Dhaka: Abu Sayed Md. Kamruzzaman has taken the helm as the new Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA) effective from July 28, 2026, following his promotion to the rank of Secretary to the government.
According to Bangladesh Sangbad Sangstha, the government issued a notification on the same day confirming Kamruzzaman's new role. Before joining BPPA, Kamruzzaman served as the Executive Director (Additional Secretary) of the Barind Multipurpose Development Authority (BMDA). As a member of the 18th Bangladesh Civil Service (BCS) batch, he brings over two decades of experience in public administration, development planning, digital governance, project development and management, and public procurement.
Kamruzzaman is determined to transform public procurement into a strategic tool for sustainable development. He envisions that sustainable procurement should not only focus on economy, efficiency, transparency, and accountability but also aim to generate long-term environmental, social, and economic value.
Throughout his career, Kamruzzaman has held several significant leadership roles in government. His previous positions include CEO of Dhaka North City Corporation (DNCC), Director General of the National Cyber Security Agency, Additional Secretary at the Information and Communication Technology Division, and Additional Secretary at the Ministry of Science and Technology. He also served as Project Director of the National Academy for Development Administration (NADA).
Kamruzzaman possesses substantial expertise in development project management, procurement management, digital transformation, cyber security, and institutional development. He is a recognized trainer for the Ministry of Public Administration and has delivered lectures at leading national training institutions and abroad. He remains actively involved with various professional and social development organizations.
He has completed numerous professional training programs and capacity-building courses in countries including Singapore, Thailand, the UK, and Indonesia. For official purposes, he has traveled to Singapore, India, Thailand, China, Australia, Sri Lanka, and the UK.
Kamruzzaman's vision includes strengthening Bangladesh's public procurement system by integrating sustainability principles, promoting green and climate-resilient procurement, encouraging innovation, supporting local industries, enhancing digital procurement, and ensuring value for money throughout the procurement lifecycle. Under his leadership, BPPA is expected to advance procurement reforms aligned with the Sustainable Development Goals (SDGs), making public procurement a powerful driver of inclusive growth, environmental stewardship, and improved public service delivery.
