MPs from Southeast Asia condemn Myanmar junta’s parties registration law as an assault on democracy

Parliamentarians from Southeast Asia have condemned the new Political Parties Registration Law passed by the Myanmar military junta as an assault on democracy, drafted by an illegitimate authority, and designed to favor its proxy party, the Union Solidarity and Development Party (USDP), ahead of the sham elections planned for this year.

The new law, passed on 26 January, imposes a series of criteria to register parties that are extremely difficult to meet for most of the 91 political organizations currently registered in Myanmar, except for the USDP.

For instance, according to Article 5(f), national parties are under the obligation to mobilize at least 100,000 members, 100 times more than the previous law, in 90 days, an impossibility given the instability and chaos that general Min Aung Hlaing threw the country into with the illegal coup he staged two years ago.

Now parties have two months to register under these draconian conditions, or they will be dissolved and declared illegal.

The National League for Democracy (NLD), the party in government at the time of the takeover in February 2021, has announced its refusal to recognize the new law and the election commission.

But other parties may face dissolution if the junta determines they have contacted a “terrorist organization,” including the People’s Defense Forces (PDFs), set up to fight against the junta, or the National Unity Government of Myanmar (NUG).

“This law goes against all democratic principles not only because of its contents, specifically designed to make the military proxy USDP the only viable political party, but also because who has passed it. The junta led by Min Aung Hlaing has no legitimacy whatsoever to rule the country after an illegal coup d’état and two years of continuous atrocities against its own population, let alone to enact any law. The international community, starting with ASEAN, should condemn this new law in the strongest possible terms,” said Charles Santiago, Co-chair of ASEAN Parliamentarians for Human Rights (APHR), and former Member of Parliament in Malaysia on Tuesday.

The new law has been passed ahead of the general election planned by the junta this year.

According to the 2008 Myanmar Constitution, the state of emergency that was put in place by the junta after its coup on 1 February can only last two years, after which the government has the obligation to hold new elections.

Over this period, Min Aung Hlaing and his generals have unsuccessfully attempted to consolidate its power in the face of widespread popular resistance to military rule.

The junta is perpetrating crimes against humanity against its own people on a daily basis, including extrajudicial killings, indiscriminate aerial attacks against entire villages, arbitrary detentions and torture, often to death, of anyone deemed to be working with the opposition.

According to the local organization Assistance Association for Political Prisoners (AAPP), there are 13,689 political prisoners in the country, and the junta has killed at least 2,894 people, with the real numbers likely several times higher.

This all-out war waged by the junta against its own people has displaced hundreds of thousands, and ruined the Myanmar economy, creating a humanitarian catastrophe of gigantic proportions.

“In the terrible conditions currently prevailing in Myanmar, it is completely impossible to hold an election, especially if it is organized by the very same junta that created such conditions in the first place. This election is nothing but a desperate attempt by Min Aung Hlaing to legitimize his power, and will only result in even further bloodshed. The Myanmar people are not fooled by the junta’s electoral charade, and the international community should not be fooled either. It is imperative that international actors refuse to recognize the elections, and Min Aung Hlaing’s junta itself, and begin to seriously engage the democratic opposition in seeking the solution to the crisis in Myanmar,” said Santiago.

Biden to end COVID-19 emergencies on May 11

President Joe Biden informed Congress on Monday that he will end the twin national emergencies for addressing COVID-19 on May 11, as most of the world has returned closer to normalcy nearly three years after they were first declared.

The move to end the national emergency and public health emergency declarations would formally restructure the federal coronavirus response to treat the virus as an endemic threat to public health that can be managed through agencies’ normal authorities.

It comes as lawmakers have already ended elements of the emergencies that kept millions of Americans insured during the pandemic. Combined with the drawdown of most federal COVID-19 relief money, it would also shift the development of vaccines and treatments away from the direct management of the federal government.

Biden’s announcement comes in a statement opposing resolutions being brought to the floor this week by House Republicans to bring the emergency to an immediate end. House Republicans are also gearing up to launch investigations on the federal government’s response to COVID-19.

Then-President Donald Trump’s Health and Human Services Secretary Alex Azar first declared a public health emergency on Jan. 31, 2020, and Trump later declared the COVID-19 pandemic a national emergenc y that March. The emergencies have been repeatedly extended by Biden since he took office in January 2021, and are set to expire in the coming months. The White House said Biden plans to extend them both briefly to end on May 11.

“An abrupt end to the emergency declarations would create wide-ranging chaos and uncertainty throughout the health care system — for states, for hospitals and doctors’ offices, and, most importantly, for tens of millions of Americans,” the Office of Management and Budget wrote in a Statement of Administration Policy.

More than 1.1 million people in the U.S. have died from COVID-19 since 2020, according to the Centers for Disease Control and Prevention, including about 3,700 last week.

Congress has already blunted the reach of the public health emergency that had the most direct impact on Americans, as political calls to end the declaration intensified. Still, some things will change for Americans once the emergency expires, Levitt pointed out.

The costs of COVID-19 vaccines are also expected to skyrocket once the government stops buying them, with Pfizer saying it will charge as much as $130 per dose. Only 15% of Americans have received the recommended, updated booster that has been offered since last fall.

People with private insurance could have some out-of-pocket costs for vaccines, especially if they go to an out-of-network provider, Levitt said. Free at-home COVID tests will also come to an end. And hospitals will not get extra payments for treating COVID patients.

Legislators did extend for another two years telehealth flexibilities that were introduced as COVID-19 hit, leading health care systems around the country to regularly deliver care by smartphone or computer.

The Biden administration had previously considered ending the emergency last year, but held off amid concerns about a potential “winter surge” in cases and to provide adequate time for providers, insurers and patients to prepare for its end.

Officials said the administration would use the next three months to transition the response to conventional methods, warning that an immediate end to the emergency authorities “would sow confusion and chaos into this critical wind-down.”

“To be clear, continuation of these emergency declarations until May 11 does not impose any restriction at all on individual conduct with regard to COVID-19,” the administration said. “They do not impose mask mandates or vaccine mandates. They do not restrict school or business operations. They do not require the use of any medicines or tests in response to cases of COVID-19.”

Case counts have trended downward after a slight bump over the winter holidays, and are significantly below levels seen over the last two winters — though the number of tests performed for the virus and reported to public health officials has sharply decreased.

On Monday, the World Health Organization said the coronavirus remains a global health emergency, even as a key advisory panel for the group found the pandemic may be nearing an “inflexion point” where higher levels of immunity can lower virus-related deaths. China, for example, reported an unprecedented surge in December after lifting most of its COVID-19 restrictions.

Moments before the White House’s announcement, Rep. Tom Cole, R-Okla., accused the president of unnecessarily extending the public health emergency to take action on issues like forgiving some federal student loan debts.

“The country has largely returned to normal,” Cole said Monday, introducing a Republican-backed bill calling for an end to the health emergency. “Everyday Americans have returned to work and to school with no restrictions on their activities. It is time that the government acknowledges this reality: the pandemic is over.”

The House was scheduled to vote Tuesday on legislation that would terminate the public health emergency.

The bill’s author, Rep. Brett Guthrie, R-Ky., said he still hopes the House will proceed with a vote. He said he was surprised by the White House move, but thinks the legislation may have played a role in prompting the administration to act.

“I think we should go forward,” he said late Monday as lawmakers returned to the Capitol. “If for some reason they don’t do it on May the 11th, the vehicle is still there for Congress to take back its authority.”

Global Covid-19 cases cross 675 million

The overall number of Covid-19 cases around the world has now crossed 675 million, with a sudden surge of cases in Asia and some other parts of the world.

According to the latest global data, the total Covid-19 case count was 675,013,547 while the death toll from the virus reached 6,760,663 this morning (January 31, 2023).

The US has recorded 104,183,562 Covid-19 cases so far, while 1,132,719 people have died from the virus in the North American country, both highest counts around the world.

India on Monday (January 30, 2023) reported 80 new Covid-19 cases, taking the total number of infections to 4,46,82,719.

Govt starts administering 2nd booster dose of Covid-19 vaccine in Bangladesh

The country also saw two new Covid-related deaths in the last 24 hours, taking the number of deaths to 530,740, according to the health ministry's website.

Meanwhile, Canada has renewed its number of total Covid-19 cases and deaths to 4,550,256 and 50,380, respectively, the Public Health Agency of Canada (PHAC) said on Monday.

Bangladesh reported its highest daily caseload of 16,230 on July 28 in 2021 and daily fatalities of 264 on August 5 of the same year.

Chandika likely to return as Bangladesh cricket team’s head coach

Chandika, a former Sri Lankan batsman, previously served as the team's coach from 2014 to 2017. He has now signed a two-year contract with the BCB, starting from February 2023.

In his first assignment as the head coach of Bangladesh, Chandika will face the reigning world champions, England, in March in Bangladesh.

BCB President Nazamul Hasan announced on Tuesday that Chandika will be the head coach of Bangladesh for all formats of cricket in his new stint. This marks a departure from the previous stance of the BCB, which had two separate coaches for different formats.

It was previously expected that Sridharan Sriram, a former Indian cricketer, would remain as the coach of Bangladesh for T20Is. However, with the BCB president confirming Chandika as the head coach for all formats, Sriram's future with the Bangladesh team remains unclear.

Chandika expressed his excitement at the opportunity to return to Bangladesh cricket and coach the national team again. He said that he loved the warmth of the people and the culture of Bangladesh during his previous stay.

“It’s an honour to have been given this opportunity to coach the Bangladesh national team once again,” he was quoted in a press release of BCB.

BCB CEO Nizam Uddin Chowdhury welcomed the new head coach, pointing out that Chandika’s experience with and knowledge of Bangladesh cricket would be a significant advantage for the team.

He added that Chandika’s reputation as a proven tactician was well-deserved, and his previous tenure has produced remarkable results, including ODI series wins against Pakistan, India, and South Africa, a quarterfinal appearance in the 2015 World Cup, and Test victories against England, Australia, and Sri Lanka.

Chandika takes over from South African Russell Domingo as the head coach of the Bangladesh cricket team.

Fed Cup Football: Sheikh Jamal DC play 2-2 draw with Dhaka Mohammedan SC

Sheikh Jamal Dhanmondi Club, coming from behind twice, drew 2-2 with Dhaka Mohammedan Sporting Club in a Group A match of the Bashundhara Group Federation Cup Football 2022-23 at the Sheikh Fazlul Haque Moni Stadium in Gopalganj on Tuesday.

The match was also locked in 1-1 goal in the first half.

Local medio Arif Hossain put the traditional black and whites Mohammedan SC ahead in the 28th minute (1-0) while St Vincent forward Stewart leveled the margin for Sheikh Jamal in the 44th minute (1-1).

Bangladesh Championship League: Uttara hold Wanderers to 1-1 draw

Another local midfielder Ashraful Haque Asif again put Mohammedan SC ahead in the 71st minute (2-1) while Gambian forward Sulayman Sillah again neutralized the margin in the 76th minute (2-2).

In the day's match, coming from behind, Rahmatganj MFS beat Azampur FC, Uttara by 2-1 goal at the Shaheed Dhirendranath Dutta Stadium in Cumilla on Tuesday.

Rohit Sarkar scored first for Azampur FC in the very 6th minute.(1-0).

But, forwards Velencia and Ashraful Islam scored two quick goals in span of only three minutes (71st and 74th minutes) to win the match (2-1).

BPL 2023: Dhaka beat Barishal to stay alive

Dhaka Dominators beat Fortune Barishal by five wickets in the ongoing Bangladesh Premier League (BPL) on Tuesday in Sylhet.

It was only the third win of Dhaka in the event in 10 matches, that kept their hopes of qualifying to the next round alive. In contrast, it was only the third defeat of Shakib Al Hasan-led Barishal.

Barishal batted first after winning the toss. Anamul Haque was the top scorer for Fortune Barishal, scoring 42 runs off 35 balls with 5 boundaries and 1 six. Saif Hassan provided a steady start to the innings with 15 runs off 19 balls before being dismissed by Amir Hamza.

Skipper Shakib Al Hasan's stay at the crease was short-lived as he was dismissed for just 5 runs. Ibrahim Zadran and Iftikhar Ahmed were dismissed cheaply with just 2 and 10 runs, respectively.

BPL 2023: Sylhet Strikers overpower Khulna Tigers to ensure playoff berth

Mahmudullah played a crucial role in the middle order scoring 39 runs off 27 balls with 4 boundaries and 2 sixes. Salman Hossain and Karim Janat made 14 and 17 runs respectively before being dismissed. Fortune Barishal finished their innings with a score of 156/8 in 20 overs.

For Dhaka, Amir Hamza bagged two wickets.

Dhaka Dominators started their chase positively with Soumya Sarkar scoring 37 runs off 22 balls with 4 boundaries and 2 sixes. Wicket-keeper Mohammad Mithun was the top scorer for Dhaka Dominators with 54 runs off 36 balls, hitting 6 boundaries and 3 sixes. Abdullah Al Mamun contributed with 26 runs before being dismissed.

Nasir Hossain and Usman Ghani finished the game for Dhaka Dominators scoring 20 and 2 runs respectively. Dhaka Dominators won the game by 5 wickets with 3 balls to spare.

Shakib and Sunzamul Islam took two wickets for Barishal, but they could not stop Dhaka from winning this match.

BPL 2023: Comilla Victorians shock Khulna Tigers in high-scoring BPL encounter

The Comilla Victorians made remarkable history in Tuesday's Bangladesh Premier League (BPL) match, succeeding in their chase of a target surpassing 200 runs and defeating the Khulna Tigers in Sylhet.

Khulna Tigers put up a strong score with contributions from Tamim Iqbal and Shai Hope, scoring 95 and 91 runs respectively, setting a total of 210 for 2 wickets.

However, the highlight of the match was Johnson Charles from the Comilla Victorians, who scored an impressive century with 107 runs and 11 sixes.

Comilla started off on the backfoot with early losses from Litton Das and Imrul Kayes while chasing a big target, but a crucial third-wicket partnership between Mohammad Rizwan and Johnson Charles of 122 runs sealed a fantastic victory for the Victorians. Rizwan made a significant contribution of 73 runs with 4 sixes.

Comilla achieved their chase with 7 wickets in hand and 10 balls to spare, marking their sixth consecutive win and moving up to third place in the points table with 6 wins in 9 matches.

On the other hand, Khulna suffered their seventh loss in 9 matches and currently sit in sixth place with a mere 4 points.
