allowance for 100% foreign ownership, an easy exit policy, a 15-year tax exemption, a VAT exemption for imported machinery, streamlined services, and more.

To facilitate industrialization, she said they are establishing 100 Special Economic Zones, 109 Hi-Tech and Software Technology Parks, and IT Training and Incubation Centers across the country.

The Padma Bridge, which was opened last year, established a direct road and rail link to 21 southern districts, she said.

The premier said they are shortly going to open some other megaprojects like Matarbari Deep Sea Port, Dhaka elevated expressway, part of Metro-rail in Dhaka, and Bangabandhu Tunnel in Chattogram.

"These infrastructures will further amplify both external connectivity and internal trade, thus acting as catalysts for growth," she said.

With its own market of 170 million people, she said Bangladesh is located in the heart of a market of nearly three billion consumers.

She continued they, therefore, promote the concept of connectivity with our neighbours, which is becoming a reality.

"With its strategic location, Bangladesh is emerging as an ideal place for trade and investment in the region and beyond," she said.

The premier opined Bangladesh's strength lies in its people and they have about 55 million youths with the requisite skills.

"All these stories refer to the strengths and opportunities of my country, and I believe the American business community would like to consider them for the mutual benefit of our countries," she said.

Giving a brief description of her government initiatives for ensuring overall development of Bangladesh, she said the world community noticed that Bangladesh developed both socially and economically through odds and obstacles.

Over the last 14 and a half years, she said her government has ensured the good governance and welfare of our citizens, along with the highest growth rate in the Asia-Pacific region in recent times.

Today, she said that Bangladesh is the 35th largest economy in the world and will be the 20th largest by 2037.

"We have reduced the poverty rate from 41.5% to 18.7 %, extreme poverty to 5.6 % during the last 14 and a half years. Our per capita income rose to US dollars 2,765 in 2022 from USD 543 in 2006. Bangladesh has fulfilled all criteria to graduate as a developing country," she said.

She said Bangladesh is now pursuing long-term strategies to be among the high-income nations by 2041.

By this time, she said they have achieved self-sufficiency in food production, reached electricity every household, improved education and literacy, and created a more attractive climate for investment.

"I want to thank you again for your visit following my request made during the launch of the US-Bangladesh Business Council on 6 April 2021", she said.

The prime minister said she is sure that the USA business people will be able to understand the congenial atmosphere and feel confident in their potential investment in Bangladesh.

"You will learn that Bangladesh is now being recognized for its state-of-the-art manufacturing factories in various sectors like RMG, leather, plastic, jute, ICT, agro-processing, and many more," she said.

"Now is our TIME - and you are here to make it yours, taking advantage of our conducive investment regime. I wish every success to the US-Bangladesh Business Council," she went on saying.

The prime minister said she is also happy that after the first and successful round of business delegations, this second delegation is visiting Bangladesh, which bears the sign of enormous encouragement to expand business in Bangladesh by US entrepreneurs.

"I am extremely hopeful that your visit and exchange of views with the relevant government and private bodies will further surface the expected business-to-business partnership and benefit the private sectors of both countries," she said.

She also thanked the Chamber for hosting me in Washington this year in May at a roundtable titled "U.S.-Bangladesh Economic Partnership".

Board Members of the Business Council, Entrepreneurs and Business Executives from Bangladesh and USA, were also present.

In her concluding speech, the prime minister said, "Let us commit taking the existing friendly relations and cooperation between Bangladesh and the USA to a new height by increasing the volume of trade and commerce between the two countries."

Parliament starts discussions on Bill to Amend Some Nepal Acts

Kathmandu, Aug 29: The House of Representatives (HoR) has begun discussions on the principles of the Bill to Amend Some Nepal Acts, 2080. Minister for Law, Justice and Parliamentary Affairs, Dhanraj Gurung had presented a proposal in the HoR session today, seeking consideration on the Bill.

This Bill which aims to amend 79 different legislations was registered in the HoR, the lower house of the Federal Parliament, on May 9. The Law Minister had registered the bill citing that some Nepal Acts needed to be amended for reforming the existing Nepal Acts.

Taking part in the deliberations on the Bill, lawmaker Ramesh Lekhak said the topics included in the Bill for amending the Country Criminal Procedural Law Code should not be passed in their present form. He stressed that the bill has to be taken ahead only after holding additional discussions and amendment to it.

Dr Amaresh Kumar Singh said too many laws should not be amended through the Bill to Amend Some Nepal Acts.

Lawmaker Mahesh Bartaula also suggested introducing the amendments through separate bills, arguing that amending too many topics through a single bill will end up not a single one of the topic receiving the attention it deserves.

He also said that the lawmakers' participation should also be taken into consideration while endorsing the Bill.

Momen meets Timor’s legendary President Horta

Foreign Minister Dr. AK Abdul Momen has paid a courtesy call on the legendary figure President of Timor Leste, J. Ramos Horta at latter's official residence in Timor on Monday.

During the meeting, the foreign minister said Bangladesh and Timor Leste had showcased to the world the similar courage, sacrifice, struggle and leadership for independence, a foreign ministry's press release said here tonight.

Momen praised the personal courage and leadership of President Ramos Horta and mentioned about Father of the Nation Bangabandhu Sheikh Mujibur Rahman under whose charismatic leadership Bangladesh was liberated in 1971.

President Ramos Horta fondly recollected his memory to visit the Bangabandhu Memorial Museum during his visit to Bangladesh in 2014.

Bangladesh Foreign Minister sought support of President Ramos Horta on the Rohingya issue.

President Horta expressed his solidarity with Bangladesh on the Rohingya issue.

On the common challenge like climate change Timor President appreciated Bangladesh's leadership role and expressed keenness to work collaboratively on the climate change issue.

The foreign minister extended an invitation to President Ramos Horta to visit Bangladesh and delivered a lecture at Bangladesh Foreign Service Academy as part of 'Bangabandhu Lecture Series'.

Makawanpur people’s representatives call on PM Dahal

Bagmati, Aug 29: People's representatives from Makawanpur have met with Prime Minister Pushpa Kamal Dahal 'Prachanda' today.

A delegation comprising members of the Federal Parliament and the Province Assembly, former lawmakers and members of Constituent assembly called on the PM this morning and drew his attention towards the topic of expansion of the Hetauda road, said the House of Representatives member Mahesh Kumar Bartaula.

According to him, the delegation, during the meeting with the Prime Minister, informed that the residents of the district would not obstruct the government's road expansion works, but demanded that the house owners and traders having their houses and businesses along the HID, Main Road and Rapti Road in Hetauda should be compensated before pulling down their properties for the road expansion.

The owners of houses along the highway from Ratomate to Ratopul of Hetauda have been calling for compensation while expanding the highway on this section.

The delegation also demanded with the government that the details of the houses to be affected by the road expansion should be collected and their owners given compensation before pulling down these houses for the road expansion.

The delegation comprised of HoR members Bartaula, Deepak Bahadur Singh and Bindabasini Kansakar, the National Assembly member Ram Chandra Rai, former lawmakers Krishna Prasad Dahal and Ananta Poudel, Province Assembly member Laxmi Shrestha, and Makawanpur Chamber of Commerce and Industries president Krishna Prasad Gupta Agrawal, among others.

Action against those involved in Lalita Niwas land scam demanded

Kathmandu, Aug 29: Chief Whip of the main opposition party, CPN (UML), Padam Giri, has demanded the government to take action against those involved in Lalita Niwas land grab scam.

During a special hour of today's meeting of the House of Representatives, he demanded to carry out investigation on all issues connected with corruption, claiming that a game is being played to escape the guilty by charging fake cases in the scam.

Chief Whip Giri pointed out the need of brining all big fishes connected with corruption and irregularities under the ambit of law. He expressed the view that people are despaired due to corruption and smuggling that would affect the promotion of good governance.

"Good governance should be promoted by improving the country's situation. The government should be serious towards it as there is a situation where gained achievement might be lost", he mentioned.

Drawing the attention of the government towards ongoing activities disturbing the communal harmony and inviting conflict in recent period, Giri stressed that all should be responsible in maintaining social harmony and peace.

Government's attention drawn to control dengue

Former Finance Minister and Nepali Congress lawmaker, Gyanendra Bahadur Karki, through parliament drew government's attention to initiate effective measures to control dengue disease.

"Dengue disease has now created terror across the country. I want to draw the attention of concerned bodies to make appropriate arrangement to prevent and control the disease", he mentioned.

He also asked the government to treat the patients having complex health condition due to dengue by making arrangement of special hospital.

Saying there are 14,264 dengue patients in Sunsari district alone, Karki stressed that the government should be serious as death toll from dengue is also increasing in the district.

NAC starts Bhairahawa-Delhi, Bhairahawa-Hong Kong flights from today

Bhairahawa, Aug 29: Nepal Airlines Corporation (NAC) has operated Bhairahawa-Delhi and Bhairahawa-Hong Kong air flights from today.

Both flights, Bhairahawa-Delhi and Bhairahawa-Hong Kong, remained without passengers. The NAC operated flights to Delhi and Hong Kong from Bhairahawa via Kathmandu from today.

General Manager of Bhairahawa-based Gautam Buddha International Airport, Hansa Raj Pandey, said air flights from Bhairahawa-Delhi and Bhairahawa-Hong Kong via Kathmandu have been operated from NAC's aircraft arriving in Bhairahawa from Malaysia once in a week.

He mentioned that no passengers boarded the plane from Gautam Buddha International Airport for today's flights.

Passengers heading towards Hong Kong are sent to the destination via Kathmandu while passengers heading towards Delhi are sent to the destination from connecting flights at Tribhuvan International Airport.

The NAC had opened ticket booking from August 27 for both routes. The NAC had started Malaysia-Bhairahawa route from June 13 and have made 12 flights so far.

Government to guarantee security of investment in energy sector: DPM Shrestha

Kathmandu, Aug 29: Deputy Prime Minister and Home Minister Narayan Kaji Shrestha today said the government would guarantee the security of big investments in the energy sector.

The government would provide the security of Rs 1300 billion in the energy sector, he said in a meeting with the office bearers of the Independent Power Producers' Association-Nepal (IPPAN) here in the Ministry of Home Affairs in Singha Durbar.

Now, the government's focus is on ensuring good governance and guaranteeing security of citizens of all levels, said the minister while thanking the IPPAN for launching a campaign of good governance.

On the occasion, stating that the construction of electricity projects has been affected by protests by the local people, the IPPAN President Ganesh Karki urged the minister to manage the setting up of security posts in the project sites. He also asked the Ministry to facilitate in the transport of explosives for the construction work.

Meanwhile, a meeting has been held between the office bearers of the IPPAN and the Nepal Insurance Authority (NIA). On the occasion, the NIA Chairperson Surya Prasad Silwal said suggestion from the IPPAN would be considered in issuing the new insurance policy, rules and directives.

Dhaka looks next 50 years successful collaboration with S Korea

State Minister for Foreign Affairs Md Shahriar Alam

today said Dhaka looks forward to the next 50 years of successful

collaboration with South Korea in line with existing “comprehensive

partnership”.

“I wish that both Bangladesh and Korea will collectively bring the best out of

the Comprehensive Partnership particularly in terms of the Diplomatic,

Economic and People-to-People Relations,” he said.

He was speaking as the chief guest at a seminar titled “Korea-Bangladesh

Economic Cooperation: Sharing Development Experience and Exploring

Opportunities” at a city hotel.

“As we are crossing the milestone of fifty years of friendship this year, we

look forward to the next 50 years of successful collaboration between our two

friendly countries for the mutual benefit of our two peoples,” said the state

minister.

Alam expressed gratitude for the Korean government’s Employment Permit System

(EPS) which has been providing employment opportunities for Bangladeshi

workers in Korea.

“We thank the ROK government for increasing the ceiling of the EPS quota for

Bangladesh to 10,000 for this year and employing Bangladeshi workers in the

shipbuilding sector,” he said.

The state minister hoped that the Korean government would favorably consider

increasing the intake of Bangladeshi workers and opening new opportunities for

our workers to work in Korean agriculture, fisheries, shipbuilding and other

service sectors.

He said Korea may support Bangladesh for improvement of technical skills and

productivity of Bangladeshi workers as well as Korean language training for

Bangladeshi EPS workers by the native Korean language instructors up to the

intermediate level prior to their departure for Korea.

Alam thanked Seoul for the increase of EDCF loans by Korea for Bangladesh to

$3 billion from $700 million for a period of five years (2023-2027).

“I also express my gratitude to the Korean government for considering the new

window for concessional loans- Economic Development Promotion Facility (EDPF)

for Bangladesh to fund large-scale infrastructure projects,” he said.

Noted that Korea became a significant trade partner of Bangladesh, he

expressed satisfaction over the growth of the bilateral trade volume in recent

years registering a record high of USD 3 billion in 2022.

State Minister for ICT Division Zunaid Ahmed Palak spoke as special guest at

the seminar.

South Korean Ambassador to Bangladesh Park Young-sik, South Korean experts

Prof Hyeok Jeong, Dr Dongsoo Kim and Dr Jaehan Cho also spoke at separate

sessions.

Korean envoy said that he is confident that Bangladesh will be able to

overcome the issues following its LDC graduation and achieve the goals of

Smart Bangladesh as a developed country by 2041.

“Bangladesh has the potential to achieve sustainable economic development. We

have already witnessed a tripling of Bangladesh’s per capita income over the

last decade,” he said.

He said South Korea and Bangladesh is currently discussing the negations of

bilateral Economic Partnership Agreement (EPA).

“The EPA, if reached, will greatly increase bilateral trade in the mutually

beneficial ways,” he added.

3rd TRI Services Staff Talk held in Dhaka

The 3rd TRI Services Staff Talk (TSST) was held at multipurpose hall of the Armed Forces Division in cantonment here today aiming to enhance cooperation between the armed forces of Bangladesh and India.

During the dialogue, various bilateral military issues, including mutual military cooperation and training were discussed, an Inter-Services Public Relations (ISPR) press release said.

Director General of Operations & Plan Directorate at the Bangladesh's Armed Forces Division Brig Gen Husain Muhammad Masihur Rahman and Air Vice Marshal Ashish Vohra of India led their respective sides.

The 1st TSST was held in Bangladesh in 2019, while the 2nd TSST in India in 2022 with a view to enhancing cooperation between the armed forces of the two neighbours.

The base of cooperation between the armed forces of Bangladesh and India, which has stood solidly now, was established during the 1971 Liberation War. This relation of both the countries is multidimensional, multilateral and flourishing.

The relation among the army, navy and air force of Bangladesh and India is very deep. Indian cooperation is visible in providing training to the armed forces of Bangladesh.

Every year, many members of the Bangladesh Armed Forces join training in various institutes in India, while the members of the Indian Armed Forces participate in various trainings in Bangladesh, too.

The armed forces of the two countries have been working together in UN peacekeeping missions at various levels.

Later, Air Vice Marshal Ashish Vohra met Principal Staff Officer (PSO) of the Armed Forces Division Lieutenant General Waker-Uz-Zaman.

UK’s Dev Countries Trading Scheme shows Bangladesh’s opportunity

The British High Commission Dhaka launched a new

study today highlighting the benefits of the new UK Developing Countries

Trading Scheme (DCTS) for Bangladeshi exporters.

The British High Commissioner to Bangladesh Sarah Cooke hosted a group of

policymakers, researchers and private sector leaders to discuss the scheme at

her residence, said a press release here.

The DCTS replaced the UK's old Generalised Scheme of Preferences (GSP), with

effect from January 2023. Under the new scheme, Bangladesh will be its

biggest beneficiary.

The scheme will potentially save £315m in tariffs annually on Bangladesh's

exports to the UK, the highest among all countries, the study found.

Bangladesh will also get duty-free access on everything but arms under the

Comprehensive Preferences tier till 2029. The country will benefit from more

generous rules of origin compared to the previous GSP system.

Under the DCTS, Bangladesh will automatically move to the Enhanced

Preferences tier in 2029, which will provide duty-free access to 98% of

Bangladesh's exports to the UK, including garments.

The DCTS is about boosting trade and prosperity. Retention of the scheme is

based on respect for human and labour rights though compliance with

international conventions.

This includes those focused on civil and political rights, anti-corruption,

climate change and the environment. The UK will closely monitor these

aspects.

British High Commissioner Sarah Cooke said, "The scheme will support

Bangladesh's smooth transition from LDC status and take the UK-Bangladesh

trading relationship to greater heights."

BTA holds discussion marking National Mourning Day

Bangladesh Teachers Association (BTA) today held

a discussion titled 'Bangabandhu's Educational Philosophy' marking 48th

martyrdom anniversary of Father of the Nation Bangabandhu Sheikh Mujibur

Rahman and National Mourning Day.

Agriculture Minister Dr Md Abdur Razzak addressed the discussion as the chief

guest while Former cabinet secretary Kabir Bin Anwar, DU Pro-Vice Chancellor

(Academic) Dr Mohammad Samad and Ekushey Padak-winning journalist and freedom

fighter Ajoy Dasgupta spoke as special guests.

BTA president Principal Bazlur Rahman presided over the discussion while BTA

general Secretary Principal Sheikh Kawser Ahmed delivered the key-note

speech, said a press release.

While addressing the discussion, the speakers said as Bangabandhu realized

the importance of education, he said in a radio and television on October 28,

1970, "There is no better investment than investing capital in education to

build a well-educated society."

Therefore, Father of the Nation Bangabandhu Sheikh Mujibur Rahman

nationalized about 37,000 primary education institutions with the goal that

no child is deprived of education even in the post-independence war-torn

conditions, said the speakers.

Bangabandhu wanted to build a better social system by nationalizing all

levels of education including secondary education, they added.
