Special Committee of Jatiya Sangsad Submits Report on 133 Ordinances

Dhaka: Out of the 133 ordinances issued during the interim government, the special committee of the Jatiya Sangsad has recommended that 98 ordinances be passed in their entirety and 15 ordinances be introduced in the House through the relevant ministry in amended forms. Special Committee Chairman Zainul Abedin (Barishal-3) placed the report on the ordinances in the Parliament today.



According to Bangladesh Sangbad Sangstha, the ordinances were initially presented on March 12 during the first meeting of the 13th Jatiya Sangsad. A 13-member special committee, comprising members from both treasury and opposition benches, was then formed to examine and submit a report on these ordinances. The committee has now submitted its report, recommending that 20 of the ordinances should not be introduced in the parliament as bills at this time. Instead, 16 of these should be further strengthened and revised for future consideration, while a bill should be introduced for the repeal and preservation of four ordinances.



The constitution specifies that if an ordinance is not approved within 30 days of its introduction in the parliament, its effectiveness will lapse. Consequently, the effectiveness of the 20 ordinances not approved by the parliament will lapse after the specified period. These include ordinances such as the Anti-Corruption Commission Ordinance, the National Human Rights Commission Ordinance, the Police Commission Ordinance, and the Prevention and Remedies of Disappearances Ordinance.



The report highlights that four ordinances, including the Supreme Court Judge Appointment and the Supreme Court Secretariat Ordinance, have been recommended for repeal. For the remaining 16 ordinances, it is suggested that a new bill be submitted to parliament for further examination and strengthening. The opposition party Jamaat-e-Islami expressed dissent regarding 11 of these ordinances.



The report further recommends bringing bills for repeal and custody for four specific ordinances. This includes the Jatiya Sangsad Secretariat (Interim Special Provisions) Ordinance, 2024, and the Supreme Court Judges Appointment Ordinance, 2025. Among the 98 ordinances recommended for full passage are the Bangladesh Bank Amendment Ordinance 2024 and the Cyber Security Ordinance. Additionally, 15 ordinances have been suggested to be brought up in amended form, though specifics of the amendments were not detailed in the report.
