Dhaka: Land Minister Md. Mizanur Rahman Minu announced that the introduction of a unified digital monitoring system through geo-fencing technology will ensure the attendance of field-level land office officials and employees, thereby enhancing transparency, accountability, supervision, and the quality of citizen services. He made these remarks during the inauguration of the 'Bhumi Drishti App', a mobile application developed to verify the attendance of officials and employees at land offices, at the Ministry of Land.
According to Bangladesh Sangbad Sangstha, the State Minister for Land, Mir Mohammad Helal Uddin, was present as a special guest at the event. The new system utilizes geo-fencing technology, which mandates officials and employees to register their attendance via a mobile app only when they are physically present within the designated geographical boundaries of their workplaces.
Currently, this system is being piloted in six districts: Dhaka, Gazipur, Narayanganj, Bogura, Rajshahi, and Chattogram. A total of 919 officials and employees from 610 offices in these districts are participating in the pilot project. Following an evaluation of the pilot, the system is expected to be gradually implemented in all land offices at the divisional, district, upazila, and union levels nationwide.
Geo-fencing technology creates a virtual boundary on a digital map, with a specified radius encompassing each land office or workplace. The attendance registration feature on the mobile application is activated only when an official's or employee's mobile phone is detected within this boundary, preventing attendance registration from outside the designated workplace.
The event was chaired by Senior Secretary of the ministry, A.S.M. Saleh Ahmed, and attended by senior officials from the ministry and other government agencies. Additionally, senior officials from the six districts involved in the pilot program joined the event online.
