Dhaka: Transparency International Bangladesh (TIB) has criticized State Minister for Foreign Affairs Humaiun Kobir for his counter-questions to journalists querying his dual citizenship, labeling it as a ‘shoot the messenger’ practice reminiscent of previous authoritarian regimes. TIB has urged an end to such attempts to undermine media freedom, independent journalism, and the public’s right to access information.
According to United News of Bangladesh, TIB issued a statement emphasizing that the state minister should have directly addressed journalists’ questions regarding his dual citizenship, which is central to the ongoing controversy surrounding his appointment. Instead of counter-questions, TIB urged Kobir to clearly state his position on the matter in the interest of transparency and accountability.
State Minister Humaiun Kobir reportedly holds foreign citizenship while being involved in politics in the concerned country. TIB Executive Director Dr. Iftekharuzzaman highlighted that his appointment under the technocrat quota is unconstitutional, as Article 56(2) of the Constitution stipulates that a person must be qualified for election as an MP to be appointed as a minister. Furthermore, Article 66(2)(c) disqualifies anyone with foreign citizenship from being elected as an MP.
TIB pointed out that Kobir’s appointment while retaining dual citizenship conflicts with constitutional provisions, raising questions that demand a clear explanation. Iftekharuzzaman stated that Kobir’s aggressive response to inquiries about his citizenship mirrors practices of past authoritarian regimes and fails to uphold the dignity and ethics expected of a state minister.
The organization condemned Kobir’s approach, stressing that it pressures journalists and poses a threat to independent journalism. TIB warned that such responses might lead to self-censorship among journalists, ultimately undermining the public’s right to know.
Considering the global significance of the state minister’s position, TIB called on the government to immediately disclose accurate information about Kobir’s citizenship status and address the constitutional validity of his appointment. They also urged the government to be transparent about the citizenship status of other officials if questions arise, in the interest of constitutional accountability.
