Accra:Bangladesh Public Procurement Authority A consultation was held today to gather feedback on the introduction of provisions that prioritize locally produced goods in public procurement. This initiative is part of Section 25ka of the newly amended Public Procurement Ordinance, 2026.
According to Bangladesh Sangbad Sangstha, the Ordinance's Section 25(ka) aims to align with the government's 'Bangladesh First' principle by giving preference to locally produced goods. The consultation, led by Abu Sayed Md. Kamruzzaman, the CEO of BPPA and Secretary to the Government, was organized by the Authority. It follows previous discussions with a Technical Working Group that included representatives from large procuring agencies.
On October 17, 2026, BPPA Director Shah Eyamin-Ul Islam presented proposed amendments to the Public Procurement Rules, 2025. He highlighted the provision for preferential treatment to local goods and sought input on setting thresholds to promote start-ups and introducing a Limited Tendering Method for BSCIC-registered units.
Approximately 20 representatives from various ministries and departments, including Invest Bangladesh and the Ministry of Industries, participated in the consultation. They supported the preferential treatment initiative but noted the necessity of defining eligible products and the local content required. They also stressed the importance of evaluating the impacts of mandatory preference for local goods to prevent misuse.
Participants highlighted the need for coordination among ministries and agencies to implement the provision effectively. BPPA officials also inquired about existing criteria for identifying start-ups, seeking input from the ICT Ministry. The Authority intends to finalize the rules shortly.
