Khulna: The Khulna City Corporation (KCC) has proposed a budget of Tk 601.79 crore for the 2026-27 fiscal year, with no new taxes being introduced. KCC Administrator Nazrul Islam Manju revealed the budget details at the Shaheed Altaf Auditorium of the Nagar Bhaban.
According to Bangladesh Sangbad Sangstha, the proposed budget reflects a deficit of Tk 29.54 crore, as the expenditure surpasses the projected revenue. The budget outlines Tk 211.90 crore as revenue income against Tk 241.44 crore in revenue expenditure, with government grants estimated at Tk 197.62 crore.
In comparison, the budget for the 2025-26 fiscal year initially aimed for Tk 719.50 crore, later revised to Tk 338.97 crore, achieving a 47.12 percent overall success rate. The budget is labeled as development-oriented but relies heavily on government and donor grants alongside KCC’s revenue.
Manju attributed the financial shortfall to changes in the political landscape and the completion of significant projects. The budget allocates Tk 79.46 crore under a special development fund and Tk 150 crore under the Annual Development Programme (ADP), focusing on infrastructure, public health, and conservancy.
The administrator emphasized that no new taxes would be levied. Instead, KCC aims to enhance revenue by collecting outstanding taxes, taxing new constructions, and expanding revenue through markets, shops, and city parks. Priority areas include drainage, healthcare, and waste management.
Dengue prevention measures, such as mosquito-control drives and public awareness campaigns, will persist. KCC also plans to plant 50,000 trees and develop climate-resilient infrastructure in low-income areas.
Manju detailed that Tk 73.36 crore from KCC’s funds is earmarked for development, with allocations for infrastructure, street lighting, education, and other sectors. Additionally, Tk 18.09 crore is set aside for repairs and Tk 5.90 crore for capital expenditure.
The fiscal year is expected to see contributions of Tk 79.47 crore from nine ongoing projects supported by various development partners. The budget session was chaired by KCC Chief Executive Officer Rajib Ahmed, with attendance from Khulna WASA Chairman Md Moniruzzaman Moni, political and civic leaders, and journalists.
