HC Summons Home Secretary for Explanation Over Security Guideline

Dhaka: The High Court (HC) today summoned senior secretary Nasimul Ghani of the Ministry of Home Affairs for providing his explanation over the "Security Guideline for Providing Special Security to Important or Prominent Individuals-2025".

According to Bangladesh Sangbad Sangstha, a HC division bench of Justice Fatema Najib and Justice Sikder Mahmudur Razi passed the order, asking the home secretary to appear before it on March 18. The court issued the summons after lawyer Mohammad Shishir Manir highlighted concerns that the guideline contradicts the Warrant of Precedence.

The lawyer argued that the hierarchy of ranks for the chief justice, and judges of the Appellate Division and High Court Division of the Supreme Court has been disrupted in the guideline issued on March 2. The court heard arguments from senior advocates Manzil Murshid and Shamsuddin Babu regarding this issue, which they deemed highly humiliating.

In response, the court stayed the efficacy of the guideline for three months and issued a rule demanding that the authorities concerned explain why the guideline should not be declared illegal. The court also instructed that appropriate security be ensured for the chief justice, judges of the Appellate Division and High Court Division of the Supreme Court, attorney general, additional attorney generals, district and sessions judges, as well as chief judicial and chief metropolitan magistrates.
