Lottery System Introduced for Transparent UP Secy Postings

Dhaka: The Dhaka district administration has introduced a lottery-based posting system for Union Parishad (UP) secretaries to ensure transparency, impartiality, and accountability in the transfer process. The lottery was held on July 22 at the conference room of the Deputy Commissioner's Office under the initiative of Dhaka Deputy Commissioner Farida Khanom.

According to Bangladesh Sangbad Sangstha, there are 62 sanctioned posts of Union Parishad (UP) secretaries in 61 UPs under five upazilas of Dhaka district. At present, 57 secretaries are in service, while five posts remain vacant. Of the serving secretaries, 52 took part in the transfer process. Among them, 45 participated in the lottery for postings to UPs within their respective upazilas. The remaining seven, whose applications and valid grounds were considered, were allowed to seek postings in other upazilas and also took part in the lottery.

The district administration further said that of the remaining five serving secretaries, four were excluded from the transfer process due to various allegations against them, while one was kept outside the process for administrative reasons.

"To ensure transparency, accountability, and good governance in public service, every administrative activity is being carried out in accordance with rules and regulations. No scope has been kept for personal influence or recommendations in the transfer process of Union Parishad secretaries. The lottery-based posting system ensures equal opportunities for everyone and will further strengthen public confidence," said Deputy Commissioner Farida Khanom.
