BTRC Sets Minimum 4G Speed at 10 Mbps

Dhaka: The Bangladesh Telecommunication Regulatory Commission (BTRC) has mandated a minimum speed of 10 megabytes per second (Mbps) for 4G mobile internet services. This directive is part of a newly established Quality of Service (QoS) framework aimed at enhancing network performance across the nation.

According to Bangladesh Sangbad Sangstha, the BTRC announced that the minimum speed requirement was approved during a recent meeting of the BTRC Commission. A press release stated that starting from September, the BTRC will implement monthly network performance assessments to ensure compliance with the new standards. The updated QoS framework mandates operators to uphold a minimum 4G speed of 10 Mbps during drive tests, reduce call drop rates, and submit monthly reports detailing various service metrics.

The revised QoS guidelines highlight several key parameters. The Call Setup Success Rate is required to be at least 99 percent at the network level and 98 percent at district and sub-district levels. Call Drop Rates are capped at a maximum of 1 percent for 2G networks and 1.5 percent at the sub-district level. The 4G Data Connection Success Rate must reach 99 percent at the network level and 98.5 percent at the district level. For Average User Download Speed, the minimum is set at 3.5 Mbps at the network level and 2.5 Mbps at the district level.

Drive Test Voice Metrics require a call setup success rate of 98 percent or higher, automated call drops below two percent, and a Voice over LTE (VoLTE) user experience index of at least 3.5. For Data Service Speed, a minimum download speed of 10 Mbps and an upload speed of two Mbps are mandatory. The updated benchmarks also encompass fixed internet, telephony services, and Non-Terrestrial Network (NTN) operators.

Additionally, the release stated that non-network complaints must be addressed within 28 days. Customer service centers are expected to respond to 90 percent of calls within 40 seconds, and all calls should be answered within 90 seconds.
