Dhaka: Bangladesh Bank (BB) has clarified that industrial enterprises in specialized zones registered with the Invest Bangladesh Authority will not require prior approval from the central bank for medium- and long-term external borrowing. The clarification was issued today through a circular by the Foreign Exchange Policy Department-1 (FEPD-1), modifying a provision introduced through FEPD-1 Circular No. 32 on September 2, 2026, said a BB press release.
According to Bangladesh Sangbad Sangstha, the new circular specifies that medium- and long-term external borrowing by industrial enterprises of specialized zones, other than those registered with the Invest Bangladesh Authority, will continue to need approval from Bangladesh Bank. The central bank also mentioned that loan proposals from formerly Economic Zone (EZ) companies must be submitted to the Scrutiny Committee on Foreign Loan/Supplier's Credit of the Invest Bangladesh Authority for evaluation.
The Bangladesh Bank confirmed that all other provisions of the September 2 circular will remain unchanged. The latest clarification has been communicated to all authorized dealers in foreign exchange across Bangladesh to ensure they inform their respective clients of the updated policy.
