Govt Plans 5-Year Program to Address Haor Crisis: Finance Adviser

Sylhet: Prime Minister’s Adviser on Finance and Planning Dr. Rashed Al Mahmud Titumir announced that a five-year integrated programme extending to 2030 will be launched to enhance the living conditions in the Haor region. This initiative aims to provide sustainable solutions beyond immediate humanitarian aid, focusing on agriculture, environment, biodiversity, and the overall quality of life in the area.



According to Bangladesh Sangbad Sangstha, Dr. Titumir outlined this plan as the chief guest at a meeting held at Sylhet Circuit House. He noted that past projects in the Haor region were often fragmented and unplanned, leading to ineffective initiatives for the people’s welfare. The current crisis has intensified due to issues such as unplanned embankment construction, river encroachment, siltation, biodiversity loss, pesticide misuse, and climate change impacts.



The adviser emphasized that the government is actively developing an integrated plan to provide sustainable solutions. A high-level delegation recently visited affected areas in Sunamganj following unseasonal rains and flash floods, initiating humanitarian aid efforts for the affected populations. Families identified for assistance will receive support for three months.



Dr. Titumir stressed the necessity of an integrated approach to address the enduring crisis in the Haor region, highlighting that relief alone is insufficient. He advocated for rice varieties that enable early harvesting before unseasonal rains and called for the provision of agricultural equipment like harvesters and dryers.



Concerns were also raised regarding the diminishing biodiversity in the Haor region, particularly noting the reduced presence of migratory birds in Tanguar Haor. Dr. Titumir urged for protection measures for this critical habitat.



He further mentioned the importance of coordination among relevant institutions and ministries under a new law addressing Haor and waterbody management. The meeting was attended by Sylhet Divisional Commissioner Md. Mashiur Rahman and other officials.
