Frustration grows as chaos continues at Bangladesh’s vaccination centres

Vaccination centres across the country drew huge crowds on the 5th day of the mass vaccination drive, creating a chaotic situation everywhere and raising the risk of the virus transmission.

After a reality check at different vaccination centers, UNB correspondents saw long queues of people standing close to each other with little or no regard to social distancing rules.

Hundreds of jab-seekers, both male and female, turned up at the small vaccination centres with or without online registrations, overwhelming its medical staff.

The medical staff at the vaccination centres and the vaccine aspirants pointed fingers at each other because of mismanagement and slow pace of vaccination.

According to the UNB correspondents, the number of staff was too inadequate to smoothly vaccinate such a huge number of people.

As the ruthless Delta variant of Covid-19 keeps spreading like wildfire, Bangladesh on Saturday kicked off another phase of its mass vaccination drive aimed at inoculating 35 lakh people in six days.

However, the drive has not been free of controversies as mismanagement and anomalies across the country became a topic of discussions in the last few days.

Even on the very first day of the drive, UNB reported about the chaotic situation which arose at the city’s Shaheed Suhrawardy Medical College and Hospital.

Nearly 4,000 vaccine seekers, including men and women, were seen waiting in queues in the corridors of its first and second floors with the vaccination going on at a snail’s pace.

Outraged by the “mismanagement”, the vaccine seekers said the situation turned worse as there was no arrangement for women to stand in any separate queue.

Tired of the long wait in the queue, the irate crowds got involved in quarrels with Ansar personnel and the hospital staff.

Some of them were seen trying to push each other to enter the vaccination rooms venting their anger amid chaos.

Inside the vaccination rooms, it was found that only two to three nurses were providing shots while another two or three medical staff were checking vaccination registration papers. They had to struggle a lot to cope with the situation for lack of manpower.

The vaccine seekers were seen waiting in front of the vaccination centres in long queues amid rain, causing immense sufferings to the people standing there for taking covid jabs.

According to the District Civil Surgeon office, some 10 people die of Covid-19 in the city on average every day while 800-900 are being infected.

During a recent visit to some vaccine centres, the UNB correspondent found hundreds of people waiting in front of Chattogram City Corporation General Hospital centre in Sadarghat area of the port city.

Rahim Sobahan, a 57-year-old man, said, “He had been standing in a queue since 8 am and got the chance to enter the vaccine centre around 11 am.”

The same scenario was seen in the city’s Bandar, EPZ, Patenga, Halishahor vaccination centres.

Hazera Begum, another vaccine aspirant, said “The vaccine centre is overcrowded and I can’t understand whether I came here to secure myself from Covid or being infected with Covid.”

Zonal Medical Officer of Bandar EPI zone, Dr Hasan Murad Chowdhury, said “We’ve asked people not to come to the centre without getting any SMS from the government but people are coming to the centres after completing their registration. The Covid situation may take a serious turn if things like these continue. If the authorities concerned fail to take any immediate steps, then the Covid situation may turn into a catastrophic one.”

Civil Surgeon Dr. Sheikh Fazle Rabbi, said: “Many people thronged in front of the vaccine centres at a time, creating a chaotic situation, though there’s a scope to take a jab throughout the day. Anyway, the authorities concerned have taken steps to maintain discipline at centers.”

DGHS report on vaccination

According to the Directorate General of Health Services (DGHS), some 14,769,447 people have received the first doses of Covid vaccine as of Tuesday across the country.

Of them, 58,200,63 people received AstraZeneca Covishield while 50,255 received Pfizer, 68,27,383 Sinopharm and 20,71,746 Moderna vaccines.

During the period, 49,02,173 people received the second doses of vaccine across the country and 46,58,997 of them got AstraZeneca Covishield, 27,590 Pfizer, 211,800 Sinopharm and 3786 Moderna vaccine.

So far, 2,832,0519 people have completed their registration for taking covid jabs till 5 pm on Tuesday.

On Saturday, Bangladesh kicked off another phase of its mass vaccination drive aimed at vaccinating 35 lakh people in six days.

Covid jabs will be administered simultaneously in 4,600 unions, 1,054 municipality areas and 433 wards of the city corporations, Director General of Health Services Dr ABM Khurshid Alam told the media on August 6.

1.77 mln doses of Sinopharm vaccine on way to Dhaka

Bangladesh will soon receive another consignment of 1.77 million doses of Sinopharm vaccine under COVAX facility.

The consignment will be arriving here by Emirates Airlines flight which departed Beijing at 7:20am on Wednesday.

The vaccines will arrive will arrive at Hazrat Shahjalal International Airport via Doha, said Hualong Yan, Deputy Chief of Mission at Chinese Embassy in Dhaka.

On Tuesday, Bangladesh received Sinopharm’s 1.7 million doses of vaccine under COVAX facility.

Earlier, Foreign Minister Dr AK Abdul Momen said Bangladesh will receive another consignment of 34 lakh doses of Sinopharm vaccine this week while 60 lakh doses of Pfizer vaccine in September next week.

Apart from that, he said Bangladesh will also receive 10 lakh doses of AstraZeneca vaccine soon which is likely to come under the COVAX facility.

Vaccination drive in Bangladesh: Procurement of 60 mln Sinopharm doses gets nod

The Cabinet Committee on Public Purchase on Wednesday approved a proposal of the Health Service Division to procure 60 million doses of Chinese Sinopharm vaccine as the government is trying to gear up its nationwide vaccination drive.

According to officials, the vaccine doses will arrive in the country by November this year.

But the price of the vaccine doses was not disclosed as there is a non-disclosure agreement with China in this regard, they said.

“We hope the vaccine doses will reach the country by November this year. Since we’ve a non-disclosure agreement, we can’t disclose the price,” Shamsul Arefin, additional secretary of the Cabinet Division, told reporters while briefing them on the issue.

The virtual meeting, chaired by Finance Minister AHM Mustafa Kamal, also approved nine other procurement proposals of different ministries.

The finance minister said, “We’ve calculated that we need to vaccinate some 13.82 crore people. So, we have to buy 27.65 crore vaccine doses. We’ve 2.55 crore vaccine doses in our hands and the remaining amounts need to be collected.”

Earlier, Bangladesh purchased 15 million doses of Sinopharm Covid vaccine from China at a rate lower than what was set in an earlier deal.

Bangladesh earlier received two million doses of vaccine as a gift from China.

On May 27 this year, the same committee approved the procurement of the same Chinese jabs at $10 per dose.

China was then upset by the disclosure of the price saying it was a breach of a non-disclosure clause agreed by the two governments.

Biswajit Das murder case: Fugitive convict held in Faridpur

Police on Tuesday night arrested a fugitive criminal who had been on the run since his conviction in the 2012 Biswajit Das murder case.

Imran Hossain Imran, who was sentenced to life in jail in the case in 2013, was nabbed from a house in Char Bishanpur village of Faridpur’s Sadarpur upazila, police said.

Acting on a tip-off, a team conducted a raid in the area and arrested Imran around 10.30 pm, said Subrata Goldar, officer-in-charge of the Sadarpur police station.

Imran will be produced in the court on Wednesday, the OC said.

On December 9, 2012, tailoring shop employee Biswajit was chopped to death by some BCL activists near Bahadur Shah Park in Old Dhaka during the BNP-led alliance’s countrywide road blockade programme.

On December 18, 2013, a tribunal sentenced eight BCL activists to death and 13 others, including Imran, to life imprisonment in the Biswajit killing case.

On August 6, 2017, the High Court upheld the death sentences of Rafiqul Islam Shakil and Rajon Talukder and commuted the capital punishment of four other convicts — Mahfuzur Rahman Nahid, Emdadul Haque Emdad, GM Rasheduzzaman Shawon and Mir Nurul Alam Liman — to life term.

Barishal logs 13 fresh Covid deaths

Barishal division has logged 13 new Covid deaths in the past 24 hours, health officials said on Wednesday morning.

Of the deceased, six had tested positive for Covid-19 while the remaining seven showed symptoms of the virus infection.

Ten of them died at Sher-E-Bangla Medical College and Hospital (SBMCH) while the others died in different hospitals, the officials said.

Divisional Health Director Dr Basudev Kumar Das said that 569 patients have died of Covid-19 so far in the division.

Besides, 389 people have tested positive for Covid in Barishal division in the past 24 hours.

Of them, 152 are from Barishal district alone. So far, 16,323 people have been infected in the district.

On the other hand, some 39,742 active Covid patients have been identified in the division to date, the officials said.

According to SBMCH authorities, 210 Covid patients are currently undergoing treatment at SBMCH and of them, 64 are confirmed cases.

Covid kills 237 more in Bangladesh as Delta strain raging

Bangladesh reported 237 Covid-19 related deaths as health authorities came up with their 24-hour report on Wednesday, a figure that shows how bad the situation is in the country.

On August 5, the country reported 264 deaths shattering its previous single-day record of 258 Covid-related deaths on July 27 and it was repeated on August 10 when the country logged 268 deaths.

Besides, 10,420 more people came out Covid positive during the period after testing 44,430 samples, according to the Directorate General of Health Services (DGHS).

The fresh numbers pushed Bangladesh’s total fatality to 23,398 and total cases to 1,386,782.

The case positivity rate during the 24-hour period fell a little to 23.45 % from Tuesday’s 23.58 %, while the World Health Organization (WHO) recommends a 5% or below rate.

The recovery rate, however, rose to 90% from 89.71%, with the recovery of 13,313 people during the period, said the DGHS.

However, the case fatality rose to 1.69 % during the period after remaining static at 1.68 % for a few days.

Deaths in Dhaka division crossed 100 on a single day with 105 people dying of Covid-19 during the 24-hour period.

Besides, 54 people died in Chattogram, 23 in Sylhet, 20 in Khulna, 11 in Mymensingh, 10 in Rajshahi, eight in Barishal and 6 died in Rangpur divisions.

Among them, 134 were men and 103 were women.

Of them, one was under 10 years of age, two were between 11-20, four were within 21-30, 14 between 31-40, 24 between 41-50, 46 between 51-60 and 146 were above 60 years of age, the DGHS added.

Student protest causes traffic disruption in Barishal

Traffic movement on BM College Road in Barishal city was disrupted for two hours on Wednesday morning as students of Braj Mohan College blocked the road.

They put barricades on the road in protest against imposition of extra session and registration fees for the Honours 2nd year examinees of the college.

Around 250 students of the college took to the streets in front of its Academic building around 10:30 am, halting traffic on the road.

The college remained shut for two years due to Covid pandemic.

The students threatened to continue their movement if the authorities concerned do not revise their decision.

The traffic on the road returned to normalcy around 12:30 pm after the authorities concerned assured them of meeting their demand.

Contacted, Golam Kibria, principal of the College, said, “They’ll take steps soon to resolve the problem in consultation with the students and the higher authorities concerned.”

Six detectives rob bizman of 20 gold bars in Feni, held

Six sleuths of the detective branch of Feni police were arrested on Tuesday night for allegedly robbing a businessman of 20 gold bars worth Tk 1.24 crore.

Some 15 of the 20 looted gold bars have been recovered from the possession of the accused, police said on Wednesday.

Those arrested have been identified as detective branch officer-in-charge Saiful Islam, three sub-inspectors — Motaher Hossain, Mizanur Rahman and Nurul Haque — and two assistant sub-inspectors, Avijit Barua and Masud Rana.

Khandaker Nurunnabi, superintendent of Feni police, said the arrests were made in the wake of a complaint against them by businessman Gopal Kanti Das.

As per the complaint, the six detectives intercepted Gopal’s car on the road under Fatehpur flyover on the Dhaka-Chattogram highway while he was on his way to Dhaka with 20 gold bars on August 8.

Later, the accused sleuths looted the gold bars from Gopal and left the spot.

On Tuesday, Gopal approached the SP of Feni police and a subsequent investigation found the six policemen prima facie guilty of robbery. They were arrested around 11.30pm.

A robbery case has been filed against the six at the Feni model police station.

Unusual yarn price hike in local market to be checked: Manufacturers

Local yarn manufacturers have decided to check unusual price hike of yarn in the domestic market and committed not to increase yarn prices quoted in the pro-forma invoices (PI) issued on August 10 at the latest.

The assurance came after the leaders of Bangladesh Garment Manufacturers and Exporters Association (BGMEA), Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) and Bangladesh Terry Towel & Linen Manufacturers & Exporters Association (BTTLMEA) held a meeting with Bangladesh Textile Mills Association (BTMA) on Tuesday night.

BGMEA President Faruque Hassan, BKMEA President A.K.M. Salim Osman, MP, First Vice President Mohammad Hatem, BTTLMEA Chairman M Shahadat Hossain and BTMA President Mohammad Ali Khokon took part in the meeting. Former BGMEA President Kutubuddin Ahmed, former FBCCI President A.K. Azad, former BTMA Presidents A. Matin Chowdhury and Tapan Chowdhury were present at the meeting.

BTMA President Mohammad Ali Khokon assured that yarn manufacturers would keep pro-forma invoice (PI) valid for 15 days which they were keeping in a very short time. Such a short time limit was not sufficient for taking business from buyers. PI is an estimated invoice sent by a seller to a buyer in advance of a shipment or delivery of goods.

They also agreed to hold another meeting next Monday to have discussion over reducing yarn price.

BGMEA President Faruque demanded that 30s yarn price goes down immediately keeping it consistent with international market to save the industry and keep the industry’s competitiveness and survive in this crucial time of business.

It was decided in the meeting that an arbitration cell will be revived.

The cell will consist of BGMEA, BKMEA, BTTLMEA and BTMA representatives to resolve all PI related and other issues on a fortnightly basis.

Earlier, the apparel exporters expressed their worry over the continuous yarn price hike in the local market.

The unusual hike in yarn price is impacting the competitiveness of RMG industry which is already passing a difficult time due to increase in production cost and fall in apparel prices, said the BGMEA on Wednesday.

Retail sales have grown sharply in the Europe and the US as stores are opening following mass vaccination.

As a result, a lot of work orders are coming to Bangladesh. But the garment exporters cannot take all of the orders due to unusual increase in yarn prices in the domestic market, it said.

Orders would be shifted to other competing countries if Bangladeshi exporters cannot take them.

Cotton is the main feedstock of the export-oriented garment export industry in Bangladesh as 75% of the total exported garments are produced from cotton. Bangladesh is the second largest cotton importer in the world, BGMEA said.

Continuous price hike in such a crucial raw material like cotton/yarn is having serious impacts on garment industry, it said.

The garment factories, which were hit hard due to order cancellation, discounts, fall in prices due to the pandemic, are still struggling to survive and recover from the losses and shocks created by the pandemic.

Cost has increased for running factories by maintaining health protocols while apparel prices have fallen by 3.76%.

BGMEA said production cost has gone up by 30.11% in the last eight years due to rise in wages, utility service charges – gas, electricity. Transportation cost has doubled recently.

Besides, it said, wages have increased on average 7.5 per cent at the beginning of the current year.

Given the present situation, BGMEA thinks, the decision of not to increase yarn price is crucial to retain competitiveness and save the RMG industry.

HC issues contempt of court rule against three health ministry officials, two others

The High Court on Wednesday issued a contempt of court rule against the health secretary, director generals of health directorate and drug administration, and two others on charge of ignoring its directives on halting production of substandard antibiotics.

The HC directed the concerned officials to explain in four weeks why contempt of court proceedings should not be drawn against them over the matter.

The officials are Health Secretary Lokman Hossain Miah, Director General of Directorate General of Health Services (DGHS) Prof Dr ABM Khurshid Alam, Directorate General of Drug Administration (DGDA) Maj. Gen. Md Mahbubur Rahman, Director General of Directorate of National Consumer Rights Protection (DNCRP) Babul Kumar Shaha and Managing Director of Indo-Bangla Pharmaceuticals Limited AFM Anwarul Haque.

The HC bench of Justice Mamnoon Rahman and Justice Khandaker Diliruzzaman issued the rule following a contempt of court petition filed by Advocate Ripan Barai on behalf of rights organization — Human Rights and Peace for Bangladesh (HRPB).

The HRPB had filed a writ petition in the public interest to stop the production of antibiotics by 20 pharmaceutical companies including Indo Bangla Pharmaceuticals of Barishal stating these companies don’t follow the Good Manufacturing Practice (GMP) in the pharmaceutical industry.

Good Manufacturing Practice (GMP) is a system for ensuring that products are consistently produced and controlled according to quality standards.

Following the final hearing of the writ petition, on February 13, 2017, the High Court directed the concerned officials of the health department not to allow these companies to produce medicine unless they adhere to GMP.

However, a contempt of court case was filed in the High Court on behalf of HRPB after news broke that Indo Bangla Pharmaceuticals in Barishal was illegally producing and selling antibiotics in defiance of the court order.
