Dhaka: The Ministry of Land is introducing a technology-based monitoring system to ensure the actual presence of officials and employees at land offices and enhance their accountability in land service delivery. Under the system, officials and employees will be able to register their attendance through a mobile application only when they are physically present within the geographical boundary of their workplace, using geo-fencing technology.
According to Bangladesh Sangbad Sangstha, State Minister for Land Mir Mohammad Helal Uddin made the remarks today while speaking at the launching ceremony of the 'Bhumi Drishti' app at his ministry at Bangladesh Secretariat. Land Minister Md. Mizanur Rahman Minu addressed the programme as the chief guest with Senior Secretary A.S.M. Saleh Ahmed in the chair. Senior officials concerned were present at the event.
The state minister emphasized the importance of the technology-based monitoring system, which aims to ensure the actual presence of officials and employees at land offices and increase accountability in land service delivery. The system is already being piloted in six districts-Dhaka, Gazipur, Narayanganj, Bogura, Rajshahi, and Chattogram.
Explaining the geo-fencing technology, the state minister highlighted its ability to define a specific geographical boundary on a map. Under this system, a virtual boundary with a specified radius will be established around each land office or workplace. The attendance registration option on the mobile application will become active only when an official's or employee's mobile phone is located within the designated boundary, preventing attendance registration from outside the workplace.
Through the 'Bhumi Drishti' app, officials and employees will be able to check in after reaching their designated workplace and check out at the end of the working day. Additionally, they will be able to submit leave applications through the same system.
The state minister further explained that if a land official leaves the workplace during office hours, a red alert will automatically appear on the central dashboard. However, if an official leaves the office for a meeting, investigation, or other official duties, they will be able to use the 'Site Visit' option to record the reason for leaving. This location-based online verification will make supervision activities easier and more effective.
He concluded by stating that the initiative would strengthen accountability among officials and employees in implementing the government's election manifesto and reinforce discipline in land service management at the grassroots level.
