Field Level Staff Rotation Every Three Years: Ministry Notification.

DHAKA: The land ministry has announced a new directive mandating that field level employees will not remain in the same workplace, position, or department for more than three years. This decision aims to enhance the efficiency and transparency of land services across various administrative levels.

According to Bangladesh Sangbad Sangstha, the notification was issued to ensure that land services remain uninterrupted, people-friendly, and free from harassment. The interim government is taking steps to modernize land management and simplify service delivery through government employees, as stated in the circular. The notification highlighted the need to rotate employees who have been stationed at the same workplace for extended periods to promote transparency, efficiency, and accountability in land-related services.

The circular emphasized that employees within the Land Revenue Administration and Land Records and Survey Department must adhere to four specific guidelines when transferring from one workplace to
another. These guidelines aim to provide opportunities for field level employees to gain experience across all administrative levels in phases. In situations where an employee needs to be transferred prematurely due to physical illness, moral integrity issues, or other specific reasons, a report justifying the transfer must be submitted by the Deputy Commissioner or, if necessary, the Divisional Commissioner to the Ministry of Lands promptly.

This initiative underscores the ministry’s commitment to improving land services while addressing public complaints and harassment issues by ensuring that field level staff are regularly rotated to new positions.
