Home Minister Pledges Measures Over Police Deaths in Line with July Charter

Dhaka: Home Minister Salahuddin Ahmed has announced that the government will undertake necessary actions concerning the deaths of police personnel during the July Uprising, adhering to the stipulations of the July National Charter. This charter provides legal and constitutional safeguards to students and citizens who were part of the 2024 movement that led to the overthrow of the Sheikh Hasina regime.



According to Bangladesh Sangbad Sangstha, the minister mentioned the issuance of the July Mass Uprising (Protection and Liability Determination) Ordinance, 2026, by the interim government. This ordinance is based on an article of the July National Charter, which the government has endorsed, committing to provide legal and constitutional protection in alignment with the charter. The minister made these remarks following a meeting with a fire service official at the home ministry’s secretariat.



The ordinance, issued by the Interim Government on January 25, 2026, offers indemnity to students and the general public who participated in the mass movement against the Sheikh Hasina government in 2024. It is effective retrospectively from July 1, 2024, covering actions between July and August 2024.



Designated as ‘revolutionaries’ (Ganabhuthankari), the participants are granted immunity from civil and criminal cases related to the movement’s events. Existing cases against participants will be withdrawn, and no new cases will be filed. The ordinance also outlines the process for resolving pending cases, stipulating that ongoing legal proceedings must be promptly withdrawn upon application by a public prosecutor or government-appointed lawyer, with government certification. This ensures the discharge or acquittal of the accused without delay.
