Dhaka:The government has announced the Special Solar Power Installation Ordinance, 2026, facilitating the establishment of solar power projects with a maximum capacity of five megawatts. This initiative aims to expedite the expansion of solar energy systems across the country.

According to Bangladesh Sangbad Sangstha, the gazette notification for the ordinance was issued on October 19. The ordinance allows the development of solar power projects in various locations, including rooftops, courtyards, unused land, tea gardens, and through floating and agrivoltaic systems.

The ordinance categorizes solar power systems with a maximum capacity of five megawatts as "special solar power systems," but excludes large-scale ground-mounted solar projects. It mandates a tripartite agreement involving the consumer, service provider, and competent authority, adhering to a government-prescribed standard contract. This agreement will address site-use rights, equipment standards, e-waste management, and other related issues.

A National Policy Council, led by the prime minister, will be established to oversee the expansion of solar power and coordinate policy. It will include ministers or state ministers and senior secretaries from relevant ministries. Additionally, District Technical and Coordination Committees, chaired by deputy commissioners, and Upazila Technical and Coordination Committees, led by upazila nirbahi officers, will be formed to manage and report on local implementation.

The ordinance stipulates penalties for offenses such as theft and vandalism of solar power systems. Penalties include imprisonment and fines, with specific consequences for illegal connections and obstruction of authorized personnel. Furthermore, it provides legal protection for government actions taken in good faith under the ordinance.
