BPPA Introduces Mandatory e-GP Through Public Procurement Rules, 2025

Jashore: The government has officially mandated electronic Government Procurement (e-GP) by enacting the Public Procurement Rules, 2025 (PPR, 2025). This move necessitates increased training on the new regulations to ensure that stakeholders adhere to the updated procurement rules.

According to Bangladesh Sangbad Sangstha, the Bangladesh Public Procurement Authority (BPPA) is actively organizing training programs for procuring entities and tenderers to familiarize them with the new rules. S. M. Moin Uddin Ahmed, the Chief Executive Officer (Secretary) of BPPA, highlighted this initiative at a workshop focused on PPR, 2025 and e-GP held in Jashore. The workshop was presided over by Mohammad Ashek Hasan, Deputy Commissioner and District Magistrate of Jashore, and featured a presentation by BPPA Director Afroza Parvin on the significant changes within PPR, 2025.

Over 40 tenderers from Jashore participated in the session, underscoring the importance of such workshops in disseminating the PPR, 2025 across variou
s districts and upazilas. The Bangladesh Center for Communication Programs (BCCP) managed the workshop, which took place in the conference room of the Deputy Commissioner of Jashore.

Elaborating on the background and formulation of PPR, 2025, BPPA CEO S. M. Moin Uddin Ahmed noted that the rules, along with the amended Public Procurement Act (PPA), 2006, took effect on September 28, 2025. These regulations are being communicated through multiple channels, including workshops, newspaper articles, advertisements, and TV reports, as well as training sessions for trainers specializing in PPR, 2025.

The PPR, 2025 aims to enhance stakeholder engagement in public procurement by introducing specific provisions. Participants of the workshop have positively received these provisions, expressing that they will increase registration on the e-GP platform and boost overall participation in public procurement processes.

Mohammad Ashek Hasan, Deputy Commissioner and District Magistrate of Jashore, commended BPPA for organi
zing the workshop, stating, ‘We usually don’t get a chance to discuss such a major issue with any high-level government official, and so we need to fix things as per our own understanding.’ He added that the presence of the BPPA CEO at the workshop would greatly benefit procuring entities and tenderers in Jashore.

BPPA continues to conduct workshops on PPR, 2025 and e-GP nationwide to raise awareness and build capacity among stakeholders involved in public procurement.
